Background

The digital paradigm must be examined as a set of general-purpose technologies which evolve at varying growth rates. This highly dynamic system gives rise to a virtuous circle, which currently manifests in three technological trajectories: broadband massification, big data analytics and cloud computing. This workshop focuses on the latter.

Cloud computing allows access to the web through shared ICT resources which can be organized, provided and released rapidly, with minimal management costs and interaction with service providers. Demand for the service is expected to grow at an annual rate of 18% between 2010 and 2016, in contrast to a 4% expansion for ICT markets.

The main determinants governing migration into the cloud are the reduction of the fixed costs of operating ICT infrastructure, flexibility to respond to demand peaks allowed by the transformation of fixed costs into variable costs, and reaping the benefits of economies of scale and scope. Moreover, the reduction of entry costs allows for new actors to enter the market with positive effects upon firm creation, particularly small ones, employment generation, increased competition and lower prices.

Cloud computing, as any new paradigm, presents difficulties and challenges when implemented, particularly in firm contexts where ICT departments are used to retaining full control over its infrastructure and operation. Currently, concerns over data portability, security and privacy limit the expansion of the cloud and deserve special consideration.

09.30 – 11.00 Cloud computing: Key challenges and opportunities for Europe and Latin America

The panel objective is to debate the participants’ views and expectations about the development of cloud computing (CC) and its impact on firm productivity and the economy. The debate will also cover constraints faced by CC such as connectivity, data management and storage and information security.

Key questions:

 Which are the main determinants of CC use and appropriation and what information should users have access to in order select CC service providers?

 Who will control the market for CC, global players of small service providers?

 Regarding information security, what is your view on external data storage, public web access, risks associated with multi-tenancy and the integration of cloud and internal security systems?

The panel will debate on the convenience of developing a normative and regulatory framework for CC which goes beyond the industry, including tax regimes, data and information privacy, government procurement, technological neutrality and interoperability.

Key questions:

 Does your country have legislation on personal data and privacy protection, and service-level agreements (SLAs)? Are there examples of best practices on these topics?

 What progress has been made on government cloud standardization and interoperability?

 Are government agencies able to use CC? Are they obligated to do so?

 Are there tax incentives to investment in CC and data centers?

The panel objective is to share experiences on policies to foster CC, including institutional arrangements, public-private partnerships, R&D incentives and international coordination for the definition of global standards.

Key questions:

 How do you evaluate your country’s CC development strategy?

 What are the main determinants of CC development and massification in your country? Which policies are needed?

 Is it possible to develop global standards for CC?

 Is it desirable to harmonize the secure international transfer of personal data?

 How do we establish a permanent dialogue for sharing experiences and policy initiatives on CC in Europe and Latin America? In this context, which roadmap do you suggest?
