Supplementaryto, and inextensionof, the armisticeagreement, the contracting parties have agreed on the most speedysettlement for the
immediate
exchange of civilian prisoners and of prisoners of warwho
are unfit for further military service.
The
first question to be con-sidered is the sending back to theirhomes
ofwomen,
and of childrenunder 14 years of age.
The
contracting parties will at once institute practicalmeans
for the amelioration of the condition of prisoners of war on both sides. Thismust
be one of the most agreeable tasks inwhich
theGovernments
will engage.In order to promote the negotiations for peace, and in order to heal the grievous
wounds
inflictedupon
civilizationby
the war, measures will be devisedfor the reestablishment of culturaland
economic rela-tions between the contracting parties.To
this end the following will contribute:The

commercial intercourse, the sending of booksand
newspapers and the like within the limits allowedby

1. (a) It is forbidden belligerent

kingdom and which have
violated its neutrality.2. (a) Belligerent
war
vessels arebound
to respect the sovereign rights of thekingdom and
to abstain from all actswhich would
becontrary to its neutrality.

(6) All acts of hostility, including capture and the right of visit in reference to neutral vessels as well as vessels under the
enemy
flag, are strictly forbidden in the territorial waters of the kingdom. If ithapp?nsthatavesselhas beencaptured inthe territorial waters ofthe
kingdom
theprize shouldbereleased withits officers, crew, and cargo.3.
The
simple passage of war vessels and of the prizes takenby
belligerents through the territorial waters of thekingdom
is permitted only to the ext nttowhich
accessto these watersisaccorded to them.(See section 1 above.)
4. (a) Itis forbidden belligerentwar vessels toremain
more
than 24 hours in ports, roadsteads or other territorial waters of the kingdom,except in case of damage, rough weather, or in consequence of rules (c)
and
(d) below. In these cases the vesselsmust
leave as soon as circumstances permit.The
rulein reference tothelimitationofsojourn does notapply to warvessels exclusively intended for religious, scien-tific, or philanthropic purposes nor to military hospital ships.(6)
The

number
ofwarvesselsbelongingtoonebelligerent partywhich
may
be atthesame
time ina portorroadsteadoftheking-dom
is three.(c) Ifwarvesselsofboth belligerent parties are atthe
same
timeina port or roadstead of the kingdom, theremust
elapse at least 24 hoursbetweenthe departureofthewarvesselsbelongingtooneofthe
belliger-ent parties and those of the other, the order of departure being
deter-mined
by
the order of arrival, unless the vesselwhich
arrived firstis in the position where the prolongation of the duration of its sojourn ispermitted.
(d) Itisforbidden abelligerent
war
vesseltoleave a portorroadsteadof the
kingdom
less than 24 hours after the departure of a merchantvessel flyingthe
enemy
flag. Itisthedutyoftheauthoritiesconcerned to arrange the departure of the merchant vessel so that the war vessel is not unnecessarily detained.5. (a) In the ports or roadsteads of the kingdom, belligerent
war
vessels can repair their
damages
only to the extent necessary for the security of navigation,and
they can not increase their military force inany
manner
whatsoever.The
authorities of thekingdom
will indicate the nature of the repairs to be made.The
repairs should be completed asrapidly as possible.(b) It is forbidden belligerent
war
vessels toemploy
the ports,roadsteads,
and
territorial waters of thekingdom
in order torenew
orincrease their military
equipment
orarmament
or to complete their crews.(c) Belligerent war vessels can revictual in the ports or roadsteads
of the
kingdom
only sufficiently to complete their normal supplies in time of peace.(d) In the ports

When
navigating in the inner Swedish waters, war vessels belonging to belligerent powershave
tomake
use of theexamined
Swedish State pilots according to the ruleswhich
in this respect are enforcedupon war
vessels during time of peace. Otherwise they are notallowedtomake
use ofthese pilots exceptin caseofneedto escape athreateningsea disaster.(6) Sanitary, pilotage, customs, port
and
police regulations of thekingdom must
be observedand
respectedby
the belligerentwar
vessels.
Chapter
II.Privateers will be admitted neitherin the ports
and
roadsteads nor in the territorial waters of the kingdom.Chapter
III.1. It is forbidden to take prizes into ports or roadsteads ofthe
king-dom
except in the event of unseaworthiness, rough weather, or lackof fuel or provisions.

prizewhich

brought into a port or roadstead of thekingdom
for one of these causesmust
leave as soon as circumstances allow it.2.
No
prize court can be establishedby
a belligerent either on the territory or on board a vessel in the territorial waters of the kingdom. It is also forbidden to sell prizes inany

IV.1. It is forbidden belligerent powers to use ports or waters of the
kingdom
as bases for naval operations against their enemies.Itis especially forbiddento establish on the territory or in the

2. It is forbidden belligerents to organize fuel depots on either the territory ofthe

The
purpose of convoying duringwar
between foreign powersis, with due observance of
what
is decreed in this proclamation, toafford Swedish merchantships protection against search
and
detentionby
warshipsofforeign powers.2.
A
convoy is arrangedwhen
theKing
or that naval authority towhom
the decision of the matter has been intrusted, considers that the circumstancesnecessitate such convoy.A
requisition forthe arrangement of aconvoy
is to bemade
inwrit-ing, or
by
telegraph, totheKing
inthe naval defensedepartment,or tothat naval authority to
which
the decision in thematter hasbeencon-fided,
and
shall contain particulars as to the owners, or as regards the shippingcompany,
thenames
of the principal owners,and
also thatofthe captain, the
name
ofthe ship,its place ofregistrationand
num-berintheregister of ships, the descriptionand

3. Application for the inclusion of a ship in the
convoy
shall, evenifthe ship hasbeen
mentioned
intherequisitionwhich
has occasioned the arranging ofthe convoy, bemade
to thecommander
of theconvoy
and
beaccompanied
by
particulars as provided in the second part ofsection 2,
and
thecommander
of theconvoy
shall decide, withdue
reference to
what
is enactedin section4, as to whetherthe applicationmay
be granted.The
applicationmust
beaccompanied
by
a written undertaking tocontribute such
sum
toward the expense of theconvoy
as theKing
may
decide.Such
undertaking shall be immediately sent in to the naval defense department.4.
Merchant
shipswhich
carry contraband of war, orwhich
may
reasonably be suspected of intending to render assistance contrary to the laws of neutrality to a neutral power,
may
not underany
circum-stances be included in the convoy.5. In order to prevent
merchant
ships referred toin section 4 being included in the convoy, such measures of control as are considered suitablemay
be taken with regard to ships forwhich
convoying has been applied.It shall be obligatory for the captain of a ship for
which
convoyinghas been granted, both before sailing of the
convoy
tohand
over the original ship's papers to thecommander
of theconvoy
and
also, on requirementby
thecommander
of the convoy, to givehim
a written assurance that thedocuments

inaccordance with the actual conditions.
The
ship's papers shall be returned to the captain at such time as thecommander

considers desirable.6. In order to prevent contraband being put on board it shall be

duty
of the customs authorities, on request of thecommander
ofthe
convoy and
tothe extenthemay
considernecessary, tosetawatch
over the ship for
which
aconvoy
hasbeen
requested, both whileload-ing

afterup
to the sailing of the convoy,and
also to assist inany
examination ofthe cargowhich
may

A
report shall bedrawn
up by
the authorized customs authoritieswithregardtothemeasures

it can conveniently be done, the reportmay

according to existing rules has to bedetained

dismantled, thecommander

the proper military authorities (on Gotland the military governor) takes charge ofthevessel.Sec. 2. (1) Regarding dismantling, etc., the

one or several parts or reserve parts if such are found.The

that since the military authoritieshave

Samos, and that since it is not possible to distinguishbetween
enemy
ships and thosewhich
are neutral, neutral vessels should not navigatein those regions inorder to avoidany
regrettable accidents.The
