Holding Broadcasters (RHBs) from around
the world

Olympic Broadcasting Services (OBS)
was created by the IOC to serve as the
Host Broadcaster for the Olympic
Games
OBS was formed to ensure a greater
consistency and more streamlined
process across Games

OBS interacts with a variety of Olympic constituents and has differing responsibilities depending on the particular
stakeholder:
Rights Holding Broadcasters (RHBs) International Olympic Committee (IOC) Organising Committee for the Olympic Games (OCOG) International Federations (IFs)
Produce & distribute the International Television and Radio (ITVR) signals of the Games
Design, build, install, operate and then dismantle the International Broadcast Centre (IBC) and the Mountain Broadcast Centre (MBC)
Design, install and operate temporary facilities for RHBs and OBS at the IBC, the MBC and certain broadcasting facilities and equipment at the competition venues and select non-competition venues
Coordinate and provide multilateral and unilateral facilities and services for RHBs at the IBC, MBC and at venues
Continually adapt to meet New Media requirements (web, mobile phones, etc.)
Represent the needs of RHBs to Sochi 2014 regarding a variety of facilities/services
Coordinate with the Olympic Games and other IOC departments to ensure the IOC receives one single consistent message concerning broadcast
requirements and issues related to the Olympic Games
The IOC deals directly with the various broadcast organisations concerning rights agreements and marketing services (ITMS)
Coordinate directly with the Organising Committee for the Olympic Games
(OCOG) to ensure the needs of RHBs are met specifically regarding the
design and building of infrastructure, operational matters and various
facilities and services
Liaise with the OCOG to ensure the competition schedule allows a
OBS directly coordinates with the International Federations (IFs) in matters relevant to broadcasting, reaching
agreement about potential improvement in the way individual sports are
covered.
There are seven IFs
associated with the 2014 Olympic Winter Games.
OBS as the Olympic Host Broadcaster provides all RHBs with a complete unbiased production (“multilateral”) video and
natural sound feed of the Games.
This feed includes on screen graphics in English (no commentary).
From each venue OBS produces the ITVR ´International Television and Radio´ feeds for all RHBs
Unbiased and Impartial
• The ITVR signals will be produced in objective and universal manner and will not concentrate on athletes from one or a number of countries
First priority
• The ITVR signal has priority over unilateral
requirements including
those of the host country’s national broadcaster
The Olympic News Channel (ONC) was
introduced by OBS at the 2008 Olympic
Games (Beijing) and was created to offer
three basic services to broadcasters:
• A ready to air 24/7 channel which can provide their audience with a complete and continuous review of the Games.
• Additional material which RHBs may use within their own programming – (sports highlights, press conference coverage and feature packages).
• Recording athlete interviews from every mixed zone to ensure all RHBs are provided with key reaction from each venue.
The Multi-channel Distribution Service (MDS) was created to increase the reach of the Games while reducing the broadcast footprint at the venues and the Broadcast Centres
The MDS team will produce, process and distribute via encrypted satellite, 7 fully programmed and ready to air channels

The Mountain Broadcast Centre (MBC) will be located within the Gorki Media Centre
The primary benefit which the MBC offers to broadcasters and OBS is its location and an opportunity for their post production facilities to be within a short distance of all the mountain competition venues.
