Attain strengthened institutional capacity for safety and reliability of agricultural inputs and sustainable production of certified wheat seed. The development objective would be achieved through: (i) strengthening capacity in the value chain for producing certified wheat seed; (ii) preventing marketing of banned, hazardous, sub-standard, and unreliable pesticides and fertilizers; (iii) lowering the riskof introduction and spread of plant quarantine pests into the country; and (iv) improving farmers’ access to agricultural inputs ofreliable quality.

Implementation Status and Key Decisions

The project has progressed well over the last few months and its activities have made important progress supporting the project’s development objectives. Some important technical positions have been filled and a series of important procurement processes have been initiated and are making good progress. The financial and technical support along with capacity development and training programs for the technical staff of Agricultural Research Institute of Afghanistan (ARIA), Improved Seeds Enterprise (ISE) and Afghanistan National Seed Organization (ANSOR) are ongoing.. A number of major civil works contracts for the establishment of laboratories, constituting the major activities of the project has been awarded. The contract for a Nationwide Pest & Disease Survey has been finalized and an MoU on establishment of Pesticides Poisoning Management Centre has been signed between MoPH and MAIL while contracts for four border quarantine stations have also been awarded.

Furthermore, a number of Laws including Pesticides Law, Plant Protection and Quarantine Law have been approved and endorsed either by the parliament or through a presidential decree. The Fertilizer Law along with a number of bylaws have been drafted and sent to Ministry of Justice for their review.

The current progress and projections demonstrates that the project will produce significant results toward achieving its development goal over the calendar year 2016.

Overall Comments

To achieve many of the indicators listed on this page, infrastructures such as quarantine stations, laboratories and related facilities are needed. The contracts for establishment of these facilities are currently either awarded or are at the final procurement stages. After the establishment of these facilities progress towards these indictors will be made and it is expected that during the next reporting period some achievements will be reported.
