Subject: Targeted Duplicate Academic Programs

Dear Dr. Layzell:

A Board member requested an academic programs duplication report be prepared prior to the

academic productivity review which will be presented in February. The report should list

targeted masters and doctorate academic programs that are duplicated on multiple IHL

campuses.

To respond, the Office of Academic Affairs (OAA) prepared a report addressing the following

questions:

1. What is the status of academic program duplication for Mississippi’s public universities?

2. Which duplicate academic programs are targeted for low productivity?

3. What are the cost savings that the System would realize if targeted duplicate academic

programs were phased out?

In considering the status of program duplication in Mississippi, OAA considered the total

number of academic program offerings in its contiguous states. The review yielded the

following facts:

The number of academic programs offered by Mississippi’s public universities (847) are

comparable with those offered by public universities in Arkansas (1,105 at 10

institutions), Alabama (1,158 at 16 institutions), Tennessee (1,700 at both public and

private institutions), and Louisiana (1,092 at 18 institutions).

1. What is the status of academic program duplication for Mississippi’s public universities?

Table 1 contains all academic degree programs that are located on two or more

campuses. Table 2 contains all academic degree programs that are unique to only

one campus. The tables yield the following facts:

For Mississippi universities, 268 of 847 academic degree programs are unique to

only one campus according to their C.I.P. numbers. The distribution of

non-duplicate academic programs is summarized as follows:

The comprehensive universities offer 243 of the 268 unique academic

programs or 91% of those programs.

100% of the unique doctorate degree programs (66) are offered by the

comprehensive universities.

89% of the masters degree programs (84 comprehensive; 94 total) are

offered by the comprehensive universities.

C

83% of the bachelors degree programs (73 comprehensive; 88 total) are

offered by the comprehensive universities.

The nine academic programs offered at all eight universities are considered “Core

Academic Programs” that are offered only at the bachelor’s degree level. Based

on the National Center for Educational Statistics, these are the most frequently

offered academic programs by U.S. universities.

Undergraduate academic programs are more frequently duplicated on university

campuses than graduate academic programs.

C

Most academic units that manage graduate academic programs also manage the

corresponding undergraduate academic programs.

Are there duplicate academic programs that are targeted?

C

Targeted masters and doctorate degree programs duplicated on two or

more campuses have been identified for special review.

C

For masters degree programs, the data is located in Table 3 and Table

4 contains doctorate degree programs data. For comparison purposes,

Table 5 contains targeted academic units with undergraduate and/or

graduate academic programs.

Each university has been requested to review targeted academic units as

well as targeted graduate programs.

C

OAA will evaluate in February the universities’ reviews and provide the

Board with recommended actions for each academic unit and for each

graduate program. The review guidelines were shared with the Board in

its July 2001 Board meeting.

Many state systems of higher education are considering implementing

academic productivity reviews and two (Kentucky and South Carolina)

have requested copies of Mississippi’s review structure.

3.

What are the cost savings that the System would realize if targeted duplicate academic

programs were phased out?

C

For cost savings considerations, OAA has identified the academic unit that

manages both undergraduate and graduate academic programs as the unit

where savings will occur. OAA will consider the following options when

making recommendations in February:

2. Place the academic unit on a

three-year probation where progress in

meeting the Board’s standards will be evaluated annually to ensure

that progress in being observed.

3.

Restructure the academic unit by merging it with more productive

units to eliminate duplicate administrative costs.

4.

Fund-Down the academic unit to increase its cost-effectiveness and

shift funds to more productive academic units.

5. Place the program on the IEO’s list of three-year suspension of review

status to give the program time to mature.

6. Identify the academic unit and academic programs as being within the

five-year new program status.

7.

Re-categorize the program based on data errors.

Table 5 will be used to identify targeted academic units that manage

undergraduate and graduate programs to ensure that the total productivity

of the academic unit is considered. This is important because many

academic units manage multiple academic programs which provide

students with options and do not require the university to commit

additional resources. Closing such programs would provide marginal, if

any, cost savings.

As will be discussed at the February Board meeting, many academic units that

are not targeted have targeted graduate programs. As discussed in July, many of

the graduate programs provide valuable service to the undergraduate programs

by:

providing undergraduate research experiences

C

providing graduate teaching, research and service assistantships

C

helping in the recruitment of faculty

C

helping in the generation of new knowledge

C

enhancing the reputation of the academic unit.

This report on academic program duplication should provide you with an overview of how

program duplication is managed in Mississippi. If you have questions or comments, please feel
