International Transfer Certificate (ITC) Rules – Incoming Player

(All clubs should allow at least 30 days for the issuing of an ITC. This time could increase during peak periods)

 If a Player was previously registered with an

International Club, FFA needs to request an ITC from the National Association of that International Club

 FFA cannot register a Player unless and until

the ITC is received (or no response has been received from the National Association 30 days from the date of FFA’s request)

 The last date on which FFA can request an

ITC is the last day of a Competition’s Registration Period.

 ITC’s are only permitted if the player is aged

18 or over. (Article 19, FIFA Regulations for the Status and Transfer of Players)

o An exception applies if the Player’s

parents move to the country in which the new club is located for reasons not linked to football.

o Clubs should contact the relevant

Member Federation where an amateur minor ITC is required

 An ITC is not required for a Player under the

age of 12 years.

 All club enquiries should be directed to the

relevant Member Federation

Please note: From January 2015 onwards,

incoming amateur ITC requests shall be made by the New Australian Club to Football Federation Australia via MyFootballClub.

 If a Player was previously registered with an

Australian Club, the new National Association needs to request an ITC from FFA

 The Foreign Association cannot register a

Player unless and until the ITC is received from FFA (or no response has been received from the FFA 30 days from the date of New National Association’s request)

 The last date on which the new National

Association can request an ITC is the last day of a Competition’s Registration Period.

 ITC’s are only permitted if the player is aged

MyFootballClub (MFC) Guide – Incoming ITC

Step 1: The player will need to obtain an FFA number if the player is registering for the first time in

Australia.

Please note if the player is returning to Australia and has played here before they will already have an existing FFA number and can skip this step.

Step 2: During a Self-Registration, a player will confirm they last played football in another country

other than Australia.

Step 3: Details including previous country, club and last season played are entered. The player

proceeds through registration and their registration status becomes ‘Pending ITC’.

Step 4: The ITC request will appear in the ‘Approve Registrations’ tab of a club’s MFC administration

Step 5: Once ‘Request ITC’ is selected, the player’s data is sent to FFA to request an ITC.

NB: Member Federations do not need to do anything in order to request an ITC, but can monitor all requests using the ITC report in MFC.

Step 6: Once approved, FFA will send the relevant Member Federation notice. The Member Federation will then need to update the player’s ITC Request to ‘Approved ITC’. To do this:

 Go to Search by Individual in the MFC administration portal

 Enter the player’s FFA number and hit search

 Select the player’s 2014 record

 Update the player’s ITC status to Approved ITC. The player’s registration status will

change to ‘Pending Awaiting Payment’. From here, the player can make payment or be approved as per usual by the club.

The below steps should be used in the following scenarios:

 Player states they have never played football before and are registering for the first time and

are not a national of Australia and an ITC is required

 Player’s that have accidently completed the self-registration process incorrectly and an ITC is

required

Step 1: Once player has registered Club Administrator/Registrar goes to ‘Search by Individual’ or

‘Search by Club List’ and locates player and selects the player’s record this will take you to the player’s registration record

Step 2: Tick the ‘was the player’s last registration to play football in another country?’ checkbox.

Step 3: Complete the relevant international club and association information and year last registered

then select Update & Save.

Step 4: The player status will become ‘Pending ITC’ and appear in the reporting which FFA use to

request ITCs.

Step 5: FFA will notify Member Federation when ITC is approved

NB: If this process is being completed for a player that never played football overseas and requires an ITC, please enter ‘No Previous Club’ in the Previous Club field, and the current year in the Year Last Played Field, as per below screen shot.

MyFootballClub (MFC) Guide – Outgoing ITC

When an Australian-based player is approved for an ITC, FFA will update that player’s Individual Status to ‘Transferred Overseas’ via CRM.

When the player returns to play in Australia and registers through MyFootballClub, this status will be recognised and it will be mandatory for the player to complete an ITC request, triggering the process outlined above.
