The State provided 2020 digital aerial photos which will be used to update the Countys 2014 GIS planimetric map features such as roads and buildings. This map is used for multiple purposes internally and externally including: evaluation by Emergency Services staff, supporting the Countys municipal stormwater permit, and planning for new developments and improvements. Funding provided by the County will match a pending grant from the MD 911 Board to cover the total project cost of $100,000.

RE: Charles County Planimetric Update Mapping, Revised, June 23, 2021 AXIS Project No. 21160-2102 Impervious and 21160-2102 Other Dear Ms. Wiggen:

AXIS GeoSpatial is pleased to offer our proposal for Updated Planimetric Base Mapping for Charles County, Maryland. We promise the County the best in professionalism, quality, and customer service. The following proposal has been prepared utilizing the latest industry technologies in accordance with accepted industry accuracy standards.

In response to your request for a proposal for updating approximately 361 Square Miles at a scale of 1” = 100’ scale planimetric mapping for Charles County, MD, from imagery acquired in 2020 under the Maryland Statewide contract. AXIS is providing a fee for updating the features using 2020 imagery which were previously updated in 2014 and partially updated in 2017, respectively. The list of features impervious planimetric update features is included as Exhibit 1 of this proposal in addition to “other” features.

AXIS is prepared to begin updating the planimetric features within 2 weeks of receipt of an executed sub agreement or signed proposal. The AXIS PM will coordinate a project kickoff meeting within 1 week of project award and discuss a small area to be used as a Pilot area with the County. Assuming a preliminary NTP of 8/1/2021, AXIS has the capacity to ensure that all planimetric updates will be completed within 3 months of project execution.

AXIS WILL NOT BE RESPONSIBLE for the accuracy or collection of any feature obscured by shadows, dense vegetation, foliage, high grass, other nearby features, etc., or any poorly defined feature in the photography. AXIS will delineate such areas by polygon or annotation. All Map features inside those areas should be field checked.

The project schedule is based on current workload forecasts 60 days from date of proposal. Scheduling forecasts are subject to change based on current workload at the time of Authorization-to-Proceed.

Discussion Topic: AXIS will update our proposal and update the existing database to reflect the comments and notes below. AXIS’ comments to Charles County questions are recorded in Green Bold Text.

1) Ensure the proposal contents and costs align with the executed CATS+ contract, which would need to extend through FY22 minimum. Verify CATS+ is still good to use.

2) If a feature on the 2020 orthophotos also appeared on the 2017 or prior orthophotos, but not previously captured in the planimetric data, is it included to be captured in this cost proposal?

Yes.

3) If a feature such as a building, building under construction, mobile home, billboard, bleachers, parking, driveway, etc. that was previously captured in the prior dataset and does not appear on the 2020 photos does Axis remove the feature? Yes. Is this tracked, and if so, how? If we delete a feature, we typically do not track the feature. However, if the County desires AXIS to do so, we can discuss further.

4) Is it the intention that the newly created data will be complete as stand alone data, or will it have to be merged/overlaid with existing data to be complete? AXIS will complete the conflation of the new data with existing data.

5) Will the date of orthophoto, from which the feature is captured be in the table? Will the

automatic tracking of editing feature be used? Yes, we can create a field within the database to capture the orthophoto imagery date if this is something the County desires or if the field already exists, we will capture the date per feature as requested.

6) Please provide a schema of fields to be captured, which probably should be the same or similar for all features. AXIS will provide an updated schema based on the decisions of this document.

7) Describe software/process used for the update and provide metadata. AXIS will utilize ArcGIS to update the database and to construct the Metadata.

8) Describe QA/QC process that Axis will use and the purpose of the web services for QA/QC of mapping data. AXIS performs inhouse quality reviews based on the update specifications to meet Charles County’s requirements. The website was offered and can be used to facilitate an independent review of our data and can be used by the County or a 3rd party firm performing independent QA. There is no requirement to use the website, just a potential if the County deems it necessary.

9) The County does not have a Planimetric Geodatabase Design Document (as mentioned in the proposal), so how will this affect collection of data? Specify how the data collection will coincide with the County’s current dataset. AXIS performed the initial planimetric collection in the 2008/2009 time frame, so we are familiar with the dataset. While there have been minor updates to the database design, this will not be a factor in our data collection. As part of this project, AXIS will create a new Planimetric Geodatabase Design Document which adheres to the current state of the County’s dataset along with the changes requested by the County in this document.

10) Define whether there is a minimum Building size to be captured. Verify and include description of building types to be captured including sheds, barns, garages, mobile homes, buildings under construction, etc. AXIS will collect all buildings 100 sq. ft. or larger and AXIS will capture building types within the geodatabase as listed below.

11) Specify minimum size on decks, patios and sidewalks, if there is one. (Individual pavers do not need to be captured.) AXIS generally collects all decks, patios, and sidewalks. AXIS will typically not collect pads under residential A/C units.

12) Amend Bulkhead to read “Bulkheads and Revetments” to more accurately reflect this feature.

Acceptable.

13) Clarify and describe the “Silo” category and if water towers are included in this category. Silos are used to collect farm silos whereas water towers are collected within the Towers Feature Class as a Point feature type.

14) Ensure any concrete under Towers, electric transmission lines or other overhead features is captured as Concrete. Acceptable.

15) The category Stream River should capture the new tidal shoreline for the entire County. Is this correct? If so, it will be useful to document erosion and accretion rates. AXIS utilizes the Stream River Line Feature Type to collect streams that are < 10 feet in width as single line drains.

According to this document for per item 21 below, AXIS will not collect or update single line streams that are <10 ft in width. AXIS will collect/update the Stream River polygon per the water’s edge in the updated imagery as shown in the imagery as a Polygon feature to the full extent of the imagery to include the MD/VA line along the southern edge of the Potomac River shoreline.

16) Current Boat Ramp features should be appended to Ramp features, and the Boat Ramp category removed. Verify whether any boat ramps have been previously captured as Concrete, and if so relocate them to the Ramp category. Acceptable.

17) Current Building Court features should be appended to Patios and Building Court category removed. Acceptable.

18) Current Stormwater Pond features should be appended to Lake/Pond and Stormwater Pond category removed. Acceptable, AXIS will append Stormwater Pond to Lake/Pond.

19) Current Building Under Construction (UC) should be appended to Building features and Building Under Construction category removed. Acceptable. Buildings Under Construction are a building type and if the building appears as under construction based on the 2020 imagery, AXIS will collect the building and classify it as Under Construction.

20) Include Buildings, Road Unpaved, Driveway Unpaved, Gazebo, Ramp, and Park Unpaved under impervious features, because these polygons will need to close for area calculations.

Acceptable. AXIS will include Buildings, Road Unpaved, Driveway Unpaved, Gazebo, Ramp and Park Unpaved as impervious polygon features. AXIS will also create a County-wide Impervious Surface Layer and conflate all impervious surfaces feature within Charles County into a merged feature class.

21) Please remove the following categories from the proposal: Building Court, Post Pole (point), Trees (point), Unindent Line, Unindent PT, Abandoned Railroad Centerline, Active Railroad Centerline, Sign BB (Billboards), Reservoir, Dikes, Streams, Tower (Line), Boat Ramp and Stormwater Pond. Acceptable, note Boat Ramps will be collected within the Ramp Feature Class and Stormwater Pond will be collected within the Lake/Pond Feature Class.
