Directive 92/43/ECC (Habitats) of the Council, of May 21,

1992 concerning the conservation of natural and semi-natural

Habitats and flora and fauna, which provides for the

creation of a “ coherent european ecological network of

special areas of conservation SAC), named Natura 2000,

consisting of sites where are types of natural and

semi-natural habitats listed in the annex I and habitats of species

listed in the annex II ….”, and “which also includes special

protection areas (SPA) classified by the member States

according to the directive 79/409/ECC”

SIC in the Province of Rieti for which were produced proposals for

conservation measures.

Of 27 SCI in the Province

16 have been assigned Conservation Measures being adopted by

the Region (in inquiry);

For 8 SCI has been requested the Funding through the Rural

Development Programme measure 323 – preparation of the

Management Plan;

The remaining 3 Sites can not access current Funding,today are

so devoid of analysys and proposals for conservation Measures,

and are not expected funding at the moment.

Definition of Special Area of Conservation (SAC)

• “a site of community importance established by the

member

States

through

an

administrative

and/or

contractual regulatory act,in which are applied the

conservation

measures

required

for

manteinance

or

restoration, in a satisfactory conservation status of

natural habitats and/or species populations for which the

site is established” (article 1 of the Habitats Directive)

The administrative procedure for the establishment of SAC is provided,

in particular, by the DPR 357/97 and subsequent amendments and

additions.

With regards to the recent regulations for the implementation of Natura

2000, according to the article 2 “establishment of the conservation

measures for the Special Areas of Conservation (SAC)” of the DM of

MATTM October 17, 2007, paragraphs 1, 2, 3:

1. The regions identify specific conservation measures

2. The regions shall send to the MATTM the administrative provision

through which the measures are adopted.

3. The Ministry of Environment, Land and Sea (MATTM), through its own

Decree, in agreement with the region, establishes the SAC

Forwarding of technical directions on procedures and contents from

MATTM to the regions (January 2011)

Administrative procedure of the region of Lazio for the establishment of

SAC (SCI>>>>SAC)

1.Updating of the proposals for measures adopted by Local Authorities (Docup 2000

- 2006, Co.Me.Bis - LIFE, 3APQ7)

2.Implementation of the article 6 of the LR 29/97 and subsequent amendments and

additions (regional law on protected areas):

“Regarding the sites and areas identified by the directive 92/43/ECC and the

Council directive 79/409/ECC, of April 2, 1979, concerning wild birds protection,

must be implemented the conservation measures required by the regulations

.

The Regional Council, in agreement with local authorities, management bodies of

protected natural areas and other public or private parties involved, through its own

decree can adopt, regarding each site or area, specific conservation measures,

including management plans and appropriate measures preventing pollution or

habitats and species deterioration in sites’ bordering areas. In the case of sites and

areas belonging to the classified areas under the article 5, the specific conservation

measures shall supplement plans and regulations under the articles 26 and 27.

Will to strengthen the administrative process already

started through the project:

LIFE CORENA

proposal made by the Region of Lazio to the

European Commission, for a project mainly aimed to

communication and participation of territory in the management

process of Natura 2000 Network.
