2 – ABOUT US

CBCHS is a for-cause, not-for-profit organisation providing a wide range of allied health, dental, child development, disability and aged care services to more than 15,000 clients every year in and around the City of Kingston. Many of our clients are differently abled, socially isolated, financially

disadvantaged or exposed to other socio-economic vulnerabilities. Our head office is in Parkdale with programs and services also offered at Chelsea, Clarinda, Mentone, Cheltenham, Clayton and Edithvale. CBCHS has a large volunteering program with volunteers in the Community Visitors Scheme (CVS), Primary Health, Adult Community Options (ACO), Social Support Groups (SSG), the Auxiliary and the Board.

The Community Visitor Scheme (CVS) is funded by the Australian Government. The purpose of the CVS is to reduce the impact of loneliness and isolation for older people living in Aged Care Homes or in the community receiving or waitlisted for a Home Care Package. Further information can be found at

3 - POSITION PURPOSE

This fixed term position is responsible for working closely with the Volunteer Coordinator to deliver the CVS program and to ensure that volunteer and client engagement and administration is successfully undertaken to ensure CBCHS meet all its strategic, legislative compliance and funding obligations related to volunteers.

The Volunteer Officer operates within a variety of settings including CBCHS centres, the client’s home, aged care facilities and community based locations.

The Volunteer Officer will work within the philosophy, policies and procedures of CBCHS and the CVS program.

4 – KEY RESPONSIBILITIES

Community Visitor Scheme

 Actively engage with volunteers to ensure quality matches and funded visitor targets are met;  Actively seek client referrals by promoting CVS to a board range of stakeholders;

 Maintain positive working relationships with all CVS stakeholders including with clients, volunteers, Residential Aged Care staff and Home Care Package Providers;

 Contribute to the quality improvement of program related policies and procedures;

 Maintain an understanding and awareness of key issues impacting CVS clients such as loneliness and social isolation.

Volunteer Engagement

Coordinate the recruitment, training, orientation and exiting of volunteers by undertaking appropriate administrative and compliance functions in accordance with CBCHS and CVS guidelines;

Seek additional volunteering opportunities that align with CBCHS strategic plan.

Provide ongoing support to CBCHS Volunteers;

Ensure all Volunteers have current and appropriate information in relation to CBCHS procedures and legislative requirements;

Work closely with the Volunteer Coordinator to deliver volunteer events and engagement initiatives;

 Track and record CVS volunteer visit records in accordance with CVS guidelines. Database

 Ensure that the Volunteer database is accurate, updated and maintained in a timely manner;  Prepare relevant reports from the Volunteer database, as required;

 Work with the Volunteer Coordinator to maintain the volunteer SharePoint site to ensure all information is current.

Administration

 Maintain oversight of key administrative systems and processes and identify improvement opportunities where they arise;

 Manage Volunteer and stakeholder files (paper and electronic) to ensure files contain all required, current and valid information including police checks, MOU’s and recruitment paperwork as outlined in the CBCHS and CVS guidelines;

 Contribute to improvements and updates to CBCHS volunteer policy and procedures;

 Assist CBCHS in maintaining its Quality Assurance rating by identifying quality improvements, assisting in their implementation and contributing administration support to quality reviews. Team Responsibilities

Attend and actively participate in meetings;

Work cooperatively with the Volunteer Coordinator to achieve CVS targets and to critically monitor and review the efficiency, effectiveness and appropriateness of CBCHS volunteer activities;

Provide support to the Volunteer Administration Assistant as required;

Participate in projects and initiatives as required;

 Actively participate in corporate initiatives (e.g.: OHS, HR, Risk, Quality, Facilities, Learning and Development).

6 – ORGANISATIONAL RESPONSIBLITIES

All employees are required to participate in organisational initiatives, including OHS, HR, Risk, Quality, Facilities & Learning and Development.

OHS

Ensure requirements of the Occupational Health and Safety Act 2004 are followed. This includes ensuring work is undertaken safely, injuries, accidents, near misses and potential hazards are reported immediately, and as required employees participate in or support consultative structures including the OHS Committee.

Continuous Quality Improvement

Participate in the established quality and safety systems to ensure that safe high quality care is provided to all clients at all times. This includes assisting CBCHS to maintain quality accreditation

standards by identifying and participating in the development and implementation of quality improvement initiatives.

Duty of Care

Take reasonable steps to protect themselves, their colleagues and clients from injury or harm. This includes ensuring that adequate supervision/support is provided to all clients.

Code of Conduct

Familiarise themselves with and abide by the CBCHS Code of Conduct and ensure that their actions are in accordance with the CBCHS values and organisation policies and procedures.

Community Participation

Assist CBCHS to promote awareness to the community that consumer, carer, and community participation at all levels of the organisation is encouraged. This includes encouraging community participation in surveys, focus groups and committees as required. Additionally, Primary Health employees must contribute as relevant to CBCHS health promotion plan by working collaboratively with other health professionals.

7 – WORKING RELATIONSHIPS

 Other CVS Agencies;  Aged Care Facilities;

8 – KEY SELECTION CRITERIA

Knowledge & Skills

 Demonstrated experience working with volunteers or in the area of Human Resources, with specific knowledge of compliance including recruitment, training, and records management;  Excellent communication and interpersonal skills, both written and verbal, with the ability to

liaise with a wide range of individuals including clients, volunteers, staff at Aged Care Facilities and Home Care Package Providers to ensure CBCHS volunteer requirements are met;

 Strong customer focus and the ability to establish and maintain relationships with a range of stakeholders;

 Exceptional record keeping (paper based and electronic) and database management skills;  High level administrative and IT skills including word, excel and database management;  Ability to work autonomously and as part of a team;

 Possess strong professional ethics including the ability to exercise sound judgment and discretion in relation to sensitive matters;

 Ability to demonstrate a flexible approach that is responsive and innovative;  Current Victorian Driver Licence.

Compliance Checks

In line with legislation CBCHS will conduct the following checks that must be returned clear before commencing:

 Police Check – both National and International where applicable

 Disability Worker Exclusion Scheme (DWES) check – safety screening will include checking whether your name is on the Disability Worker Exclusion List (DWEL). The DWEL includes names of persons unsuitable for employment within an NDIS Provider.

 Disability Code of Conduct Acknowledgement – if applicable  CBCHS Child Safe Code of Conduct Acknowledgement  Working with Children Check if applicable

 Professional Registrations if applicable

 All employees must be either an Australian Citizen, Permanent Resident or have an appropriate Australian Visa that will legally enable them to fulfil the obligations of the contract of employment.
