Public Involvement

Two public meetings were held to initiate discussion between the property owners, citizens and the City. Each meeting was formed as an informal open house allowing attendees to view the information presented, familiarize themselves with the issues, and voice their concerns and comments.

Public Meeting #1

The first Public Meeting was held on August 16, 2004 at Beardshear United Methodist Church from 5:00 PM to 7:00 PM. Approximately 64 people signed the attendance sheet. Maps from the Inventory and Analysis including Existing Land Use, Existing Zoning and the Visual Assessment were displayed for discussion. A Visual Preference Survey (VPS) was also

conducted allowing attendees to rank images of different development types according to their personal preferences. Thirty-four people completed the Visual Preference Survey. Comment sheets and boards were also available for attendees to list positive and negative issues, visions, and general comments regarding the potential of the Redevelopment Plan.

Several comments from residents attending the meeting included a desire by residents to sell their properties. Several attendees mentioned the need for green space and park land. Some of the suggested land uses included fast food, service stations, office buildings, multi-family units, a bookstore, a grocery store and a clothing store as well as uses that provide a concentration of jobs such as office facilities and light manufacturing. Property owners in the southern portion of the redevelopment area voiced a concern that they not be left out of the Redevelopment Plan. Increases in traffic were also a concern. An access road between Benchwood Road and Stop Eight Road to aid traffic flow on Miller Lane was also mentioned.

Public Meeting #2

A second Public Meeting was held on October 5, 2004 also at Beardshear United Methodist Church from 5:00 PM to 7:00 PM. Approximately 48 people signed the attendance sheet. Concept Development Plans 1 and 2 were presented to generate discussion between the property owners, citizens and the City. A Draft of the Design Guidelines was also presented. Comment sheets were distributed to provide attendees the opportunity to comment on the two Concepts and the Design Guidelines.

Those in favor of Concept 1 cited the presence of more roadway frontage, roadways aligned close to the property lines, and least cost to the City as the basis for their preference. Those opposed to Concept 1 felt it did not have growth potential and provided inadequate traffic flow.

Those in favor of Concept 2 listed best growth potential and traffic flow, good access for more property owners, and better managing traffic flow as the basis for their preference. Those opposed to Concept 2 were concerned that the ability for some property owners to sell was lessened since some parcels were bisected by the roadway or frontage was perceived to be eliminated. Higher cost to construct roadways was also mentioned as a negative for Concept 2. General comments from the second Public Meeting regarding the Concepts included a need for design control but not too rigid in standards; the City should always be open to new concepts. Some attendees favored upscale restaurants over the fast food already in place. Concerns were also voiced regarding limited sign height possibly being detrimental to new business due to Butler Township having higher size limits. Others felt the green space, trees and signage would create a more up-scale appearance.
