1. Welcome to the Case Binder Module

FHA Catalyst: Case Binder Module is a web-based secure medium that supports digital delivery of

origination documents by the Mortgagees to the Federal Housing Administration (FHA). As part of the Housing Information Technology (IT) Modernization effort, the Case Binder Module will replace the receipt of paper loan origination case binders with electronic format of case binders to FHA. FHA-approved Mortgagees can submit Single Family forward and Home Equity Conversion Mortgage (HECM) loan origination case binder documents electronically for FHA endorsement. Mortgagees can submit Notice of Return (NOR) Resubmission documents electronically by uploading into FHA Catalyst: Case Binder Module. Mortgagees seeking Unconditional Direct Endorsement (DE) authority can submit Test Cases electronically through this platform, thereby eliminating physical shipment of paper case binder. Mortgagees can also submit case binders requested for post-endorsement review in the Loan Review System (LRS).

This document has been developed to provide HOC Users with guidance on how to review different categories of loan documents using the Case Binder Module. Please refer to the Single-Family Housing Policy Handbook 4000.1 for case binder stacking order, in-depth information on FHA policy, event definitions, reporting timeframes, data elements, and post-audit requirements.

1.1 Navigating the Case Binder Module User Guide

The table of contents for this guide is both searchable and linked. Selecting any of the chapter titles or subheadings will take users directly to the associated section. Users can navigate back to the table of contents by scrolling back to the start of the guide or using the return to table of contents links at the end of each section.

This guide features step-by-step instructions. Numbered lists, bullets, and screenshots are used to give the step-by-step instructions for completing tasks in Catalyst.

Step-by-Step Instructions

2. These instructions will describe how to complete processes using screenshots.

Note: Please use Google Chrome browser to perform operations for FHA Catalyst system, Internet Explorer is not supported.

2. Getting Started

This section defines the basic functionalities of Salesforce as well as specific terminology to help HUD internal users navigate the system. This section describes how HUD Users access and manage case binders created by Lenders in the FHA Catalyst: Case Binder Module.

2.1 Logging In (For users with FHA Catalyst access)

The following login instructions are for HUD internal users who are already set up in FHA Catalyst and have a valid username and password.

1. In Google Chrome, navigate to login.salesforce.com or https://hud2.my.salesforce.com/

2. Enter your username and password, then select Log In.

2.2 Logging In (For first time FHA Catalyst users)

2. Select on the reset password link. First time users will receive an Identity Verification screen. Users will then receive an email from [email protected]. A sample email is displayed below along with sample verification code. Note: Your verification code will be different than one show below.

3. Enter the verification code in “Verify Your Identity” screen. Select Verify.

4. Setup your password and security question, select Change Password.

Note: The New Password and Confirm New Password fields must match, and all option button checks must be GREEN, only then will the Change Password button be enabled.

The password set up is complete and users now successfully login to FHA Catalyst. Users are encouraged to bookmark the FHA Catalyst website https://hud2.my.salesforce.com/ and check the Remember Me button to login to FHA Catalyst.

2.3 Resetting Your Password

1. If you forgot your password, select Forgot Your Password?

2. Enter your username, then select Continue. Password reset instructions will be sent to the email address associated with your username.

3. Select the reset password link in the email received.

3. Case Binder App

This section defines the basic functionalities of Salesforce as well as specific terminology to help HUD internal users navigate the system.

3.1

Accessing Case Binder App from Salesforce

1. After logging in to Salesforce, the HUD User is taken to the Salesforce homepage. 2. Select on the Salesforce App icon on the top left of the screen

3. The App Launcher Menu and select view all to access the applications. 4. Select on the FHA Case Binder HOC Users App.

3.2 Landing Page

1. Upon successful login, the HUD User will see the Home Page.

2. Select the “Case Binder” Tab from the navigation bar to view the list of case binders.

3.3 Selecting Case Binder List View

1. From Case Binder List View, select HOC Case Binder List View from List View to view case binders submitted for each HOC Office.

A. List View – List Views are a way to sort, prioritize, and analyze records of an object based on filtering criteria. Each List View brings up different records based on pre-set criteria.

B. To change the List View, select the dropdown arrow and select a different view. Columns can also be sorted into ascending or descending order by selected the column header.

3.5 Selecting Case Binder for Review

1. To select case binder for review, select appropriate ID beside the FHA Case Number.

2. The Case Binder detail page displays the following items:

 FHA Case Number: Lender entered Case number (Format allowed xxx-xxxxxxx)  Borrower Name: Borrower name entered by Lender

 Submission Type (Forward Initial Submission, HECM Initial Submission, Forward NOR Submission, HECM NOR Submission, LRS, Test Case): Submission selected by Lender  Created By: Lender that submitted the case binder, and the date and time.

 Comments: Lender entered comments

 Loan Number: Loan number entered by Lender  Lender Name: Auto-populated

 Lender ID: Auto-populated  HOC: Lender selected HOC

 Status: Submitted (default status), Endorsed, In Review, Rejected, LRS Received. o If Submission Type = LRS or Test Case

 Then Status may be Submitted or LRS Received

o If Submission Type = Forward Initial Submission, HECM Initial Submission, Forward NOR Submission, or HECM NOR Submission

 Then Status may be Submitted, In Review, NOR, Endorse  Download File (s): Uploaded by Lender as an attachment

Note: Depending on the submission type, user may view different buttons on the Case Binder Detail screen.

 If Submission Type is Forward Initial Submission, HECM Initial Submission, Forward NOR Submission or HECM NOR Submission – the buttons available for user to take actions are In Review, Endorse and

NOR.

If Submission Type is LRS, Test Case – the button available for user to take action is LRS Received.

3.5.1 Downloading Case Binder File

To view the document associated with the case binder: 1. Select on the ID in the Listview.

a. The Case Binder Details page will open. 2. Select on file under Download File(s).

a. The file will automatically download for your review. 3. Select the downloaded PDF to open and review.

3.5.2 Updating Case Binder Status

1. During and after reviewing a case binder, select the appropriate button to update the case binder status.

Note: For status changes, the Lender can view the updated status on the Landing page.

2. The Status options displayed on the details view depend on the Submission Type (see below for details). The complete list of statuses:

 In Review: This is used while the review is in progress – select ‘In Review’.

 Endorse: Upon case binder review and approval for endorsement, select ‘Endorse’.  NOR: Upon case binder review and case binder is rejected, select ‘NOR’.

 LRS Received: Upon receiving a case binder with Submission Type of ‘LRS’ or ‘Test Case’, select ‘LRS Received’.

If Submission Type is: Forward Initial Submission, HECM Initial Submission, Forward NOR Resubmission, or HECM NOR Resubmission.

Then Status options are: In Review, Endorse, NOR

You may switch between different statuses regardless of the current status.

3.6 Create Case Binder Report

HOC users can create reports using the records from the Case Binder application within Salesforce. After creating the report, the HOC user has the option to export the report to Excel and CSV formats.

1. To access the Reports functionality, select the Reports Tab.

3. To choose a Report Type- Type “Case Binder” in the “Search Report Types” search bar. 4. Select the “Case Binder” Option. Then Select Continue Button

6. Select the Refresh Button to show All Case Binders. Note: Selecting the Update Preview Automatically option allows you to make changes and see them without refreshing the report.

7. Add Columns to your report by entering the following fields in the “Add column” search box. You must select on the column name to add it to the report, sample columns are below:

 Case Binder ID  FHA Case Number  Loan Number  Borrower Name  HOC Office

 Case Binder: Created Date  Submission Type

8. After selecting the desired columns select the Refresh Button to preview the report. 9. While creating a new report or editing an existing report- HOC users can transform tabular

reports into a chart for an enhanced graphical display, which can later be added to a Dashboard. 10. Add Groups to your report by entering and selecting a field in the “Add group” search box. You

must select on the column name to add it to the report.

12. The Add Chart button will appear once a row is selected for grouping. Select the “Add Chart” button to add a chart to your report.

13. After selecting the add chart button select the Refresh Button to preview the report.

14. Select the Chart Properties icon to view chart options. This allows you to select from different chart types, add a name to the chart, or to change chart properties.

15. Ensure the correct columns, groups and charts are displayed and then select Save & Run.

16. Enter a Report Name and select the Save Button to run the report.

Once the report is created, the HOC user can Filter the Report and Edit the Report Columns and save the changes.

3.7 Export Report

HOC Users can export an existing report to Excel. 1. Press the Export Button.

2. HOC Users are given two options to Export the Report, Excel or CSV. Choose Details Only to export to CSV.

3. Once the HOC User has selected the type of export- Select the Export Button The file is downloaded to the HOC user’s computer and they can open the file in Excel.

1. To access the Dashboard functionality, select the Dashboard Tab.

2. On the Dashboards tab, select “New Dashboard” button.

3. Enter a unique name for the Dashboard, ensure the Private Dashboard folder is selected and press the “Create” button.

4. Press the “+ Component” button to add a component to the blank Dashboard.

5. Select on a report from the select reports screen and press the select button. If you do not see the report, you are looking for enter the report name in the search bar.

6. The add component screen will display the information from the report as a chart. Select your display options for the dashboard. Select the “Add” button to add the component to the dashboard.

7. Repeat steps 4 through step 6 to add additional components to the dashboard. Users can drag components anywhere on the dashboard by selecting and dragging a component where the Blue Tiles appear.

8. Components can be further filtered by selecting the “+ Filter” option on the dashboard screen.
