Dimensions:

• Provision of website programming and development skills, testing and analytical services to meet the overall business objectives of SYPTE, the Information & Technology Strategy and the internal client requirements.

• Part of the Information and Technology Development Team of 10 members of staff within the Information & Technology Department,

• Provision of online applications & intranet services to 400 desktops and 600 user accounts, and provision of a number of Public websites.

General Responsibilities:

Responsibilities/Key Accountabilities:

1. Provide development, testing, maintenance and support services for web (Intranet, Internet and Extranet) applications and content management systems to meet SYPTE’s overall objectives and the Information & Technology Strategy whilst ensuring optimal use of resources at all times.

2. Develop products (code and other outputs) in a controlled manner, working towards the organisational & industry standards for design, configuration management, quality control and programming.

3. Provide support in the development and use of online services through SYPTE employees, outside contractors and suppliers to ensure all operational IT Systems continually meet the business needs of the organisation.

4. Undertake development work to the guidelines of an appropriate methodology for systems development and ensure the methodology is applied wherever appropriate in order to meet business needs.

6. Advise and assist the organisation’s managers, internal IT users and external contractors in the preparation of the requirements and specifications for web developments to meet corporate and departmental business needs.

7. Assist in examining changes in business requirement, technology and the IT marketplace to assess the business and cost implications to the organisation’s IT systems arising from such changes to ensure effective service provision.

8. Assist in the monitoring of performance of external contractors, SYPTE staff and others engaged in web based development work as instructed by the I&T Development

Manager.

9. Advise the Information & Technology Development Manager of the options for delivery of cost-effective services and the effective utilisation of resources including, staff, budget and external providers to deliver the goals of the organisation and the delivery of the responsibilities outlined above.

10.Advise the Information & Technology Development Manager of the appropriate

technology frameworks and architectures to deliver quality and effective online services to deliver the goals of the organisation.

11.Any other duties commensurate with the post as directed by the Information & Technology Development Manager.

Planning and Organisation:

• Provide planning and delivery of development, testing, maintenance and support services for website (Intranet, Internet and Extranet) and online applications to meet the agreed business needs of the Executive and the Information & Technology Strategy and service level agreements within budget constraints set by the Information & Technology Development Manager.

• Pro-actively manage workloads and resources, in order to continuously meet deadlines, objectives and service level targets.

• Contribute to team working within the Information & Technology Development team and Information & Technology Department and liaise with others to continuously improve cross-functional efficiency.

• Assist the Information & Technology Manager in determining short and medium term plans for achieving agreed targets.

• Provide planning, documentation and reporting to follow guidelines as adopted by the I&T Department

Decision Making and Use of Judgement:

• Responsible for ensuring the successful delivery of web development projects to ensure the successful delivery of website services and specific projects using internal or external resources.

• Use information from the Information & Technology Development Manager and internal and external information to prioritise resources.

• Assist with the determination of best practice operation and controls for the organisations IT Projects using internal and external resources and agree procedures with the Information & Technology Development Manager.

• Actively participate in team and departmental decision making.

• Assist the IT Development Manager in making decisions about technical environments, architecture, design needs and software in relation to new and existing areas of development.

• Use experience and judgement in providing estimates and timelines for new projects and pieces of work.

• Information & Technology Department – to provide and maintain a consistent development services for Intranet, Internet and Extranet applications as specified. To ensure a smooth roll-out of new and improved applications.

• Organisational Development – provide and maintain web site services to enable corporate communication requirements, internal and external are met.

• Business managers and staff – to provide and maintain a consistent development services for Intranet, Internet and Extranet applications to ensure the business applications function as specified. To improve the Intranet, Internet and Extranet facilities in line with business requirements.

• Suppliers of services – to provide the products and services required for the running of the organisation’s web services.

• Providers of IT knowledge and services – to maintain and improve the web facilities in order to meet business requirements.

• To advise and seek guidance from appropriate external bodies in the furtherance of objectives.

Standards bodies and organisations to ensure compliance with legal requirements, quality and operating standards.
