Nursing Home: A nursing home is licensed to provide both skilled nursing and personal care. These facilities house the chronically ill, usually elderly patients, and provide long-term nursing care, rehabilitation and other services. Also called long- term care facility or nursing facility.

Residential Care Facility for the Elderly or Residential Care Facility (RCF): These facilities provide room and board, assistance with personal care and any necessary supervision. They range in size from small, two- to six-bed “mom and pop” operations to facilities with over 200 living units. They are licensed by the California Department of Social Services.

Elimination Period: A type of deductible; the length of time the individual must pay for covered services before the insurance company will begin to make payments. The longer the elimination period in a policy, the lower the premium.

Home Care: Skilled nursing or other professional services in the residence, including, but not limited to, part- time and intermittent skilled nursing services, home health aid services, physical therapy, occupational therapy, or speech therapy and audiology services, and medical social services by a social worker.

Facility-Only Policies: These policies cover skilled, intermediate or custodial care in a nursing home or similar facility. These policies also pay for board and care in an RCF.

Comprehensive Long-Term Care Policies: These policies pay for nursing facility care, board and care in an RCF, and home- and community- based care. These policies must include at least the following benefits:

a nursing facility benefit, RCF benefit, home health care, adult day care, personal care, homemaker services, hospice services and respite care.

For simplicity of use, these estimated cost comparisons are based on policies with 30-day elimination periods (deductibles) and comprehensive coverage that includes home care services, residential care facilities and nursing homes.
