Preface

This volume contains the basic results of data/information collected from the 2001 Census of Population and Housing for the total population of Tokelau as well as for each of three Atolls. The census was conducted in October 2001. There are a total of 89 basic tables and only 4 charts (population pyramid). A census analysis report that will be released later in 2003 will complement this report.

The Office for Tokelau Affairs in Apia requested for Secretariat of the Pacific Community (SPC) Demography/Population Programme’s assistance to design the census, questionnaires, training, collection, processing and reporting. The census preparation began in early January 2001. With the permission and approval of the Tokelau Administration officials, the Pacific Model Census Questionnaire was adopted with minor modification to accommodate Tokelau requirements. A copy of the questionnaire is annexed for reference.

The Office for Tokelau Affairs in Apia appointed census field staffs from the Tokelau Public Service. There were a total of 9 enumerators brought into Apia for training by the two SPC population professionals. The SPC Demographer and the Population Specialist acted as trainers/supervisors during the census operation.

The Office for Tokelau Affairs paid the cost for travel between Tokelau and Apia, accommodation, subsistence allowance, and transport in Apia for census workers. The cost for printing of the questionnaires, census t-shirts, census materials, as well as salary, international travel, and accommodation for the two census trainers/supervisors was paid by SPC.

Census night was agreed as the 11th October 2001. The census was conducted at a time when

“MV Tokelau” was under going repairs in Fiji. The Office of Tokelau Affairs charted a boat from the Cook Island that transported all the census workers from Apia to Nukunonu where all the enumerators visited and administered the census questionnaires in all private dwellings. The census team then boarded the charted boat and traveled to Atafu for enumeration the next day. The two villages in Fakaofo were the last to be enumerated.

The enumerators work was supervised and checked by the trainers/supervisors in the field as well as when completed questionnaires were returned. If questionnaires were found to contain errors, the concerned enumerator was asked to re-visit dwelling and correct data recording errors or check inconsistencies in responses.

Data processing was done using census and survey processing software called CSPro. This software was developed by the US Bureau of Census and is commonly used for census/survey processing in many countries in the Pacific region. An officer from the Office for Tokelau Affairs was brought over to Noumea in November to edit the census data with the SPC Demographer at the time – Chris McMurray.

Due to work commitments and the fact that the former SPC Demographer resigned, work on the analysis was not done until early 2003.

INTRODUCTION

The purpose of this report is to present the basic counts of population and housing information collected from the 2001 Population and Housing Census of Tokelau. The report only contains basic tables relating to population size, composition, distribution, and characteristics, including housing characteristics. Where appropriate, the report also includes some charts/graphs.

This report is the first national level publication from the 2001 census information. Detailed census analysis report will be released later in 2003.

The 2001 census enumerated both de-facto and de-jure populations. It was intended that all information would be collected during an enumeration period of one week, the week from 11th October 2001. Census night for individual households was the night of 11 October 2001. Given the transport difficulties between Apia and Tokelau, and within Tokelau, and in order to restrict the enumeration period to less than one week, 9 interviewers were involved.

It is also obvious that in the conduct of a statistical operation as large and complex as a national census (even for Tokelau), it is inevitable that errors will occur due to questions being misunderstood, replies being incorrect or misinterpreted, etc. In fact, errors could have been introduced at all stages of the census, from planning, field operation stage, non-responses, non-call back to check on households that were missed during the actual enumeration and the training of enumerators (i.e. misunderstanding on the part of enumerators). Also errors could have been introduced at the data processing stage (editing, coding and data entry). In designing and carrying out the field procedures, including training procedures, efforts were made to reduce the effects of such errors on the results. However, it is clear that several errors still occurred.

An important feature of the 2001 Tokelau census, which deviates from the previous censuses, is the inclusion of Tokelau Public Servants (and their families/relatives) living and working in Apia, Samoa. The Tokelau Administration requested the census to include Tokelauans working for the Office for Tokelau Affairs in Apia. As a result, there were 88 people enumerated in Apia, 44 males and 44 females. The following summary table summarises the enumerated de-facto and de-jure population:

The analysis of the census will relate only to the usual resident population (1428) enumerated in Tokelau, that is, the analysis will exclude the 22 visitors and 87 Tokelauans enumerated in Apia.
