Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Budget and Finance (MTBF) is one of the six Divisions in the Department of Management. The Division provides sound management of the financial resources essential for full implementation of the IAEA programme to ensure the continued confidence and support of Member States. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA’s mandate.

The Staff Accounts Payable Section (SAPS) manages all payments related to individuals (staff and non-staff like consultants, experts, interns, fellows, meeting participants, etc.) as well as payments to various organizations and institutions. The payments cover, inter alia, all staff entitlements and duty travel advances and claims, all non-staff related payments as well as all payments related to the IAEA's travel management company.

Main Purpose

Under the general supervision of the Section Head of SAPS, the Finance Officer will assist with various tasks related to the implementation of AIPS Plateau 3 project as well as performance indicator reports, dashboards and business process reviews.

Role

The Finance Officer is: (1) an analyst, establishing the section’s regular performance indicator reports and dashboards and (2) a team player, working together with other members of the section to

implement improvements in the Staff Accounts Payable Section’s processes with the use of new technology (AIPS Plateau 3) and best practices.

Partnerships

The Finance Officer builds collaborative working relationships with staff at all levels in MTBF, as well as counterparts in the Division of Human Resources (MTHR), in AIPS Service Unit in the Division of Information Technology (MTIT/ASU) and other IAEA staff to provide an efficient and effective service related to staff and non-staff payments.

Functions / Key Results Expected

 Establish work priorities and coordinate the staff accounts payable activities related to the implementation of AIPS Plateau 3, in consultation with the Section Head, to ensure that the assigned work is performed efficiently and that the implementation is on schedule.

 Propose the Section’s regular performance indicator reports and dashboard.

 Analyse reports on a regular basis to identify any exceptions, ensure integrity of financial data and take any corrective action on a timely basis.

 Ensure that adequate internal control systems are in place or being implemented and make proposals for any adjustments, when necessary.

 Review transactions and provide guidance on application of financial rules to particular transactions.

 Analyse business processes and propose supporting procedures, including the design of streamlined electronic filing procedures that meet the relevant IAEA financial rules and regulations requirements.

 Ensure the completion of the AP process reviews and the UPK documentation of all the remaining business processes related to the Section.

 Make proposals to the Section Head on ways to improve the staff accounts payable operations and provide support in testing and implementing proposed solutions.

 Provide support in the development and implementation of new travel claim processes.

 Analyse and make proposals to the Section Head on the AIPS Plateau 4 project related to travel and meetings processes.

Knowledge, Skills and Abilities

 Professional expertise: Knowledge of IPSAS, financial regulations, rules, and procedures particularly related to staff entitlements and payroll in an international organization is an advantage.

 Planning and organizing skills: Demonstrated ability to establish priorities and to plan, coordinate and monitor an assigned work plan under severe deadlines and stress.

 Solid computer skills, including the use of IAEA standard office software products (Microsoft Office) and hands-on experience in use of an ERP system, particularly Oracle payroll module is an advantage.

 Proven communication skills, verbal and written, including the ability to draft various documents and procedures, policy and procedure documents, and to communicate effectively.

 Proven interpersonal skills:

o Ability to work in a multicultural environment with sensitivity and respect for diversity and ability to establish and maintain effective partnership with counterparts and staff of the IAEA in large in a customer relationship;

 University degree in business administration, finance or accounting.

 Minimum of two years of relevant working experience, including in finance and accounting (particularly in IPSAS), at least one of which at international level.

Customer Services Section

Division of Information Technology Department of Management

Organizational Setting

The Division of Information Technology is one of the six Divisions in the Department of Management. The Division of Information Technology provides support to the IAEA in the field of ICT (information and communication technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services.

The IAEA's ICT infrastructure comprises state-of-the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and PRINCE2 (Projects in a Controlled Environment) best practices.

The Customer Services Section is responsible for setting standards, providing first and second level support of the IAEA's desktop computing environment, delivery of the IAEA's IT training programme and promoting customer-oriented services. It designs, manages and implements desktop services, including their architecture, processes and policies to meet current and future business requirements. It aims at achieving the delivery of agreed levels of services to customers in compliance with best practices defined by international standards, in particular ITIL.

Main Purpose

Reporting to the Head of the Services Delivery Unit, the IT Systems Engineer is responsible for maintaining a customer service focus at all times delivering quality and proficient service while resolving incidents and problems professionally and efficiently as well as ensuring that the IT Service Desk staff has knowledge, resources and skills to provide excellent service to customers at the IAEA.

Role

The IT Systems Engineer is (a) an IT Service Desk team member and a solution provider, troubleshooting and fixing technical and process issues, (c) a project manager, implementing IT service delivery projects;

Partnerships

The IT Systems Engineer works closely with other members of the Service Delivery Unit, staff in the Agency and vendor companies to resolve incidents and problems and oversees, monitors and

administers incident and problem responses. He/she also interacts with other staff in the Division to support cross-sectional projects and activities.

Functions / Key Results Expected

Operations:

• Provide resolutions, workarounds, and recommendations for incidents assigned or logged by customers, following IT Service Management (ITSM) processes.

• Act as first and second level support for incidents reported to IT service desk, being able to pinpoint the incident cause in Desktop, Network or Server area.

• Ensure incident and problem management processes are correctly followed. Liaise with Problem Manager(s) to ensure prompt resolution of problems within SLA/OLA targets.

• Monitor all open incidents to ensure business expectations and SLAs are met.

• Ensure all service level goals, performance metrics and quality objectives are achieved.

• Review regularly, randomly selected incidents and service requests to ensure ITIL process & tool compliance.

Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Division of Human Health is organized into four Sections whose objectives are to enhance the capabilities of Member States to address needs related to the prevention, diagnosis and treatment of health problems through the development and application of nuclear techniques within a framework of quality assurance.

The Dosimetry and Medical Radiation Physics Section (DMRP) is responsible for quality assurance and metrology in radiation medicine. The Section works closely with clinical colleagues of the Applied Radiation Biology and Radiotherapy Section and the Nuclear Medicine Section. Specifically, DMRP provides technical support in medical physics to ensure the safe and effective applications of nuclear technology in radiotherapy, diagnostic radiology and nuclear medicine. It operates the Dosimetry Laboratory located at the Agency's Laboratories, Seibersdorf, and provides a dosimetry calibration service and a dosimetry auditing and verification service for Member States.

Main Purpose

As a member of a team led by the Section Head, the Medical Physicist Junior Professional contributes to the development and implementation of projects in medical radiation physics. In particular, the incumbent will be responsible for collecting and analysing data on staffing requirements, education programmes and implementation of Agency’s guidelines relating to Quality Assurance.

Role

The incumbent is: a specialist, designing specific surveys for professional medical physicists, who collects and analyses data and proposes follow-up options; providing technical support to the preparation of scientific and technical meetings in medical radiating physics, reviewing of discussion topics for scientific and technical meetings; and providing technical input to the preparation and harmonization of training material for the IAEA Human Health Campus.

Partnerships

The Junior Professional Officer works closely with medical physics colleagues and interacts with consultants and counterparts in Member States to assist in the definition of project requirements, deliverables and timelines, to prepare background material, and to seek information needed for better project implementation.

• Develops surveys to collect information on the status of medical physics services, implementation of quality assurance and training programmes.

• Uses basic statistical tools to analyse results of medical physics surveys. • Reports on results of surveys and proposes follow-up actions.

Organizational Setting

The Division of Physical and Chemical Sciences (NAPC) is one of several divisions and laboratories in the Department of Nuclear Sciences and Applications. NAPC is responsible for carrying out Agency activities to assist and advise Member States in assessing their needs of research and development in the nuclear sciences, as well as in supporting their activities in specific fields, including: industrial applications of radiation and isotopes; isotope hydrology and geochemistry; nuclear and analytical chemistry; atomic and nuclear data for applications; plasma physics applications; controlled nuclear fusion; production of radioisotopes and labelled compounds; radiation chemistry; and utilization of research reactors. The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

Main Purpose

Under the supervision of the RPRT Section Head and designated staff members, the main purpose of the post is to assist NAPC in respect of addressing Member States’ needs related to interdisciplinary activities in the area of Physics and Chemistry with particular focus on developing networks and quality management practices related to radiation technology support for materials development, remediation of pollutants, and irradiation facilities and their utilization.

Role

The JPO is an analyst, applying conceptual knowledge and carrying out basic analysis of programme development and implementation activities in the Industrial Applications and Chemistry Section and interdisciplinary tasks.

The JPO maintains professional contacts with IAEA staff and other UN organizations, such as UNIDO.

Organizational Setting

IAEA Environment Laboratories (NAEL) is a Division of the Department of Nuclear Sciences and Applications and consists of four laboratories, three of which are located in Monaco (including the Radioecology Laboratory) and one in Seibersdorf (approx. 45 km south of Vienna). NAEL

implements the IAEA Programme Environment under the Major Programme 2. The Division operates in a complex matrix environment with inputs from many parts of the organization, such as the

Technical Cooperation (TC) Department for implementation of the IAEA TC Programme as well as other Departments for horizontal collaborations.

The role of the Radioecology Laboratory (REL) is to improve knowledge of the processes which determine the behaviour and fate of radionuclides and other contaminants in the environment, with a particular emphasis on the biosphere. Its activities lie in the field of radioecology and its applications to ecotoxicology and biogeochemistry. Its project work aims at assisting and enhancing capability in Member States in using nuclear and isotopic techniques to understand and assess contaminant transfer and impact and environmental processes.

Main Purpose

As part of a team led by the Laboratory Head, the Junior Professional Officer (JPO) carries out research isotopic techniques to assess, in the context of global environmental and climate change, the importance of carbon sequestration by the ocean and the possible effect of ocean acidification on it.

Role

The JPO is a researcher, planning and conducting experiments, analysing data and results, and eventually communicating results to the scientific community through providing technical reports and scientific publications.

Partnerships

Nature and purpose of internal and external contacts: The JPO will work as part of a team in a multidisciplinary environment. He/she will work in the framework of international collaboration on

the use of nuclear and isotopic techniques to study the marine carbon cycle under environmental/climate change scenarios. He/she will also participate developing and implementing research projects aimed at supporting NAEL sub-programme on nuclear techniques to understand climate and environmental changes.

Organizational Setting

The IAEA Environment Laboratories (NAEL) is a Division of the Department of Nuclear Sciences and Applications comprising four laboratories, of which three are located in Monaco and one in Seibersdorf (about 45 km south of Vienna). NAEL implements the Environment Program under Major Program 2; the part relevant to marine ecosystems is implemented in Monaco, that relevant to terrestrial ecosystems is implemented in Seibersdorf. The Division operates in a complex environment, receiving inputs from many parts of the organization, including the Department of Technical Cooperation for the implementation of several projects and other Departments for horizontal collaboration. The Director's office is located in Monaco.

The Marine Environmental Studies Laboratory (MESL) is one of three laboratories in Monaco. It is staffed by two professional and four technical support staff. Working with various UN and regional organizations throughout the world, MESL provides technical support for the monitoring and assessment of marine pollution. The Laboratory assists Member States to enhance the quality of their analytical measurement data both in trace element and long lived radionuclides determination, and in use of nuclear and non-nuclear techniques for understanding and protecting the marine environments. MESL supports marine analytical chemistry by producing marine reference materials, organizing global inter-comparison exercises, and running training courses for the analysis of pollutants in the marine environment.

Main Purpose

Under the supervision of the Section Head and as part of a team, the Junior Professional Officer (JPO) will contribute to the establishment of a quality management system at MESL and will support the implementation of metrological principles in the Member States’ laboratories, improvement of the reliability and comparability of obtained monitoring data and also on the harmonisation of analytical methodology used for determination of nuclear and non-nuclear pollutant in marine environment.

Role

The JPO is: 1) a technical specialist, assisting in the overall implementation of quality management system at MESL according to ISO 17025 and accreditation of laboratory according to ISO 35 and ISO 17043 standards: 2) an analyst, contributing to harmonisation of analytical methodology used for determination of nuclear and non-nuclear pollutant in marine environment in Member States laboratories; . 3) a team member, preparing training course and materials to support the implementation of metrological principles in the Member States’ laboratories.

Partnership

The Junior Professional Officer (JPO) has frequent contact with Professionals and General Service staff within the section as well as throughout the other sections for day-to-day operations including on-going laboratory work. The JPO will interact with laboratories around the world to support them in enhancing the implementation of metrology in chemistry principles in Member States Laboratories. He/She will also collaborate with the Technical Cooperation (TC) Department of the IAEA TC Programme on these topics.

Functions/ Key Results Expected

• Prepare documentation for accreditation of the analytical techniques applied at MESL for production of reference materials and proficiency tests samples, according to international standard (i.e. ISO -17025)

• Conduct proficiency testing and produces Certified Reference Materials according to international standards ( ISO 35 and ISO-17043) for the accreditation of the MESL laboratory.

• Validate analytical methods and measurement results related to metrology concepts for nuclear and non-nuclear pollutant in marine environment.

• Prepare training materials for application of Metrology in Chemistry principals in Member States Laboratories and provision of those materials to them.

• Disseminate the knowledge on Metrology in Chemistry and quality assurance to Member States’ laboratories via dedicated training courses.

• Good practical knowledge on various analytical techniques for determination of nuclear and non-nuclear pollutants in marine samples.

Organizational Setting

The Division of Nuclear Security is responsible for coordinating and implementing the IAEA's Nuclear Security Programme to prevent, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. The Division is part of the Department of Nuclear Safety and Security and is organized into four Sections: Programme Development and International Cooperation Section, Information Management, Nuclear Security of Materials and Facilities Section, and Nuclear Security of Unregulated Material Section.

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems at facilities or locations where nuclear and other radioactive material is used, stored or transported. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments in the area of assessment, physical protection, transport security and accounting and control of nuclear and other radioactive material, as well as assistance to Member States in implementing the nuclear security framework.

The Section provides evaluation and assessment services as well as education and training, methodology development and assistance in security upgrades relating to nuclear and radioactive material. Hence, the Section organizes a large number of evaluation missions, training courses and workshops and convenes technical meetings for methodology development. The Section has broad interaction within the IAEA, with Member States and with other international organizations.

Main Purpose

Under the supervision and guidance of the Nuclear Security of Materials and Facilities Section Head, the Junior Professional Officer will help establish and implement the IAEA programme on security for nuclear security for Research Reactors.

Role

The Junior Professional Officer is: (1) a technical specialist, to provide technical input to the

implementation of the work programme of the Division of Nuclear Security in the area of improving nuclear security of research reactor facilities in the Member States, (2) an analyst to implement components of activities with supervision

Partnerships

The Junior Professional Officer will work in partnership with staff in the Department of Nuclear Safety and Security, liaise with points of contact in Member States, and will coordinate and liaise with international organizations and other UN bodies.

Functions / Key Results Expected

• Contribute to the development of the legal and regulatory frameworks for nuclear security for research reactors by developing guidance documents and capacity building activities

• Analyses the input form Integrated Nuclear Security Support Plans (INSSP) and make recommendations to facilitate the structured planning of future support activities for nuclear security for research reactors facilities and to contribute in the development of annual work plans and identify funding needs.

• Undertake assessment missions and training activities and providing technical backstopping support and human resource development activities.

Knowledge, Skills and Abilities

• Awareness of international nuclear security-related instruments and the roles of international organizations and States, specifically for nuclear security for research reactors.

• Awareness of basic physical protection concepts and the need for States to implement them for physical protection of nuclear fuel cycle facilities.

• Ability to work in a security-sensitive data environment for the purpose of organizing and

analysing information related to countries’ legal and regulatory infrastructure for nuclear material and nuclear facilities.

• Understanding of physical protection system designs at nuclear facilities, operation principles and evaluation techniques.

• Project implementation skills to assist with planning, evaluation and implementation.

• Good interpersonal and communication skills, including the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

• University degree, preferably in Engineering or Physics.

• Awareness of or familiarity with physical protection concepts and nuclear security infrastructure.

• Computer skills

• A minimum of two years of work experience in working with regulatory bodies or scientific

institutes at national level and/or working with international organizations or institutes.

• Experience carrying out limited project tasks under supervision.

• Experience in working in small teams advantageous.

• Fluency in written and spoken English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

The officer will work with senior technical officers to support Members States to establish national legal and regulatory frameworks for the security in transport of nuclear and radioactive material, support the establishment and upgrading of national infrastructures for transport security,

Role

The Junior Professional Officer is: (1) a technical specialist contributing through providing technical input to the implementation of the work programme of the Division of Nuclear Security in supporting States to improve security in transport of nuclear and other radioactive material, (2) an implementer,

planning, organizing and conducting training events and participating in assessment and advisory missions.

Partnerships

The Junior Professional Officer will work in partnership with staff in the Division of Nuclear Security, with other IAEA staff, experts from Member States and will coordinate and liaise with international organizations and other UN bodies, including ICAO, IMO.

Functions / Key Results Expected

• Contribute to determining the status of States’ legal and regulatory frameworks for security in transport of nuclear and other radioactive material through collection and review of mission reports, country information.

• Organize transport security training courses

• Plan, organize and conduct international meetings on transport security

• Provide technical input to the development of transport security model exercises and to plan and organize exercises in Member States

• Participate in development of Nuclear Security Series guidance documents • Conduct follow up and evaluations of transport security activities

Organizational Setting

The Department of Technical Cooperation comprises a Division of Programme Support and Coordination and four regional Divisions. The regional Division for Latin America is responsible for planning, programming, implementing and monitoring the technical cooperation programme in accordance with the IAEA technical cooperation strategy. This includes the development of Country Programme Frameworks and the formulation and implementation of projects which respond to relevant developmental priorities and foster self-reliance of Member States in the sustainable application of nuclear techniques, resource mobilization and partnerships building, enhanced regional collaboration and cooperation, leading to greater recognition of the IAEA as a partner in development.

Main Purpose

Under the supervision and guidance of the Section Head, the JPO/Project Officer implements/administers the technical cooperation projects assigned and maintains the communication and programme coordination with the relevant national authorities and other stakeholders.

Role

The JPO/Project Officer is: 1) an analyst, reviewing the requests of members states for Technical Cooperation; 2) a project manager, implementing the approved activities and ensuring good information flow among the project team.

Partnerships

The JPO/Project Officer interacts with staff in the Division and in the Technical Departments to clarify questions with respect to Member States requests as well as with counterparts in Member States to initiate and expedite implementation actions.

Functions / Key Results Expected

• Advise national counterparts on preparation of requests for technical cooperation projects.

• Initiate and monitor actions for the implementation of projects, including recruitment of experts, awarding fellowships, organize training courses and procurement of equipment, in consultation with Technical Divisions.

Organizational Setting

The Department of Technical Cooperation consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America) and the Division of Programme Support and Coordination. It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA’s Medium Term Strategy.

The Division of Programme Support and Coordination is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the technical cooperation programme. This includes quality assurance and enhanced results based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Finance and Information Management Section is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.

Main Purpose

Reporting to the Unit Head, the JPO - Project Accounting Specialist provides the Unit Head with timely and accurate information reporting and has responsibilities for job cost tracking, project cost estimates, balance sheet reconciliations, coordination with TC programmes and resources and IAEA budget and finance, research, and communication with project managers on project financial status payment approvals. She/he may also prepare period cost reports and financial summaries.

Role

The JPO - Project Accounting Specialist is: (1) a financial analyst, reviewing cost and programme data, analysing and interpreting financial information and preparing reports for the European Commission (EC); (2) a liaison, coordinating and cooperating with programme managers to ensure the

effective monitoring of project budget implementation and the consistent application of financial rules, regulations, policies and procedures, and; (3) a team member, working together with other members of the section to implement correctly internal IAEA and EC standards.

Partnerships

The JPO - Project Accounting Specialist communicates with project managers and senior management on all aspects of project accounting. She/he also communicates with the Unit Head about any possible deviation from the project budget.

Functions / Key Results Expected

• Responsible for the reviewing and tracking of contract accruals, payments and obligations for multiple project budgets.

• Maintain payment draw files and invoice files.

• Perform/review project job account reconciliations and assist with overall project balance sheet reconciliations and other PMO monthly/periodic internal management reports.

• Calculate and maintain account records on contract payment fees, change orders, and any allocations that may be necessary. Prepare cash requirements/cash flow forecasts.

• Assist in the development/enhancement of project reporting.

• Work with project manager on billing verification and collection matters. • Reconcile vendor statements and contract payment requirements.

• Enter project setup sheets and maintain financial filing system for the project.

Knowledge, Skills and Abilities

• Ability to detect potential problems and report findings.

• Expertise in reading, interpreting and adhering to tight schedules in order to keep project components on time and within the budget.

• Computer skills: Familiarity and capability with MS Office 2010 (Word; Excel, Power point). • Proven ability independently to draft concise and high-quality written documentation.
