A second general finding is that anchoring effects are strongest when the anchor value is framed as a plausible price for the good for which the individual is a potential buyer or seller. In an incentivized design investigating trading decisions about familiar consumer products, we found no evidence of the ‘basic’ anchoring effects that have been observed for various kinds of non-economic judgements, and only weak evidence that the strength of anchoring effects is influenced by the extent of individuals’ engagement with the process by which arbitrary anchor values are constructed. This suggests that, in eco- nomic contexts, anchoring effects work primarily by suggesting that the (plausible) prices that are presented as anchors are in some way reasonable or normal, despite their arbitrariness. The implication is that consumers’ preferences are some- what less labile than the psychological literature might suggest. Nevertheless, that still leaves plenty of scope for firms to try to manipulate consumers’ perceptions of reasonable prices.

It also fails to recognize that the cause of deficits matters for determining their economic impact. Deficits caused by business cycle downturns are associated with interest rate reductions and provide support to aggregate demand, limiting the extent of cyclical decline. Deficits caused by tax reductions also can be beneficial, as they lead to offsetting changes in private saving and investment; deficits caused by tax incentives for capital formation are even more beneficial because their incentive effects boost investment, productivity and growth. When deficits are caused by personal tax rate reductions, required market yields on debt or equity are reduced by the smaller tax premium, reinforcing the negative correlation between budget deficits and interest rates. On the other hand, deficits caused by increased government spending can be harmful due to crowding-out effects, even when these effects are not brought about by higher real interest rates and/or by an increase in the value of the dollar.

We focus on an efficient way to learn what to forget, thereby reducing the computational burden of the model and easing the challenges of the search problem. We propose E XPIRE -S PAN , a straightforward extension to attention mechanisms that learns when to expire unneeded memories. By expiring memories that are no longer use- ful, E XPIRE -S PAN enables scaling to tens of thousands of timesteps into the past. This learnable mechanism allows the model to adjust the span size as needed, selecting which information is critical to retain and forgetting the rest. More concretely, we augment the self-attention with a simple pre- dictor that outputs an expiration value for each hidden state that determines how long a memory should be retained and accessible to the model. After the E XPIRE -S PAN runs out, the memory will be forgotten, but in a gradually differen- tiable way to retain end-to-end training with backpropaga- tion. This process is done independently for each layer, al- lowing different layers to specialize at different time-scales.

As shown in Figure 1, 46% of physicians receiving a 5 out of 5, while only 12% of ratings were below 2. Although some physicians are concerned that online ratings will become a channel for disgruntled patients to vent their complaints, our findings suggest that this is not the primary driver for most patients who use the rating system. The chars in Figure 5 appear in groups broadly representative of the major types of raw materials and chars. The three entries (A, B, C) on the left of Figure 5 are pre-carbonization materials and reveal very high mobile (“volatile”) and corresponding low resident (“fixed”) portions. The five grass pellet and straw chars contain elevated levels of ash associated with the potassium and phosphorus typical of grasses as compared to wood-derived chars. The two gasifier chars (I and J) reflect the specific conditions of the gasifier operation, with more aggressive conditions leading to higher ash levels as more of the carbon portion of the biomass is reacted away [char- gasified] into the vapor phase. The three middle chars (K, L, M) are from various raw materials and processes and reflect the specifics of the individual manufacturers. The six wood-derived biocarbons on the right are from a single carbonization process, so the variability is associated mostly with the source biomass. Wood-derived chars generally have low levels of ash, although elevated ash may appear in the char if the wood is contaminated with soil during harvesting and/or transportation to the biocarbon conversion facility. In general, the specifics of an individual char derive from a combination of the properties of the starting biomass and carbonization conditions, with most factors being within the control of the various biochar producers.
