23.1.1 DSO performs physical and commercial balancing in the framework of distribution zones.
23.1.2 The amount of gas supplied by the DSO in each gas day to the exit points of a given distribution zone increased with the amounts of gas fuel consumed for auxiliary purposes by the DSO corresponds to the amounts of gas fuel supplied by the DSC to the entry points of this distribution zone.
23.1.3 Physical balancing is performed by the DSO in order to ensure safe performance of the distribution contracts.

23.1.4 The aim of the commercial balancing is the acquisition and determination of all data necessary for correct billing of the gas fuel distribution service and billing particular DSCs for the amounts of gas fuel supplied or collected in larger amounts than previously collected or supplied to the distribution zone.
23.2
Physical balancing
23.2.1 In order to balance the amount of gas fuel supplied and collected from the distribution zones comprising the distribution system, DSO constantly controls the operation of the distribution system.
23.2.2 In case when the control equipment available to DSO is not sufficient, DSO can implement limitations towards the DSCs which have caused the shortage or excess of the gas fuel in the distribution zone. These limitations include:
23.2.2.1 the supply of gas fuel in the entry points when there is an excess of gas fuel, 23.2.2.2 the collection of gas fuel in the exit points when there is a shortage of gas fuel.
23.3
Commercial balancing
23.3.1 Gas fuel balance in the distribution zone is set according to the following formula:
where:
Qwe - amount of gas fuel supplied to the DSO by all DSCs to a given distribution zone,
Qwr - amount of gas fuel supplied in a given billing period resulting from the readouts of measurement systems for the WR points,
Zw - amount of gas fuel consumed for auxiliary purposes of the DSO,
Qws - amount of gas fuel supplied to the Consumers from the tariff groups for the WS points in a given billing period
Rb - unbalanced difference,
23.3.3 Amounts of gas fuel constituting the sum of Rb and Zw are purchased by the DSO according to the resolutions of point 8.
23.3.4 DSC is obliged to maintain the balance of the gas fuel supplied by him in the entry point and collected by him in the exit points within a given distribution zone.
23.3.5 Commercial balancing is performed in the billing periods, after finishing the gas month for each of the distribution zones. In order to determine the DSC’s non- balancing of the gas fuel, the amounts supplied and collected by this DSC in within a given distribution zone are determined based on the measurements (or estimated according to the rules specified in point 20) and the rules of allocation defined in point 21.
23.3.6 In the framework of commercial balancing, the DSO specifies the amounts of gas fuel supplied by the DSC in the entry points and collected in the exit points.

Determined gas fuel amounts for the DSC in the specific points of entry and exit are specified in the Commercial Distribution Report (CDR) and the Commercial Non- balancing Report (CNR).
23.3.7 Commercial reports CDR and CNR consist a base for invoicing. Reports are disclosed to the DSC and CSO cooperating with the DSO in a given point.
23.3.8 DSO develops for every zone and for every DSC a Commercial Distribution Report including a summary of data for billing the distribution service and split into particular tariff groups according to the formula published by the DSO on its website.
23.3.9 If due to the technical reasons it is not possible to determine the amounts provided in the CDR or CNR, DSO will make the estimation based on the amount of gas fuel specified in the AR and then introduce adjustments in the subsequent billing months.
23.3.10In case of determining during the subsequent billing periods that the previous calculations or allocation of the gas fuel amounts were faulty, the corrected amounts will be considered in the billing period when the verification was made. 23.3.11For each billing period, DSO determines non-balancing of the DSC as a difference
between the amount of gas fuel collected from all the exit points and the amount of gas fuel supplied to all the entry points in a given distribution zone, according to the following formula:

DNSn - DSC unbalance amount with the “n” index,
Sn - total amount of gas fuel collected by DSC with the “n” index in all exit points in a given distribution zone,
Jn - number of PWEŹ entry points where DSC with the “n” index supplies the gas fuel,
Q’nj - total amount of gas fuel supplied by DSC with the “n” index in all entry points in a given distribution zone,
23.3.12Non-balanced amount of the DSC is determined by the DSO in the CNR. Non- balanced amount is expressed in m3
23.3.13Upon completion of each billing period, when the DSC non-balanced value in the distribution zone is more than zero, i.e. when it collected from the distribution system more gas fuel than it supplied, it is obliged to bill the collected amount of gas fuel paying the DSO the fee calculated using the following formula:

23.3.14After completion of each billing period, when the amount of non-balancing is less than zero, DSO is obliged to bill the DSC’s non-collected gas fuel amount paying the DSC the fee calculated using the following formula:

DNSn - DSC unbalance amount with the “n” index, CRG - Gas reference price.
23.3.15After making the billing described in point 23.3.6 and 23.3.12 the amount of DNS is set to “0”.
23.3.16If the DNS set according to the provisions of point 23.3.11 exceeds 5% of the gas fuel amount supplied by the DSC to the distribution zone, set based on the allocation rules specified in the Grid Code, the DSC responsible for non-balancing the distribution zone is obliged to cover the cost of stabilizing the system making the payment set according to the formula:

23.4
Sharing the information in the framework of allocation and balancing the distribution
system
23.4.1 CSO sets the DSO from the 4th working day following the billing period, in the form of protocol:
23.4.1.1 the amount of gas fuel supplied to the exit point of the distribution system on the connections with the cooperating system,
23.4.1.2 the amount of calorific value of the gas fuel supplied to the exit point,

given distribution period for the DSC collecting the gas fuel in this exit point.
23.4.2 In the period of 2 working days from the date of settling between the GSO or CSO and DSO the amounts of gas fuel supplied to the entry points, not later than up to the 7th day following the billing period, the CSO (OSP) and DSO sign the allocation protocol for the DSC of the gas fuel amounts and the maximum hourly amount of gas fuel in the billing period in the entry point to the distribution zone at the connection to the gas system.
23.4.3 Up to the 2nd working day following the gas month, the Consumer, being an owner of the measurement system, provides the DSO with the information on the gas fuel amounts supplied to the exit point, the maximum amount of gas fuel in a given billing period, the amount of calorific value of the gas fuel and its allocation.
23.4.4 In the period till 7th day following the billing period, the DSO develops and submits the DSC with the CDR including the basic invoice.
23.4.5 In the period till 21st day following the billing period, the DSO develops and submits the DSC with the CNR including additional invoice.
23.4.6 On the consistent application of the DSCs supplying the gas fuel to the entry point, the information on the allocated amounts of gas fuel and the maximum hourly amount of gas fuel in the given period in the given point allocated to one of the DSCs, is provided by the DSO to other/remaining DSCs in the period of 7 days upon completing the billing period.
