How To Create an SDIP Statement for Information Only

NOTE: If the number of characters entered is fewer than the maximum number of characters for any field, press the TAB key to position the cursor before entering data for the next field.

1. In the FUNCTION field, type UMI9 and press ENTER. The following message displays in the MSG field:

2. Enter the policy effective date in the EFF DATE field MMDDYYYY with or without slashes. Field maximum = 10 characters MM/DD/YYYY.

3. Enter the operator's license number in the LICENSE NUMBER field left justified.

Field minimum = 5 characters; field maximum = 25 characters.

4. Enter the U.S. state, territory or Canadian province which issued the operator's license in the ST field.

5. Enter the operator's last name, up to a maximum of 10 characters, in the LAST NAME field.

6. Enter the operator's date of birth in the DATE OF BIRTH field MMDDYYYY with or without slashes. Field maximum = 10 characters MM/DD/YYYY.

7. Enter the number of years of driving experience in the YEARS DRIVING EXPERIENCE field as a two-digit field (00 - 06) or as a one-digit field (0 - 6).

8. Enter the out-of-state incidents indicator in the INCIDENTS INDICATOR field.

Valid entries are: N=No and Y=Yes.

9. Press ENTER.

The system returns the Merit Rating Board - SDIP Statement Display (UMIQ) Screen for the policy effective date and operator(s) entered on the UMI9 Screen.

NOTE: For each UMI9 operator a maximum of 24 incidents are used to determine the Operator SDIP Points or Credit Code. The incidents used are the 24 surchargeable incidents most recently applied to one "license record" that are within the policy experience period. Information about a UMI9 operator with multiple "license records"

follows.

For each UMI9 operator, the surchargeable incidents used to determine the Operator SDIP Points or Credit Code are the surchargeable incidents which have been applied to one "license record".

If a UMI9 operator has multiple "license records" which contain the "license number" and license state entered on the UMI9 Screen, the system returns a special scroll screen, the MRB - Duplicate License Scroll (MRBS) Screen. All MRBS Screen duplicate records contain the same "license number" and license state as the UMI9 license number and license state, but not necessarily the same last name and date of birth as the UMI9 last name and date of birth; and do not necessarily belong to the same individual.

If a UMI9 operator has multiple "license records" which do not have the same

"license number" and license state, the system will not prompt you to select from a scroll screen. If you wish to look for other "license records" which may have been created for your customer, you may browse the Person Name Scroll (ULP) to search for multiple "license records" which contain the same name - or the same name and date of birth, as your customer.

Field Descriptions

Function The code "UMIQ" that identifies this screen.

MSG A system-generated message. This field contains messages and instructions from the system. Check this message area for information if you receive an unexpected result.

Eff Date The UMI9 input policy effective date.

Inq Type The Information Only Inquiry Type "9".

Trans Date The UMI9 input policy effective date.

Process Date The UMI9 input policy process date.

License Number The UMI9 input license number with the following exceptions:

(a) UMI9 License State = MA

Displays the current Massachusetts driver's license number from an RMV License Record associated with a previous license number which exactly matches the UMI9 license number. For example, a system assigned number beginning with "S" which is the current license number displays when the UMI9 license number is the social security number which is the previous license number.

(b) UMI9 License State = MA; UMIQ License State not = MA Displays the out-of-state license number and license state from an Unlicensed Operator Record (this contains the actual

non-Massachusetts license number and license state code) associated with a license number from an RMV License Record which exactly matches the UMI9 license number. This occurs only if the license number from the RMV License Record is not a valid Massachusetts license. (i.e., Massachusetts ID).

(c) UMI9 License State not = MA

Displays an out-of-state license number from an Unlicensed Operator Record with more characters than the number of characters in the UMI9 license number. This occurs only when Unlicensed Operator Record license state = UMI9 license state and Unlicensed Operator Record license number matches the UMI9 license number on the first 9 characters.

NOTE: The most recent 7 previous license numbers and/or out-of-state license numbers and license out-of-state codes from Unlicensed Operator Records are displayed on the LH Screen for the current license number.

ST The UMI9 license state except as explained in (b) above.

Last Name The UMI9 last name with the following exceptions:

Displays the current last name from the RMV license record when the UMI9 last name matches the current last name on 3 of the first 5 characters or when the UMI9 last name matches a previous last name on 3 of the first 5 characters. This partial match on last name occurs only when an RMV License Record license number matches the UMI9 license number and UMI9 license state = MA; or when an Unlicensed Operator Record license number and license state matches the UMI9 license number and license state.

Date Of Birth The UMI9 date of birth for the operator, with the following exception:

Displays the current date of birth from the RMV license record when the UMI9 date of birth matches the current date of birth field on month and day, day and year, or month and year. This partial match on date of birth occurs only when an RMV license record license number matches the UMI9 license number and UMI9 license state = MA; or when an Unlicensed Operator Record license number and license state matches the UMI9 license number and license state.

Years Driving The UMI9 years of driving experience.

RMV License The RMV License Return Code. Describes the RMV License

SPACE VALID MA LICENSE. An active Massachusetts driver‟s license which is not revoked or suspended by the Massachusetts Registry of Motor Vehicles (RMV);

or a Massachusetts driver‟s license expired no more than six (6) months which is not revoked or suspended by the Massachusetts RMV.

E EXPIRED MA LICENSE. A Massachusetts driver‟s license expired more than six (6) months.

N NOT A VALID MA LICENSE. An RMV license record which is not a Massachusetts driver‟s license record, has no revocation action in effect by the Massachusetts RMV. This includes a Massachusetts learner‟s permit, a Massachusetts liquor ID or a name and address record created by an RMV application such as vehicle registrations. An operator with RMV

License Return Code=N is not considered a licensed operator.

O OUT-OF-STATE. An out-of-state driver‟s license that is not linked to a Massachusetts driver‟s license.

R REVOCATION BY MA RMV. An RMV license record for which a revocation action by the

RMV License Return Code=R is not considered a licensed operator.

S SUSPENSION BY MA RMV. An RMV license record for which a suspension action by the Massachusetts RMV is in effect.

X NO LICENSE. An operator license state code of XX with an operator license number of NOLICENSE was entered on the UMI9 Screen indicating that the operator has no driver‟s license.

For Policies effective on or before 12/31/2005 the following fields will display as:

(Starting Step Starting Step Line: Surcharge Date Column

Date) The Starting Step (credit experience) Date contains the beginning date of the policy experience period (six years) or a later date if the operator has fewer than six years of driving experience. The operator earns one credit point for each incident-free year from this date to the policy effective date.

(Starting Step) Starting Step Line: Value Column

The constant 15 which is the Starting Step value for all operators.

Description Incident Line: Description Column.

The 20-character description for the surchargeable incident.

Incident Date Incident Line: Incident Date Column

The date the surchargeable incident occurred.

Surcharge Date Incident Line: Surcharge Date Column

The surcharge date of the surchargeable incident. This date

determines if an incident is within the policy experience period and places an incident into 1-year periods for purposes of determining credit points for incident-free years.

(Incident Points) Incident Line: Value Column

The number of points for this incident. The types of surchargeable incidents are defined in the SDIP Regulation section 134.10:

Posting of At Fault Accidents, Traffic Law Violations and Claims, paragraph (3) Determination of Surchargeable Incident Type. The number of points assigned to each type of surchargeable incident is defined in section 134.15: Schedule of Surcharge Points.

(Credit Points) Credit Points Line: Value Column

The sum of credit points earned by the operator. The assignment of credit points is defined in the SDIP Regulation section 134.11:

Step) The operator's SDIP Step. The assignment of credit points is defined in the SDIP Regulation section 134.12: Application of Safe Driver Insurance Plan or Merit Rating Plan.

For Policies effective on or after 01/01/2006 the following field will display as:

The constant „00‟ which is the Starting Date value for all operators.

The surcharge date of the surchargeable incident. This date

(SDIP Value) Credit Points Line: Value Column

The Operator SDIP Points is the sum of the surcharge points for the surchargeable incidents in the 6-year policy experience period.

If the operator is assigned to a vehicle the operator‟s SDIP Points becomes the vehicle‟s SDIP Points. The possible values are from 00 through 45. If the operator‟s SDIP Points computed is over 45, the Operator SDIP Points is set to 45, which is the maximum Operator SDIP Points. As stated in SDIP Regulation section 134.12: Application of Safe Driver Insurance Plan or Merit Rating Plan, paragraph (5a) Policy Application. The process for

prescribed in the approved rating manual from which the rate is generated. See www.aib.org Massachusetts Private Passenger Automobile Insurance Manual. If the value of Operator SDIP Points is either 98 or 99, the SDIP Value column will be blank.

(Operator SDIP) Operator SDIP Line: Description Column

If the value of Operator SDIP Points is from 00 through 45, the text OPERATOR SDIP POINTS‟ is displayed here. If the value of Operator SDIP Points is 98, the text “EXCELLENT DRIVER 98”

is displayed here. If the value of Operator SDIP Points is 99, the text “EXCELLENT DRIVER+ 99” is displayed here. If the value of Operator SDIP Points is either 98 or 99, the SDIP Value column will be blank.

For policies with effective dates on or after April 1, 2008 Clean-in-Three Clean-in-Three Line: Description Column

This line will display the text “(CLEAN-IN-THREE)” for

operators who meet the criteria for Clean-in-Three Risk according to CAR Rule 21. For operators who do not meet these criteria, the text “(NOT CLEAN-IN-THREE)” is displayed.

(Next Screen Code) Accepts a next screen code to specify the screen you want to be returned when you press ENTER. The Next Screen Code contains a value of "F" when the message is displayed from the system.

F NXT OPER ---- Next Operator

Press ENTER to request page 01 of the statement for the next operator if you entered multiple operators on the UMI9 Screen. If you press ENTER with Next Screen Code = "F" and you entered only one operator on the UMI9 Screen, the system leaves screen information unchanged.

If the statement for an operator requires more than one screen, use the F8 key to scroll forward (down) as explained in the MSG field at the top of the screen.

C LIC# LIST ---- License Number List

Type "C" and press ENTER to request a UMI9 Screen which contains the policy effective date and

statement. You may quickly request another SDIP Statement for Information Only changing some fields without re-entry of the fields that you want to leave the same. For example, you may change the policy effective date and resubmit the UMI9 for the same operator(s). Or, you may leave the policy effective date the same and resubmit the UMI9 for different operator(s).

N NEXT INQ ---- Next Inquiry

Type "N" and press ENTER to request a UMI9 Screen with input fields empty and ready to accept data.

Operator Sequence The sequence number (1 through 10) of the UMI9 operator whose Number statement information appears on the screen.

Number of The number of operators entered on the UMI9 Screen.

How To View an SDIP Policy Inquiry from UMO

You may view an SDIP policy inquiry for any UMO summary line that contains a value of "I" in the Type Code (field number 19). If you need to locate this Type Code on the UMO Screen, refer to Chapter 23 UMO Screen, Field Descriptions.

1. Obtain the Merit Rating Board - Operator Summary (UMO) Screen and scroll forward if necessary, until the SDIP policy inquiry summary line you want to select appears on the screen.

2. In the FUNCTION field, type UMI9, but do not press ENTER.

3. Position the cursor on the summary line for the SDIP policy inquiry you want to view. Now press F4.

The system returns the Merit Rating Board - SDIP Statement Display (UMIQ) Screen for the SDIP policy inquiry summary line you selected.

4. To return to the UMO Screen, change the function code to UMO and press F6.

Type "UMO" and press the space bar to blank out the 4th character "Q" from UMIQ.

NOTE: If you press F4 without the cursor positioned on a type "I" summary line; or if you press F4 without changing the function code to UMI9, an error message will be returned

NOTE: The UMO Request Code = IQ returns only summary lines for SDIP policy inquiries. The 100 SDIP policy inquiries most recently applied to this driving record are displayed in ascending sequence by policy effective date; and in descending sequence by process date. In other words, the SDIP policy inquiry that was last applied to the

operator's driving record for a policy effective date appears first.

(company code) The three-digit numeric code of the insurer that reported this SDIP policy inquiry to the MRB from the database SDIP policy record.

Note. The SDIP policy database record is created by the first SDIP policy inquiry or SDIP claim transaction applied to the database for an SDIP policy, and is not updated by a subsequent transaction for the same policy which may contain a different value for one of the fields. An SDIP policy is defined by insurance company code, first sixteen characters of the policy number and policy effective

(company name) The company name associated with the company code.

(policy number) The policy number from the database SDIP policy record.

Eff Date The policy effective date from the database SDIP policy record.

Exp Date The policy expiration date from the database SDIP policy record.

Inq Type The inquiry transaction type of the authorized SDIP policy inquiry for which an authorized SDIP Statement is reported by the MRB.

Note: Inquiry transaction type “0" (Notice to Reinquire) is created by the MRB and sent to the insurer when the operator‟s SDIP Points, Credit Code or Step has changed during the month from the SDIP Points, Credit Code or Step reported on a prior inquiry and the inquiry has at least three (3) months remaining on the policy term.

The insurer uses the authorized SDIP Statement returned by MRB in response to an authorized SDIP policy inquiry to assign

operators to vehicles. Trans Date The transaction effective date from the SDIP policy inquiry record.

Cov Code The coverage code from the SDIP policy database record.

An asterisk "*" appears in the 10th position of this last name field if the UMO summary line deferred status (field number 23) contains a value of "D". This value of "D" indicates that the insurance company set the deferred operator indicator in the SDIP policy inquiry transaction.
