23 The UMO Screen

About This Screen

UMO is a screen that contains summary information of driving records maintained by the Merit Rating Board (MRB) for the Safe Driver Insurance Plan (SDIP). These driving records contain at-fault insurance claims, comprehensive insurance claims, traffic

citations, out-of-state incidents, and insurance company SDIP policy inquiries. The Merit Rating Board - Operator Summary (UMO) Screen may be requested by typing a person's driver's license number, license state code, and a Request Code to specify the types of summary lines. The system returns the person's name and address, date of birth, and the requested summary lines for at-fault insurance claims, comprehensive insurance claims, traffic citations, out-of-state incidents, and/or insurance company SDIP policy inquiries on the person's record.

From the UMO Screen, you may view detail information for a selected summary line by entering the appropriate function code, positioning the cursor on the summary line you want to view, and then pressing F4. Each type of summary line requires a different function code and returns a different screen. For each type of summary line, step-by-step instructions for how to view detail information are contained in the following chapters:

Type "A" at-fault insurance claim - UMA Screen

Type "C" comprehensive insurance claim - UMC Screen Type "V" traffic citation - UMVI Screen

Type "I" SDIP policy inquiry - UMI9 & UMIQ Screens Type "O" out-of-state incident - None

The UMO summary line field descriptions are brief. More detailed field descriptions may be found in the chapter for each detail screen. A one-page table, Operator Summary Line Data by Type of Summary Line, may be found in Appendix D.

Function Keys

The function keys that can be used with the UMO Screen are highlighted below.

To view detail for a summary line, you must change the function code from UMO to the correct function code for the type of summary line, position the cursor on the requested summary line, and press F4. The function code for each type of summary line is highlighted in references to the chapter for each type of summary line above in About This Screen.

From the UMO Screen, you may use F6 with a function code change to screen hop to another screen which may be retrieved by license number and license state code. For example, change the function code to LI and press F6 to view the License Inquiry Screen for the UMO operator. From the License Inquiry Screen, you may use F6 again to request another screen, such as the License History Inquiry (LH) Screen, or you may return to the UMO Screen.

Attempting to use any key that is not available for the screen results in an error message.

The error message is different for each key and the context in which you try to use it. See Common Messages later in this chapter.

The UMO Screen

Field Descriptions

Function Enter the function code UMO and press Enter to display the UMO screen.

MSG Displays system generated messages.

Key: License Accepts license number input and displays this input license number on the response screen with the following exceptions:

UMO License State = MA

Displays the current Massachusetts driver's license number from an RMV License Record associated with a previous license number, which exactly matches the UMO license number. For example, a system assigned number beginning with "S" which is the current license number displays when the UMO license number

UMO License State not = MA

Displays an out-of-state license number from an Unlicensed Operator Record with more characters than the number of characters in the UMO input license number. This occurs only when Unlicensed Operator Record License Record license date = UMO license state and Unlicensed Operator Record license

number matches the UMO license number on the first 9 characters.

An Unlicensed Operator Record contains the actual

non-Massachusetts license number and license state code. This record is described in the MRBS Screen chapter of this manual.

NOTE: The most recent 7 previous license numbers from Previous Number Records and/or out-of-state license numbers and license state codes from Unlicensed Operator Records are displayed on the LH Screen for the current license number. See chapter on the LH Screen.

ST Accepts the two-character code for the U.S. state/territory or Canadian province which issued the operator's driver's license and displays the code on the response screen except as explained above.

If this field is left blank, the default is MA for Massachusetts.

NOTE: Refer to Valid State, Canadian, and Foreign Codes in the Appendix.

Request Accepts a request code for the summary lines you want to see.

AF: At-fault insurance claims only. Includes a property damage, collision, bodily injury, or personal injury loss type for the same incident date and location. Includes reversed at-fault loss types.

CI: Violations only. All violations for the same citation number (written on one citation document) and all violations on a reversed citation.

CP: Comprehensive insurance claims only. Includes all

comprehensive loss types for the same incident date and location.

Includes reversed comprehensive loss types.

IQ: SDIP policy inquiries only.

SU: Surchargeable Incidents subject to the SDIP. One summary line for each at-fault incident, each traffic citation with at least one violation, and each out-of-state incident subject to the SDIP. For a Multiple Surcharged Incident, one summary line for the most serious (the violation or the at-fault incident - whichever has the highest number of surcharge points).

AL: All Except Administrative. One summary line for each SDIP policy inquiry, each at-fault incident, each comprehensive incident, each traffic citation, including each erroneous citation, each

incomplete citation, each CMVI traffic citation payment skeleton, and each out-of-state incident. No reversed types of loss, reversed violations, or reversed out-of-state incidents.

The definition of an incomplete citation may be found in the UMVI Screen chapter. A CMVI traffic citation payment skeleton is a type of incomplete citation.

AD: Administrative Summary Lines. For MRB use only.

Name (L) The operator's current last name from the RMV License Record.

Accepts last name input when UMO License = NOLICENSE and UMO State = XX.

F The operator's first name from the RMV License Record.

M The operator's middle initial from the RMV License Record.

DOB The operator's date of birth from the RMV License Record.

Accepts date of birth input (format = MMDDYYYY or

MM/DD/YYYY) when UMO License = NOLICENSE and UMO State = XX.

Address The operator's mailing street address from the RMV License Record. This field contains a street number and name, post office box number, or a rural route (RFD or RR).

City The operator's mailing address city from the RMV License Record.

If the Mailing Address State = MA, this field contains a Massachusetts city or suburb name.

ST The operator's mailing address state abbreviation from the RMV License Record.

ZIP The operator's mailing address ZIP code from the RMV License Record.

Bldg/apt The operator's mailing address building or apartment number.

Summary Line Descriptions for At-Fault Insurance Claim

CO The three-digit code for the insurance company that paid this claim.

Claim Number The claim number from the at-fault insurance claim record.

Incident The date the accident occurred.

LOC The three-digit insurance company town code which indicates the location of the accident.

T (type of Always contains the value of "A."

Description A description for the loss type and the cumulative loss amount.

Surchrge The notice date.

Surcharge Code The Surcharge Code (Board of Appeal Standard of Fault).

S (status) The status of the type of loss on this summary line.

A = Active

N = Not Active

R = Reversed

P = Paid under the Merit Rating Plan

Process The date the at-fault loss type was first posted.

Summary Line Descriptions for Comprehensive Insurance Claim

CO The three-digit code for the insurance company that paid this claim.

Claim Number The claim number from the comprehensive insurance claim record.

Incident The date the claim incident occurred.

LOC The three-digit insurance company town code which indicates the location of the claim incident.

T(type of Always contains a value of "C."

Payment Date The payment date.

S (status) The status of the comprehensive type of loss on this summary line.

A = Active

N = Not Active

R = Reversed

Process The date the comprehensive loss type was first posted.

Summary Line Descriptions for Traffic Citation

CO Identifies a Massachusetts court or police department.

Citation Number The citation number.

Incident The date the traffic violation occurred.

LOC The three-digit insurance company town code which indicates the location where the violation occurred.

T (type of Always contains a value of "V."

Description A twenty-character description for the traffic violation.

Surchrge The judgment date.

S (status) The status of the violation displayed on this summary line.

Process The date the traffic citation was first posted. This date remains with the citation when an MV1 transaction moves the citation to another driving record.

Summary Line Descriptions for Out-of-State Incident

CO The three-digit code for the insurance company that reported the out-of-state traffic violation or out-of-state at-fault accident claim to the MRB: “001" for a “converted” out-of-state traffic violation, or “000" for an out-of-state traffic violation added to the database by the RMV.

Policy Number For an out-of-state incident reported to the MRB by an insurance company, the policy number is contained in the input transaction received from the insurance company. For an out-of-state

violation added to the database by the RMV, the locator reference number from the reporting states files (may be blank). For a

“converted” out-of-state violation, “CONV-” followed by a system assigned citation number.

Incident The date the out-of-state traffic violation or out-of-state at-fault accident claim occurred.

LOC The two-character code of the U.S. state/territory or Canadian province where the out-of-state traffic violation or out-of-state at-fault accident occurred. This field may also contain “FR” if the out-of-state incident occurred in a foreign country.

NOTE: Refer to Valid State, Canadian, and Foreign Codes in the Appendix.

T (type of Always contains a value of "O."

Description A twenty-character description for the out-of-state traffic violation.

Minor Traffic Non-MA when the value in field 22 = OS2, OOS At-Fault Minor when the value in field 22 = AF3, or OOS At-fault Major when the value in field 22 = AF4.

Surchrge The conviction date for an out-of-state traffic violation or surcharge date for an out-of-state at-fault accident claim with an ACD Code of AF3 or AF4.

Judgment Code The ACD Code for the out-of-state traffic violation. OS2 when the description in field 20 = Minor Traffic Non-MA, AF3 when the description in field 20 = OOS At-Fault Minor, or AF4 when the description in field 20 = OOS At-Fault Major.

Process The date the out-of-state incident was first applied to the database.

Summary Line Descriptions for SDIP Policy Inquiry

CO The three-digit code for the insurance company that submitted the SDIP policy inquiry record.

Policy Number The policy number.

Policy Effective The policy effective date.

Premium Town The three-digit insurance company town code which indicates the premium town code.

T (type of Always contains a value of "I."

Description A description for the SDIP policy inquiry transaction inquiry type.

Transaction The transaction effective date from the SDIP policy inquiry Effective Date record.

Operator The Operator SDIP Points, Credit Code or Step reported for this SDIP operator in response to this SDIP policy inquiry on the summary

S (deferred Indicates the operator's deferred status from the SDIP policy status) inquiry transaction. A value of "D" in this field indicates that the

deferred operator indicator contained a value of "*".

D = Deferred

Blank = Not Deferred

Process The Process Date of the SDIP policy inquiry transaction.

Procedures

How to Inquire for an Operator Summary

You may view the Merit Rating Board - Operator Summary (UMO) Screen for any RMV License Record displayed on the Person Name Scroll (ULP) by changing the function code to UMO, placing the cursor on the selected record and pressing F4. You may also use the following procedure.
