the JRC
1977-1980
Programme. EUROCOPI developsa
computerprogram
disemination
and information
serviceon
a
European
basis, maintain, an associationof
similar actions working on a national basis andis concerned
with
developmentand
reearch in
methodsfor
meaningful software transfer.Basic
Softwre
and
Sysa'ttzs isin
chargeof
development, implementationand
maintenanceof
basic software systemsfor
the
computer installation andfor
all
aspecB relerrantto
teleinformatics.For
this reason wefind
theproject
European lnforrnatics Network, COST 11 which is partof
the JRC 1977-1980 Programme placedin this
section. Moreoverworking relatiorr

EURONETon
teleinformatics is being developed as well.as the sectionwill

strong role in

developmentto

of
day
to
day

the

will

installation

redefinition

the
proceduresfor
ensurance

operations efficiency and operationreliability.

this introduction the
Newsletter begins the publication of a seriesof
articles on software
porilUitity.
This article
introduces
the
problem;
consequentlyspecific
applications fieldswill
be discussed,for
example:-
problem oriented languagesportability,

standardsof
FORTRAN, COBOL, etc.The editorial board

will

to
this important aspectof

Porability:
An lntroduction to

PolliciniPortability
is
a
relatively recent informatic
concept,
and
means the independence of a software productfrom
hardware features.At
the
beginningof
computer exploitation,
eachcomputing
installationaimed at covering
all
its own application software needs.Later,
in
order
to
avoid
duplication
of
programmingeffort,
softwaredistribution
agencies spreadinformation
on software productsto
promoteprogram exchange.
Definitions
Software
is
saidto
be portable,
if,
all or
mostof it,
canrun directly
orwith
few and simple modifications on several computing installations,with
hardware
equipment
from different
manufacturers, producingthe
same results.Portability
is hence aproperty
of software.To
achiore
portability
one must
resortto
proper tools during
both
thedesign phase and the implementation phase.
Modularity and
hierarchicalAbstraction
are suitable propertiesof
design techniques.Design

the abovedefinitions, it
appears thatportability
isfirstly
a matterof
design and only secondly a matter
of
programming.lndeed the software must be created
with
a structurethat
permits machine independence.To
this end, the
topics
which are implicitely
machinedependent (i.e.character

string
manipulation, physical
accessto
auxiliary
storage,etc.) must be hidden at the lower level
of
implementation.Among
the
proposedappreches
to
problem
decomposition,two

The Choice of an Appropriate Programming Language
High level languages may be used
to
code portable software.Of
course, asa
basiccondition
the
languagemust be
supportedby
a
wide
range of computer manufacturers.A
more important
condition is that the
grammar and thesyntax
of
the language be standardized.For
instance, extensive standardizationefforts
have been carriedout
on thewidely
diffused languages COBOL andFORTRAN lV.
Furthermore,
among
the
languagesdeveloped
within the
academicenvironment,
the
programming
languagePASCAL
has been
recentlystandardized (Ref. 7).
Another attempt
to make
software
portable isthe introduction
of
aprecompiler (Ref. 8).
ln
this case a setof
tools must be established:-
a
new high level
language designedaccording
to
the
principle
of
machine independence,
-
a setof
precompilers (onefor
each computer manufacturer supportingthe
language)procesing
the
source
languageto
generate statements according to an existing standard languageto
be compiled later.Analogous result can be obtained in the development
of
large
applicationsystems, using problem oriented languages.
The
application
systemwill
be
portable
if
the
basic system (monitor,precompiler, command interpreter,
etc.) is
supplied
for
different
com-puters.One may distinguish
two
policies:-
the
basicsystem
is
fully
machinedependent,for
examplethe
ICES system (Ref. 9),-
the
basic systemitself
is
largelymachineindependent, as in the caseofthe GENESYS system (Ref. 10).
It
is
clear
that
portability is
a
real problem
for all
those
developingscientific
applications
software.
For this
reason,the
abov+mentionedtopics
will
be
dweloped
in a
more
detailed
way
to
stimulate

is extensive and useful in a wide rangeof

the J.R.C. activities need more extensive graphics facilitiesthese may be listed,

devices

one wants

the
drawingprogram
flexible

output units.

the

linear paperspeedof

cm/sec and an accuracyof

for

paperfeed.The device
will
operate in open shopto

possibleon 16mm film

a
direct
readable headingand
maycontain up
to
270 pagesof printed text
or computerprintout.
The application
of
microfichesfor
administrative purposeswill
belimited
to
visual archivesbuilding
asit
is expectedthat
direct consultationof
thefiles
will
be performed through computer terminal functions.The 16
mm
film
option
constructs imageswith a
speedof
3
sec/image.This feature is very useful
for
the studyof
time dependent phenomena andeffects
of
parameters.An additional
peripheral device may produce,from
a singlefilm
image, anoffset plate
which
may be
ued
to
produce some thousandsof
copies at low cost.Editing
of
publications
may be
performed
through the
E.T.C. system,(Extended
Text
Composer).This
isa
versatile softwareproduct
to
edit
printed
texts.
Corrections,
insening
and
page
formatting,
includingright-adjustment,
are
easily
done
by
simple
commands. Presently thesystem
is
being tested
in
combination
with
COREA,
to
allow for
interactive
updating.

these tests are satisfactory wewill
compose
a
manualfor
the
editing and
printing of
periodically
recurring computer outputs.Concerning interactive graphics,
it
may be noted that
aTektronix
401 5 has been ordered. The System groupwill
perform testswith
theTektronix
software
packageson
this
device under T.S.O.. These packages are not availablefor
the
4002 terminal
asTektronix
intend
to
cease supportingthis
type.An
interfaceto
the GINO-F system is also possible. We intendto
make a careful
study
of
the possible solutionsfor
C.A.D. standards andto
offer a software mode
which
may be sustainedfor
many years.As
a
conclusion.we may
statethat
somethingis moving
in
the
field
of
graphics
but we
ask
the
usersto
havesome
patienceas
the
available manpowerfor
thisactivity
is limitedto
1 man-year.The installation and availability

new hardwarewill

May 1976, the Program Library collectsand
distributes
computer
programsof
generalinterest.
Thesemay
beprograms as developed in-house or adaptions of existing outside programs.
Dissemination
may be limited
to
the
J.R.C.
or
may
beauthorized
for
external contacts.
Many programs are developed and consequently presented
at
conferencesor
discussedin scientific
publications. The authors havethe
obligtion to
offer
these productsin
presentable state, unlessit
isexplicitly
statedthat
the package is not available
for
distribution.
Many requests
for
officially
announced programs have been forraardedto
the
J.R.C.
ProgramLibrary, which could
not
be satisfied
because theauthors
did not
submit
their product
to
the
Library. This
regretablesituation gives a bad impression
of
the managing skillsat
our institute.All
exchangeof
softr,rareproducts
between the J.R.C. andother
parties haveto
be
performedthrough
the
PrognamLibrary,
beingthe
officially
nominated liaison
contact
Any
programsuitable
for a
larger audiencemust be
made availableby
compiling
the submision
requestform
(seeNeranletter
May
1976), and preparing the specified materials.ln
particular,this
isof
highest urgencyfor
programswhich
are subjectto
discussionswith
other parties.We request our readers to

respectto
