we
consider thatwater coverssome
four-fifthsof thesurface of the earth,
and
that the health ofmen
dependsupon
itsfreeand
lavish use;when we
consider again that,thoughthe vastreservoirsofwater are, for a wise purpose,
saltanduseless fordrinking purposes, Nature has taken
upon
herself the
work
of a great distiller,we
may
well deplorethefolly
and
apathy of communities ofmen who
allowwhat
was
offered tothem
for their benefit to return thanklesslyin waste to the ocean from
whence
it came. Nature hasmade
the clouds her carriers of the purest distilled water,which has left all its salts behind, and then deposits her
precious burden in the formof snow, orsleet, orrain,
upon
the tops ofthe mountain ranges and table-lands. Filtering
through the porous strata of the hills, it reaches the
im-pervious clays,
and
forcingitsway
horizontallyitrunsdown
the mountain sides. There comes man's opportunity for
arresting its course as it flows past, and saying to it
what
Jacob said unto the angelin hismysteriousconflict, "I will
not let thee go, except thou blessme." It is folly
—
it isworse than folly, unlessitbe gross ignoranceofsanitary laws, not to
dam
the streams at themouth
of theglens, andtoconstruct reservoirs on such a scale for its accommodation
that the poorest
man
and
hisfamily—
andsomuch
therather,because itis poor
and more
likely to be ignorant—
shallhaveenough
andto spare ofthis life-givingelement. Deprivehim
of it
and
what
then? Just that which has been happening thissummer among
ourselves asa consequence ? Drinkingfrom stagnant wells, befouled
by
vegetable decomposition,animalrefuse, anddisgusting drains and miasmaticcesspools,
and
other forms of fever disease have been hovering over every household; scarlet fever and diphtheria break out,houses are rendered unwholesome,
and
the drunkard's thirst sets in.It isa scandal toour civilizationthat GreatBritain
and
hercolonists should take no sufficient measures for purifying the sourcesof her domestic water supply.
The
alarm, indeed, created bytheperiodic visitation oftheAlmighty's scourge the Asiaticcholera—
andourmore
domestic typhoid diseases,led to the appointment of aEoyalCommissionof which Sir
W.
Denison was Chairman. Iquotefromtheir 6thEeportthestatementoftheir
unanimous
conviction,pages 140-1:—
"But where the organic matter comes from drainage it is a

tliat ought tobelookedupon with apprehension -when it isfrom
the refuseof animalmatter, thedrainageof largetowns, the drain-age ofanyanimals, andespecially of
human
beings. . . . Thatsuch an unspeakablydisgusting
mode
ofinfectionisnot onlypossible, but imminent, over a verylargeproportionof the inhabitants of GreatBritain,is conclusivelyprovedby the numerousanalyses of drinking waterrecorded inthepreceding partof this report. Sofar from the horriblepractice justindicatedbeing exceptional,itis
the rule. As the result of our inquiries intothe polluted waters
of thiscountrywe are compelledto statethatit isawidelyspread
custom, both in towns and villages, to drink eitherthewaterof
riversinto which the excrements of
man
are discharged, or the water fromshallow wells which are largely fed by soakage from middens,sewers, or cesspools."The
fact that the propagation of the Asiatic cholerawas
due to impure water is clearly
shown
by the comparisonin-stituted between the tenants of two Metropolitan
Companies
who
lived on thesame
sites on the south of the Thames, inexactly similar conditions.
The Lambeth
Company
had
usedremedial measures.
The Soutbwark
and VauxhallCompany
liad not,
Ot
the tenantry ofthe formerincluded in 166,960 occupying 24,^5ihouses,we
read,page 148:—
"
By
thisexperiment, it is rendered in the highestdegreepro-bable,that of the 3,476 tenants of the Southwark and Vauxhall
Company
who died of cholera in 1853-4, two-thirds would haveescaped iftheirwater-supplyhad beenliketheir neighbours' ; and that, of the
much
largernumber—
tenantsofboth Companies—
who
diedin1848-9, alsotwo-thirdswould haveescaped,iftheMetropolis WaterActof1852hadbut beenenacted afewyears earlier."
In varioustownships which, in
my
professional journeys, Ihave tovisit, Ifindtyphoidprevalent,
and
I tryfrom inquiryto trace it to its source. In one instance, all the houses
below the source of the detected impurity were infected,
and
those above escaped.
Even
duckswereobserved lyingpoisonedupon
the stream close to the source of the evil.Whether
victims to the poison or not, their putrif3ang carcases were adding to it. In another township, the bright waters oftheTasmauian
river were subject to be pollutedbythe contentsof a mill-race, situated at the entrance ofthe township, as
well ashy irrigation-waters, necessarily chai'ged with organic
manures.
A
third district seems tome

Disease
may
beengendered and propagated,whether bygerms

brought to
some
delicateportion ofour animal tissue,say thethroat, or
some
partof ourmucous membrane,
and findingthere congenial elements
—
congenial in a chemical sense organic changesare setup.We
may
takealcoholicfermen-tation as an illustration ofwhatoccurs.
When
yeast, in its^active condition, isplaced in contact with sugarin solution, whatis called abiological reactioti occurs.
A
re-arrangementof itsatoms sets in, firstdecomposition, then re-composition
for
what
we
call fermentation is nothingmore
than thischemical change.
New
organismsnot only formbut multiply endlessly in succession.What
occurs duringthis process Itake as a typical example ;
what
the organism of the yeastplant doesto sugar or honey in solution, organic germs do to the
human
system under givenconditions.To
an unhealthy subject, presenting favourable conditionsfor chemical change, these germs are notin themselvespoison, butbecome
poison'^and
by that Imean
that they effect organic pJterations which constitute disease.A
familyat BrightonorSorell, orEvandaledrink these germsin stagnant water, consisting ofanimal or vegetable decomposition. Sometimes itis easy, as I have found itto be,to trace the spread of feverwith the
breeding-ground
of thesegerms. It waseasy to do so atBatteryPointbefore the recent rains
came
to carry offthe decomposingrefusein the open drains.
And
it is no available objectionwhen
you point to familieswho
suffer, though they livefurthest from the foul drain or the loathsome stream from
whichtheteaisdrunk. Ifyoudid not drink thewater charged with these death-carrying germs, thecow did, and you drank her milk, and while the vigorous
members
of your familyresisted theinfection,thegerms founda convenient soil in the
unhealthy or the delicate on which to
grow
and multiply.Disease differs according to the character ofthe germ, beit
typhoid,diphtheretic,or scarletfever.
The
iufectant ineachcase is some organic matter which comes in contact with a
suitable soil, andat oncesets
up
chemical organicchanges in thewarm
animallaboratory whichwe
call disease.Now
I say that the object ofthe physician isto cure, theobjectofthe SanitaryReformeristo preventit.You
willremember
that a few years ago a terribleand
destructive outbreak of typhoid fevertookplace in England.
It was traced to theinfected water supply of a dairy farmin Buckinghamshire.
A
billhas just,I observe, been broughtbefore the
House
ofLords which deals primarily with cattledisease. I
am
glad to see also provisions in that bill--theDuke
ofEichmond's—
for the betterregulation of dairies. It concerns allw^ho are interested in the health of children (andim-59
portant domestic supply,be not eiiflangered byvitiated water.
The
best energies ofthe Statecannotpossibly besoserviceably employed, or public funds so appropriatelyapplied, as inpro-viding an amplesupply of pure water,andin protectingit,on
its
way
toourhomes,intownorcountry, bytheseverest penal-ties,from impurity and these germs of death. Itis impossibleto over-estimate thesanitaryadvantagesofwater.
The
penaltywhich Nature attaches to contempt of her provisions
and
neglectofher laws are not always immediate, but they are
certain.
As
we
go on drinking polluted water, or breathingimpureair, the system is becoming
more
andmore
preparedtofall a victim whenevertheavengingpestilence arrives.
The
powder
isbeing stored anddried,waiting only thefatal spark.. Calltomind
the lossofchildren at Brig-hton,andmore
lately, at Sorell,where wholefamilies have been well nigh swept off,and
say whether therewasnot a preventible cause.Remem-ber
how
many
families were invudedwhen
scarlet feverfirstbrokeoutin
Hobart
Town.
That was before the reservoirswere constructed, and thecitizens
had
todraw
their suppliesfrom wellsunprotected fromthepollutionsofsewers and other sources of poison.
We
shudderwhen we
read of the 80,000 or 90,000human
beings slaughtered onthe battle fields of Turkey,but there is not a single yearwhen
a larger number, relatively to the population, do notfallvictims tomodern
bar-barism. I say
"modern
barbarism," for oldEome
was in-finitely in advance ofmodern
cities in practical cleanliness.We
can fancy the profound sensation in the reignofAugustus which would have followed a report from the inspector ofcloacal nuisanceswhich contained the following passage :

*'
Some
arrangementis required to direct the contentsof the
sewers alongbefore filtering through stones, by which solid
mattersin suspension are arrested, undergoputrefaction,
and
pollute theatmosphere.
The
cop>iousfall of rainwe
havehad
(i.e.,in Februarylast) never sweptthefilth from sides of the greater part of the rivulet, though the centre channel
was
well flushed.
During
my
frequentexaminationsoftherivulet,I have often observed refuse of allkinds thrown from the
habitations bordering thereon into it. I also see organic
refuse thrown fromhouses intothe street-gutters shortly after
they havebeen swept bythe scavengers." This
was
thewit-nessof your
own
"OfficerofHealth," written not long beforean
intolerable stench forewarned the inhabitants of BatteryPointof comingmischief, before which notonlythe weaklings
perished,but thestrength of the
young
man
hasbeenbowed
down. I
know
thatwe
shallbe met, as allreformers are sure60
1863,page5. Itis from a paperreadby Dr.Hall, wlio said:

From
thelong listI shall select for illustration, Macclesfield,
•^ manufacturing town of 63,327 inhabitants in the county of Cheshire. Icite this example specially, because the question of economy tothe public purseis sowellexemplified by the
diminu-tion of crime, the repression of pauperism, and the consequent
elevation of the moral character, which has resulted from the
vigorous measures undertaken by the zealous and enlightened
municipalauthorities of this town to improve the physical health and enjoyments of the people. The rate of mortality in this borough for the sevenyears before sanitary improvements were
•commenced was 33in 1,000. Attheendoffiveyearsafterwardsit
ivasreducedto 26inthe1,000. Inchildrenunder 5 yearsof age, however,thedeathrate was diminished 13 per cent. In funeral
expenses alone, calculated from the returns of 232 burial-clubs, £8,729 wassaved. Butthere were28,420lesscases ofsicknessalso, which efi'ectedafurther savingof£28,420. The duration of life
was, moreover, increasedby3years. Crime generally was
dimin-ished 4 percent., and drunkenness amongst the working classes
became considerably less. The reporter Mr. John
May
says:*Thesefiguresviewedinanylightwhatevercannotfailtocarry con-Tictioninfavourofthepolicy of energetic sanitarymeasures ; and
although landlords and cottage owners are, generally speaking,
supposed to be objectorstowhatare necessarily expensive works, their personal interest is assuredly in favour of their execution. Houses are better occupied, tenants are less subject to sickness,
Tents arebetterpaid,andrepairsanddilapidationsare diminished. I
may
add thereto,also,thatthepolice, insurance, andjooorrates,are likewise so
much
reduced, that ultimately the expenditureinwaterworks, drainage, and other sanitary measures,becomes awise
economy.
What
would the City of Hobart save, if some of itsworststreetscould exhibit a decrease of23 percent, in trials for
"drunkennessanddisorderly conduct•/' "60percent, inmaking
use ofobsceneand profanelanguage;
" " 58percent, in gambling;"
andin
summary
chargesof everyclass,26percent.?What
shouldwe
saveinthe support of widows and orphans, if the deathrateof husbandsandfatherswas reducedinHobart
Town
to Avhatitisin the rural districts of Tasmania? Last year
—
the healthiestonrecordfor thisisland—the deathrate inthecity ofHobartforboth S9xes, aged from 20to 60, was about 23per1,000, ofthoseliving
at thatage, atthe census of 1861; while in the country districts
therate Avasonly 7 per 1,000 orlessthanone-third. Yet Ely in Englandhas donemorethanthis. Hydraulic skillinproviding a copioiisandpuresupplyofwater,andestablishing a perfectremoval
of effete and injurious mattersby goodsewerage, inthat town, has
reduced its rate of mortalityto less than thatofthesurrounding
country, though previouslyitwas very
much
in excessof it. Ely,moreover, does not possess the local advantages for sanitary
engi-neering thatHobart city does. Themoneyloss onthe 148
men
and women, aged from 20to 60,who
died in Hobart city, over andabove the naturaldeathrate of thecountrydistrictsof the island,

comprehensiveandeffectivesystemofsewerage! '
A
fewyearsago,'says the Macclesfield Reporter, *statements such as these
were
received withlittlefavour, indeed,
many
peopleaffected to ridicule them.Now,
however, suchvitalstatisticshaveassumed anauthoritywhichprevents eventhemostignorantfrom questioning their real value.' The President of the Social Science Association in his openingaddress atthe meeting in Bradford in 1850 said:
—
'The
benefits of improvementsof dwellings, streets, courts, alleys,—
ofdrainage,ventilation, supply of good water,removalofnuisances,
piggeries,lay-stalls, bone-boiling, poisonous manufactures,with the
wholearrayofnoxiousagencies,are
now
almost universally admitted.Yet
many
pause at the preliminary expense. It willthereforebea part of our inquiries toexaminethe pecuniary bearings of the
wholesubject, andshowthat a financial outlayon works such as
these will be amply compensated by a financial return, in good measure, pressed down andrunningover."
In Tasmania, nature has furnishedus with the most noble
water-fields.
The
wholeisland is intersected with the finestwater-breeders.
The
Southern Range,with itsMount
Welling-ton,has a grandand terminating bluff; then the
Western
Tiers, theEasternTiers,
and
themountainranges totheN.E.,offering their priceless service tothe
Bingarooma
district onthe oneside, andthe great andrichagricultural plainsonthe
N.W.
ontheother.Look
atourown
Mount
Wellington, thatgrand old warder of our city. Thereisa rainfall and
snow-fall stored there sufficientto supplythewantsof a population
indefinitely multiplied. There need be no stint of waterif
there were nostint of expenditure -which would
amply
repayitself.
No
drain need be foul, no cistern need be empty,though, if I
had
my
w^ay, these cisterns, which are aptto becomeputrid, should be superseded bya supplyofneverfail-ing Walter, under highpressure, supplied byco(jks,that waste
wouldbe preventedorpunishedby a domesticflood.
No
one needbe keptfromhealthy bathing, dailyrepeated.To
public baths public wash-houses should be added,as inoldEome,and
children saved from rheumatism, bred in the steam of
soap-suds,from which
men
and
boysmake
theirhappy
escapeon
W'ashing daysin the nearest public house,
and
learn to clrink. I pass over the fact too,thatdrunkenness comes as often fromdirtas dirtfromdrunkenness.
Each
is itsown
parent.We
talk
now
of enlarging our reservoirs, and the experiences oflast summer, recorded in doctors' bills,
and
more
sadly on churchyard tombs, enforce theduty. Ido not doubt, however,what
the oldRomans
w^oulcl have done in spite of theirigno-rance ofhydrostaticlaws.
They
would have spent the publicmoney upon
excavating canals, andbuilding aqueducts,which mightdiverttheocean-bound stream,irrigatingand fertilising half-barrenplains on itsway
to the centres of population.largerthan
for the present
demand and
for future scarcity? " A.11theriversruninto thesea, yet the seais not full; into the place
from whence therivers come,thitherthey return again." It
isourduty to ourselves, andtoour fellow-men that they shall
not do so beforethey have been made,according to the
])ur-poses of a Divine Providence, todo their utmost to bless us
withhealth,withcleanliness, withpurity,with
more
abundantfood,
