shouldfirst
be rememberedthat
the
wine market has beenin structuraI
surplus since
the
endof
the
1970s, mainLy because wine tonsumption hasdecLined
in
the
wine-growingcountries.
This
has been aggravated by thevery high
yieLdsin
some production areas anda
degreeof
mismatch between demand andthe quatity
of
wines produced.gver
recent
yearsthe
Counci L has madea
series
of
adjustmentsto
thecommon
organization
of
the
market,the
last
beingin
1982' and hasinitiated
a
numberof
structuraL
measuresto
bring
the
market backinto
balance.The Commission
