1.4 DESCRIPTION

A. Lubbock County Commissioner's Court will receive sealed bids for General Construction work for Lubbock County Paving Improvements. You are invited to submit a stipulated sum bid on the attached forms for furnishing of all labor, materials, services and

equipment necessary for and incidental to the Lubbock County Paving Improvements as called for on the Drawings and in the Project Manual.

1.5 BASIS OF BIDS

A. Bids shall be made on a stipulated sum basis on the attached forms for furnishing of all labor, materials, services and equipment necessary for and incidental to the Work as called for on the Drawings and in the Project Manual.

B. Bid number 160501 must be written on the outside of the bid envelope.

B. Bidders may secure copies of Bid Documents from Parkhill, Smith & Cooper, Inc.

1. Download documents (.PDF file extension format) from PSC’s Info Exchange web site after registering as a plan holder with issuing PSC office. There is no cost or deposit required for this option.

2. Unlimited number of digital copies (.PDF file extension format) upon a non-refundable cost of $18.48 per each CD, plus applicable sales tax.

3. Two sets of paper copies upon deposit of $175.00 per set. Deposit is refundable

provided documents are returned as stipulated in Instructions to Bidders.

C. Only Bidders who obtain Bid Documents through PSC will be registered as a document holder (plan holder) and will therefore automatically receive addenda if/when issued.

D. Subcontract Bidders may secure copies of the Bid Documents from Parkhill, Smith &

E. Deposit shall be Company check or cashier's check made payable to Parkhill, Smith &

Cooper, Inc.

F. No partial sets will be issued.

G. Bid Documents (paper and CD) will be shipped pre-paid to the requester.

H. Bid Documents may be purchased by any Bidder upon payment (non-refundable) of the following:

1. Complete Set of paper Bid Documents: $175.00 per set, plus applicable sales tax.

2. Complete set of digital Bid Documents: $18.48 per each CD, plus applicable sales tax.

1.8 ADDENDA

A. Addenda will be issued to document holders by one of the two following methods:

1. E-mail notification to document holder with link to download addenda from PSC’s Info Exchange web site.

2. For document holders not having e-mail address, addenda may be picked up at the

issuing PSC office, or mailed via the United States Postal Service (USPS).

B. Addenda will not be faxed to document holders.

1.9 PRE-BID CONFERENCE

A. A pre-bid conference will be held on August 23, 2016 in the Lubbock County offices at 915 Buddy Holly Avenue at 2:00 p.m. local time. Attendance by prospective Bidders is strongly recommended.

B. General Contractors may contact Lyle Fetterly at 806.775.1003 to schedule a time to view/verify existing site conditions.

1.10 BID SECURITY

A. Bid security in the sum of 5 percent of the total bid amount and in the form of a cashier's check, certified check or Surety Proposal Bond, shall accompany all bids as stipulated in the Instruction to Bidders.

1.11 OPENING OF BIDS

A. Bids will be publicly opened and read aloud immediately after closing of bid time.

1.12 FORMALITIES

A. The Owner reserves the right to waive irregularities and to reject all bids.

1.13 APPLICABLE GOVERNING LAWS AND REGULATIONS

A. In accordance with the Instruction to Bidders, all Bidders shall comply with State Labor Laws concerning wage rates Texas Family Code concerning affidavit of eligibility to submit bids non-discrimination in employment and employment of historically underutilized businesses.
