The Commission in summer 2012 undertook steps to correct the shortcoming of the EU Emissions Trading System (ETS) and strengthen it based on a two-pronged approach. On the one hand, we should in the short-term slow down the increase of supply-demand imbalance by back-loading part of the auction supply. On the other hand, we should identify structural measures to enable the EU ETS to address the imbalance in a sustainable manner. Since then the Commission has conducted a public consultation on the basis of six options for structural measures set out in the Report on the state of the European carbon market. A rule based mechanism to make supply more flexible has emerged as an additional option. The proposal reflects this last option.

This could include strengthening the legal review of investigative measures through the new office of an independent Controller of procedural safeguards, and enhanced procedural safeguards for acts similar to searches and seizures carried out by OLAF in the institutions.

The main objective of the review is to improve the functioning of the Internal Market for the safety components and the subsystems of cableway installations, ensuring at the same time the higher level of safety. Another important objective is simplification, as the whole revision process will aim at clarifying some major concepts and definitions contained in the text of Cableways Directive 2000/9/EC, facilitating therefore its practical application. These objectives will be pursued by two means: (1) by introducing in the legislative text all amendments whose need has become apparent during the f1st years of application of the Directive, and (2) by aligning the Directive to the New Legislative Framework (NLF) for New Approach Legislation, in particular, to Decision No 768/2008/EC on a common framework for marketing of products.

There are currently two programmes under the CAP specifically targeting children in schools, namely the European School Milk Scheme providing dairy products and the more recent School Fruit Scheme (SFS) providing fruit and vegetable products to school children. Recent studies that have become available since the Commission's reform CAP 2020 proposals were adopted, in particular the SFS evaluation and the special report of the European Court of Auditors, have identified the need to make further improvements to the school schemes to increase their efficiency and effectiveness. In order to ensure a long-term demand and market outlet for the EU farmers and reconnect consumers to agriculture, in particular children as future household managers, a broader and more unified policy response targeting children in schools might be required.

More specifically, the objectives of the GAD are to (1) ensure that all gas appliances and fittings are subject to the same regulatory framework, as regards the gas related risks and to (2) improve enforcement of the GAD through clarifying the importer and distributor obligations, introducing the traceability provisions, the provisions on the assessment and notification of notified bodies, and the enhanced cooperation obligations in the context of the revised market surveillance and safeguard procedures

EU rules on small-scale driftnets fishing (SSD) still leave openings to compliance problems. Therefore, further actions at EU level are likely to be necessary with a view to address probable loopholes that may cause persisting environmental and conservation problems, and to enhance certainty for an improved, stable and controllable legal framework in line with the TFEU and CFP requirements. This initiative should explore whether restraining the margin of interpretation would be sufficient to address the risks of wrong implementation or, analogously to the Baltic Sea, if a total ban shall apply also in other EU areas.

For this reason the Directive provides the Member States with the mutual access to each other's vehicle registration data via an electronic data exchange network. This would allow them to identify drivers when they commit traffic offences abroad, thus ensuring equal treatment of non-resident and resident drivers. Once the vehicle owner's name and address are known, a letter to the presumed offender may be sent, on the basis of a model established by the Directive. The Member State of offence will have kept their right to decide on the follow up of the traffic offence.

The specific objectives of the new 2030 framework for climate and energy policies are: - To provide a long-term perspective for investments until 2030 in order to give more certainty to Member States and to investors; - To achieve a more sustainable, secure and competitive EU energy system post 2020; and - To make sure that the EU post 2020 is on track to meet the 2050 emissions objectives and 2030 milestones as indicated by the 2050 roadmaps.
