Overview/key issues

With the crisis evolving at different stages globally, government authorities continue to implement
immigration-related measures to limit the spread of the COVID-19 pandemic and protect the health and
safety of individuals in and outside of their jurisdictions.
•
Measures to stem the spread of COVID-19 include the following:
•
Entry restrictions and heightened admission criteria for certain populations (including prohibitions on entry
from high-risk locations)
•
Mandatory “stay

home notices” and quarantine orders for newly admitted citizens, residents and visitors
(whether in state facilities, hotels or private residences)
•
Temporary suspension (and in some cases, permanent cancelation) of existing (valid) visas issued prior to
COVID-19 and suspension of issuance of new visas
•
Introduction of heightened eligibility criteria and application requirements where visas are being issued
(including suspension of visa waiver agreements and enhanced document requirements for new applications)

closed since the beginning of the pandemic. The flow of people has been suspended except for emergency medical flights. The authorities have yet to confirm the date on which borders are expected to reopen.

professionals providing services to public and private entities in Angola are admissible to Angola.
► International flight operations
resumed late September 2020.
► All new entrants are required to
quarantine upon arrival and sign a consent form, confirming their compliance with local health requirements and obligations. New entrants will be tested on their seventh day in Angola, and issued a discharge certificate if they test negative. They will no longer be required to quarantine once they receive their
discharge certificates.
► New entrants are required to
take a reverse transmission polymerase chain reaction (RT-PCR) COVID-19 test and test negative for COVID-19 within 72 hours of their intended travel.

► Direct family members (including children, parents, spouses and siblings) of Argentine citizens may also enter the country subject to several entry criteria.
► Citizens or residents of Bolivia, Brazil, Chile, Uruguay or Paraguay may enter the country as workers, residents or tourists. Residents or workers must possess the necessary authorizations prior to travel, or apply for these documents after entry to the country as a tourist.
► Foreigners who are citizens of other countries (i.e. not of Bolivia, Brazil, Chile, Uruguay or Paraguay) may enter the country as residents or workers, provided they possess the necessary authorizations prior to travel. These individuals are not authorized to enter the country as tourists (whether or not they would seek to obtain residence or work authorization).
► Essential workers and individuals seeking to enter for family reunification are also eligible to enter Argentina. They will need to seek prior approval from the Argentine consulate
► Argentinean citizens and residents
who enter the country without a negative PCR COVID-19 test result (issued no more than 72 hours prior to travel) will be required to
undergo a mandatory 14-day quarantine at the address where they will be residing in Argentina.
► Citizens or residents of Bolivia,
Brazil, Chile, Uruguay or Paraguay who enter the country as tourists, as well as foreigners entering for family reunification, are not required to quarantine upon arrival, however they are required to carry a negative PCR test as a condition of entry.
► Tourist visas are currently
suspended and cannot be used to enter Argentina until further notice.
► Argentine resident authorization
documents are not suspended, and may be used to enter to country.
► Citizens and residents of Bolivia, Brazil, Chile, Paraguay and Uruguay who enter into Argentina will be required to present the following upon entry: (1) an Electronic Travel Declaration, which must be completed no more than 48 hours prior to boarding and is available here, (2) a negative polymerase chain reaction (PCR) COVID-19 test result issued no more than 72 hours prior to travel, (3) proof of health insurance which covers the cost COVID-19-related treatment. Failure to comply with these requirements is a basis for refusal of entry and/or other penalties.
► Direct family members (including children, parents, spouses and siblings) of Argentine citizens must comply with the three
requirements above. In addition, they must: (1) have a valid purpose to enter (e.g. visiting a sick relative) - note, tourism is not considered a valid purpose of entry, (2) are "visa exempt" (i.e. do not require a visa to enter Argentina as visitors), (3) have a copy of the Argentinean family member's identification card (called DNI), and (4) proof of the travel reservations.
► Argentinean citizens and residents traveling to Argentina may enter via any open port of entry. They must complete an Electronic Travel Declaration no more than 48 hours prior to travel. They will be required to either present a

allowed to enter Armenia by air, provided they are otherwise eligible and hold the
appropriate entry documents (where required).
► Entry to Armenia by land is
restricted to the following groups of individuals: (1) Armenian citizens and their family members, (2) lawful Armenian residents, (3) representatives of diplomatic missions, consulates,
international organizations and their family members, and (4) other individuals, at the discretion of the Armenian authorities.
► All new entrants will be subject
to medical check ups to detect symptoms of COVID-19, and a 14-day self-isolation period at a location designated by the Armenian authorities. It may be possible to shorten the self-isolation period by taking a polymerase chain reaction (PCR) COVID-19 test, and testing negative, during the 14-day isolation period.

N/A► Australian citizens and permanent residents, and their immediate family members are able to enter Australia.
► New Zealand citizens and their immediate family members who normally reside in Australia can enter Australia.
► New Zealand safe travel zone: From Friday, 16 October 2020, individuals may travel from New Zealand to Australia (New South Wales, Northern Territory and Queensland only), quarantine-free, if they have been in New Zealand for 14 days or more, and not in a designated hotspot, and they are traveling to Australia on a quarantine-free flight. ► Travelers may transit through Australia,
provided they remain in Australia for 72 hours or less.
► Travelers holding Business Innovation and Investment (subclass 188) visas or recruited under the approved Seasonal Worker Program or Pacific Labour Scheme are permitted to enter Australia.
► All other temporary visa holders (except for Partner or Child visa holders) are currently not permitted to enter Australia unless exemptions apply or an entry/travel
► All entrants will be required to
undertake a mandatory 14-day quarantine at designated facilities (e.g. a hotel), in their port of entry, unless they are travelers from New Zealand who meet safe travel zone
requirements.

► Temporary visas include subclass
457 visas, Temporary Skill
Shortage (TSS) subclass 482 visas, working holiday visas and student visas, as well as business and tourist visas.
► All travelers must show a negative
polymerase chain reaction (PCR) test result, where the test was taken at most 72 hours before departure. They must also wear a mask on flights to Australia and domestic flights across the States/Territories. Masks are not required for children age 12 and under and those with other accepted exemptions.
► Temporary visa holders are
currently not permitted to enter Australia unless exemptions apply. Travelers seeking a travel exemption must apply and be approved to travel by the Department of Home Affairs before traveling.
► All travelers must complete an
Australia Travel Declaration at least 72 hours before departure. The declaration can be found here.
► Extended processing times are
being experienced for some visa categories.
► Delays are also expected from
third party agencies, such as English test centers, health check providers, police clearance providers and biometrics collection centers.

N/A ► As of December 19, 2020, anyonetraveling from a COVID-19 risk area will be subject to a 10-day
home-quarantine obligation. Except for Finland, Ireland, Iceland, Norway and the Vatican State, all European countries are classified as risk areas starting 19 December 2020. All other countries (worldwide) are also considered risk areas, except for Australia, Japan, New Zealand, South Korea and Uruguay. When determining the risk area, the ministry is referring to the 14-day incidence (if the incidence is over 100, the respective country is classified as a risk area). Click herefor more information.
► The following will be exempted from the
quarantine requirement, provided they can show a negative polymerase chain reaction (PCR) or antigen test and provided the test was taken within the last 72 hours: humanitarian workers, business travelers, those entering due to a court summons, medical escorts, and diplomats with an identification card. If the testing of those individuals is carried out in Austria, the quarantine period can be ended as soon as a negative test result is available.

currently allowed to enter Bahrain: Bahraini citizens and residents, GCC citizens and residents, passengers holding a valid e-visa prior to boarding, passengers eligible to obtain a visa on arrival, diplomats, military personnel, airline crew or holders of official, service or UN passports.
► Visa on arrival eligibility can be
checked on the Nationality Passports and Residence Affairs (NPRA) site.
► Effective 3 October 2020, travel
to/from Iraq and Iran is banned, as is travel to/from other countries with elevated infection levels. No official country list has been published, and travelers should confirm their eligibility to travel to Bahrain with their airline carriers
► New entrants are required to take
a polymerase chain reaction (PCR) COVID-19 test upon arrival. They will need to isolate until the result of the test is obtained. If the initial test comes back positive, they will be required to undergo quarantine measures.
► New entrants will need to take a
second COVID-19 test on their 10th day in Bahrain (if their trip will last 10 days or longer). If the second test comes back positive, they will be required to
quarantine/isolate at that point and follow instructions from the local authorities.
► All incoming passengers must sign
a declaration upon arrival stating that they will abide by the Ministry
of Health’s rules around testing
► Holders of valid visas issued by
the Nationality Passports and Residence Affairs (NPRA) can now resume entering Bahrain without needing to first obtain a pre-approval/permission letter.
► In addition to testing and
quarantine requirements (see "quarantine" section), new entrants must download the "BeAware Bahrain" mobile phone application upon arrival. The app tracks the location of new entrants and notifies them in the event they are
approaching a location where an active COVID-19 case has been detected. The app also provides new entrants with the latest recommendations from government authorities and other general information about the spread of COVID-19 in Bahrain.

N/A► Entry restrictions remain in place in Belgium. External (Schengen) borders remain closed to foreigners for all non-essential travel. This restriction does not apply to those in possession of a valid residence permit or long-stay visa. Belgium has now expanded the definition of essential travel to include certain short-term assignments (lasting less than 90 days) and travel by self employed workers. An exemption to this restriction is available to nationals of Australia, Japan, New Zealand, Rwanda, Singapore, South Korea, Thailand, and Uruguay. Internal borders (within the EU/Schengen Area) have been reopened to residents of the EU, the United Kingdom, Switzerland, Liechtenstein, Iceland and Norway.
► Starting 25 December 2020, all non-Belgian residents (age 12 and older) traveling from a "red zone“ jurisdiction are required to present a negative COVID-19 test result (issued no longer than 72 hours before their departure to Belgium) in order to be allowed entry to Belgium, or to board a flight to Belgium. Only those in possession of a Belgian residence permit are exempt from this requirement.
► Furthermore, for stays longer than 48 hours in Belgium, an online Passenger Locator Form needs to be completed within the 48
hours leading up to the individual’s travel to
Belgium.
► All travelers arriving from a "red zone" jurisdiction must undergo a 7-day quarantine. Belgian residents will be tested for COVID-19 on first day of their arrival, as well as on the seventh day. Non-Belgian residents will be tested for COVID-19 only on the seventh day.
► If the COVID-19 test result is positive after the mandatory 7 days of quarantine, the individual will be placed in isolation for at least 7 days from the time the test was administered.
► Children under the age of six will not be tested, but they must quarantine for 10 days.
► Quarantine is not mandatory for travelers arriving from an "orange zone" jurisdiction, but it is encouraged.
► Belgium has decided to make a distinction starting 4 January 2021 between (1) traveling for professional reasons (certified by the Belgian employer/Belgian client) to or from a "red zone" jurisdiction, for at least 48 hours, and (2) traveling for non-professional reasons to or from a "red zone" jurisdiction for at least 48 hours. Provided the Belgian employer/Belgian client completes the Business Travel Abroad (BTA) form, the quarantine requirement could be lifted after approval by the Belgian authorities.

► Most Belgian consulates and
embassies have resumed activities worldwide. They are currently only processing C (short-term) visa and D (long-term) visa applications for those whose travel is considered essential. These travelers may obtain attestations from their local Belgian consulate/embassy confirming that their travel is essential. Specific processing requirements differ based on the jurisdiction where the consulate or embassy is situated, as well as local restrictions.

► Starting 1 December 2020,
visitors may enter Bolivia by air, sea and land.
► Effective 25 December 2020 and
until 15 February 2021, all flights originating from and departing to Europe have been suspended. Limited exceptions apply for instances, such as: medical evacuation, repatriation, relief, humanitarian aid, cargo, and special (including solidarity) flights.

► All individuals present in Bolivia are
advised to abide by local health and safety requirements (e.g. isolating if they develop symptoms of COVID-19 after entering the country).

► Effective 4 December 2020, new entrants -including Bolivian citizens and residents who are abroad and seeking to enter the country - are required to provide proof that they tested negative for a reverse transmission polymerase chain reaction (RT-PCR) COVID-19 test, no more than the following number of days leading up to their proposed entry:
► (a) Three days for those traveling from bordering countries (i.e. Argentina, Brazil, Chile, Paraguay and Peru)
► (b) Seven days for those traveling from South America, Central America and the Caribbean (does not include the countries listed above) ► (c) Ten days for those traveling from North
America, Europe, Asia and Oceania ► Individuals who are not in possession of such
proof in advance of travel may be denied entry to the country. All individuals present in Bolivia are advised to abide by local health and safety requirements (e.g. isolating if they develop symptoms of COVID-19 after entering the country).
► Starting 25 December 2020 and until 15 February 2021, the following biosecurity standards and measures will be in effect for eligible entrants to Bolivia:
► (a) Bolivian nationals and residents must comply with the RT-PCR COVID-19 test, 14-day self isolation (home or hotel), and sworn statement requirements if they have traveled through or
► As of 6 July 2020, immigration
services have resumed in all of
Bolivia’s nine departments,
including Santa Cruz and Beni (where services were previously temporarily suspended).

► New applications filed through the Internal Chilean Office are being accepted for processing. Visa applications that have already been filed through the Internal Office but not yet approved will not be canceled, however, significant delays in processing are to be expected.
► New applications filed at Chilean consulates abroad are subject to the current operating conditions of the relevant consulate. Many Chilean Consulates abroad have suspended visa processing, however some consulates are starting to reopen and process new visa applications.
► Visas that have been approved but not yet stamped (i.e. issued to the applicant and stamped in their passport) may be stamped once the Chilean Consulates resume their regular functions. These circumstances could impact the validity of visas, as individuals who do not enter Chile within 90 days of their visa being issued may forfeit their visa (i.e. the visa will be considered canceled). There are no general or common procedures being applied to all consulates. Once the visa is issued, the foreigner will also require a special permit called a

N/A► Repatriation and entry to
Cyprus is now allowed from jurisdictions included in Categories A and B and from other jurisdictions if certain criteria are met. Click herefor the lists of jurisdictions in Categories A and B.
► As of 20 June 2020, individuals arriving from Category A jurisdictions are not required to present a laboratory examination certificate. They are however required to make declarations regarding their health status and apply for a Cyprus flight pass.
► Individuals arriving from jurisdictions included in Category B must provide a laboratory examination certificate issued within the 72 hours leading up to their travel to Cyprus. If the authorities of the jurisdiction they reside in do not provide a service for laboratory testing, they may be permitted to undertake a laboratory exam when they arrive in Cyprus (at a cost of 60 euros). These individuals must remain in self-isolation until they receive the test results.
► Individuals who are authorized to enter and who arrive from a jurisdiction that is not included in Categories A or B will need to follow the same protocol as Category B jurisdictions, but will need to remain in self-isolation for 14 days upon arrival and take another COVID-19 test 48 hours before the end of their self-isolation, at their own expense. ► As of 9 June 2020, persons irrespective
of nationality, who reside in jurisdictions listed in Categories A or B may enter Cyprus.
► Only the following individuals may enter
Cyprus if traveling from a jurisdiction not listed in Categories A or B: (1) permanent residents of Cyprus, their third-country national spouses and underage children, (2) all other legal residents of Cyprus, (3) nationals of jurisdictions who are in a designated diplomatic service or mission under the Vienna convention, (4) persons irrespective of nationality who receive special entry permit issued by the Cyprus authorities.
► Individuals traveling from jurisdictions in
Categories A and B who are seeking to obtain an entry permit for employment purposes must obtain advance approval from the Ministry of the Interior (in addition to following all other entry and health related protocols currently in place).
