► Foreign nationals in possession of the following visa categories are banned from entering: (1) Those under Visa Waiver Agreements (i.e., AJACS, AJACSSUK, FSC), (2) Special Visas (i.e., SRRV and ABTC), (3) Those who fall under Executive Order No. 408, s. 1960 (non-visa required jurisdictions under EO408), (4) Holders of Hong Kong, Macau, Macau- Portuguese and British National Overseas passports, (5) Immigrant and Non-Immigrant Visas (9g visa).

► Whereas foreign nationals in possession of the following visa categories will be allowed entry, provided they (a) have only transited through one of the travel-restricted countries mentioned below or (b) they are authorized to enter based on the relevant resolutions of the IATF-MEID and subject to the RT-PCR test, quarantine and isolation protocols issued by the Department of Health (DOH): ► 1. (dependents must have a valid visa; otherwise, must secure one from a consulate abroad, prior travel) ► 2. Accredited foreign government and international

► Continued under the “heighted admission/visa application criteria”

► Metro Manila is expected to remain

under a general community quarantine until 30 September 2020.

► This means that the majority of the

population on the island is strictly required to stay indoors unless going out to purchase basic necessities. All forms of mass transportation are suspended.

► All arriving passengers are required to

undergo a reverse transcription polymerase chain reaction (RT-PCR) COVID-19 swab test administered by the Bureau of Quarantine (BOQ). New entrants must remain in a government- designated quarantine facility or BOQ- approved quarantine hotel while waiting for the test results. Travelers whose test results are positive will be transferred to a designated hospital for further medical care. Travelers whose test results are negative will be allowed to leave the government- designated facility and undergo a 14- day quarantine at home or at an appropriate local monitoring facility.

► Visas previously issued to

foreign nationals are deemed canceled unless they were issued:

► All non-Filipino travelers that have visited (within the 14 days immediately preceding their arrival) or are arriving from one of the following travel-restricted jurisdictions, regardless of visa category/previously- issued endorsement or exemption from the Department of Foreign Affairs (DFA)/privileges (under RA6768 –Balikbayan), will not be allowed entry to Philippines until 15 January 2021: Australia, Canada, Denmark, France, Germany, Hong Kong, Iceland, Ireland, Israel, Italy, Japan, Jordan, Lebanon, Netherlands, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, United Kingdom, and the United States. The Philippines Authority approved adding Portugal, India, Finland, Norway and Brazil to this list, but an official advisory is yet to be issued by the IATF and BI.

► All visa-free privileges including those based on Visa Waiver Agreements are temporarily suspended. ► The Department of Foreign Affairs may approve an

endorsement for an inbound travel ban exemption for a Philippines company on a discretionary basis.

► Philippines Embassies and

Consulates has temporarily suspended visa issuance to ALL foreign nationals.

► Local authorities in charge of

processing work visas and work permits have resumed

operations, but with reduced staff.

► Entry restrictions apply to

nationals of all non-EU/EFTA (European Free Trade Agreement) member states with limited exceptions, including for family members of Polish citizens, Polish permanent or long-term residents, Polish work permit holders, EU residence permit holders (who are allowed to transit through Poland to another EU state) and registered seasonal workers.

► The Polish authorities have

temporarily banned flights arriving from the following destinations: Bosnia and Herzegovina, Montenegro, Georgia, Jordan, Armenia, Kosovo, Macedonia, Serbia, and the United States (except for flights departing from airports in the states of Illinois and New York). The current

restrictions will remain in place

► Many travelers will be required to

self-isolate for 14 days. Exceptions to the quarantine requirement are available, including for the following: EU/EEA/Swiss citizens and their family members, Polish permanent resident permit holders, holders of long term EU residence permits (transit only permitted), representatives of international organizations and their family members, students (and their guardians where applicable) and researchers.

► A number of Polish Consulates have

stopped accepting some type of visa applications until further notice. Some Visa Application Centers (VAC) have resumed limited processing of new visa applications (e.g. Brest, Grodno, London, Minsk, Ukraine, Turkey, China mainland). Applicants are advised to check with the visa application center with jurisdiction over their place of residence to confirm the latest services being offered by the visa application center.

Portugal

► Entry to Portugal by land has been permitted since 1 July 2020.

► International flights into Portugal remain largely canceled with a number of notable exceptions.

► International flights into Portugal are permitted from the following locations: European Union (EU) countries, Schengen member states (Liechtenstein, Norway, Iceland and Switzerland) and the United Kingdom.

► International flights are permitted from the following locations provided there is a reciprocity agreement in place with these countries (i.e. Portuguese citizens are allowed to travel to these countries via international flights): Canada, South Korea, Tunisia, China, Australia, New Zealand, Rwanda, Uruguay, Georgia, Thailand, Japan, Hong Kong and Macau.

► In addition to the above, entry may be permitted when considered "essential." This includes entry by third-country nationals with a valid Portuguese residence permit in Portugal, and third-country nationals entering for professional, study, family reunion, health or humanitarian reasons (provided there is a reciprocity agreement in place which extends entry rights to Portuguese citizens for similar purposes). These travelers must take a COVID-19 test within the 72 hours immediately preceding their travel, and they must have tested negative (and carry proof of the same) in order to enter Portugal.

► All residence visa applications are

currently being processed.

► It is now also possible to apply for

temporary stay visas for

assignments of up to 1 year as well as residence visas for highly qualified activities.

► Schengen visa application

processing by the Portuguese authorities has resumed for situations involving essential travel only.

Qatar

► Qatar ID holders returning to Qatar from

“low-risk” jurisdictions between 1 August

2020 and 15 September 2020, were required to obtain advance approval from the Qatar authorities.

► Foreigners with a sponsored work permit/employment visa were able to return to Qatar starting 1 August 2020.

► All inbound passengers are required to: (1) download the Ehteraz mobile application prior to travel, and (2) adhere to the quarantine procedures applicable to the jurisdiction from which they traveled. ► Residents who are currently in Qatar and who

wish to travel abroad and return to Qatar will automatically receive an exceptional entry permit upon departure. The resident or their employer will be able to print the exceptional

entry permit from the Ministry of Interior’s

website at any point after the resident has departed Qatar. The request for an exceptional entry permit will no longer be

submitted through the “Qatar Portal”

website. The permit will be automatically

generated upon registration of the resident’s

departure from Qatar.

Residents who are currently outside of Qatar

► All new entrants - including

Qatari ID card holders and foreign diplomats - must quarantine upon arrival into Qatar for a period of 1 week (down from 14 days previously). All new entrants entering from jurisdictions on the "green list" emitted by the Ministry of Public List (which can be accessed https://covid19.moph.gov.qa/E N/Pages/Countries-Classified- Low-Risk-of-COVID-19.aspx), can quarantine at home, whereas those entering from a jurisdiction that is not on the green list will be required to quarantine at a hotel or at a government designated facility. ► Current valid visas that were

issued previously are not formally suspended, however visa holders are subject to the current bar on entry to Qatar.

► Qatar Airways has announced

that, starting 13 August 2020, airline passengers traveling from certain foreign airports will have to present a document confirming they tested negative for COVID-19 prior to boarding their flights. Consult the website of Qatar Airlines for more information, including a list of approved test facilities where the COVID-19 tests can be taken.

► Those arriving from “low-risk”

jurisdictions” (including Qatar ID

holders) will be subject to COVID-19 testing upon arrival and will be required to sign an attestation confirming they will observe a mandatory seven-day

N/A ► As of 14 November 2020, the

state of alert has been extended for an additional 30 days. Non-EU citizens are prohibited from entering the jurisdiction under the state of alert with some exceptions, including for legal residents, family members of Romanian citizens, professionals (under certain circumstances) and those transit through the jurisdiction.

► Travelers arriving from

jurisdictions with per capita case growth equal to or less than

Romania’s are exempt from the

14-day isolation period. The list of eligible jurisdictions can be found here.

► Additional exceptions exist for a

variety of individuals, including the following: (1) essential workers, (2) airlines pilots and crew members, (3) diplomats, and (4) travelers entering Romania for less than 72 hours, carrying a negative result for a SARS-CoV-2 test taken within 72 hours of their proposed entry.

► The quarantine period may be

ended after 10 days, provided the traveler is tested for SARS-CoV-2 on the 8th day of their quarantine and the result comes back negative.

► As of 25 November 2020, long term visa

► All foreign nationals are banned

from entering Russia until further notice, except for citizens of Belarus, Cuba, Japan, Kazakhstan,

Kyrgyzstan, Egypt, the UAE, the Maldives, Serbia, South Korea, Switzerland, Tanzania, Turkey, Ethiopia, Seychelles and the UK.

► Exceptions are available for

permanent residents,

diplomats, airplane/train/ship crew members, freight transportation drivers, and foreign specialists entering Russia to install or maintain foreign equipment, and highly qualified specialists included in the special list approved by the Russian authorities.

► Travelers entering for work

must stay in quarantine for 14 days from the date of their arrival.

► Russia has also mandated a self-

isolation regime for all citizens introduced in almost every region of Russia (with regulations varying in each region). Penalties and fines may be issued for non-compliance.

► Foreigners who are otherwise

not currently allowed to enter the Russia remain inadmissible even if they hold visas with a valid expiry date.

► All eligible entrants are required

to show a negative polymerase chain reaction (PCR) test result.

► Work visa extensions are

currently possible only for foreigners who reside in Russia. The processing of invitation letters has been temporarily suspended except for Highly Qualified Specialists and those entering to install or maintain foreign equipment, included in the special list approved by the Federal Security Service of Russia and the Ministry of Internal Affairs. There are no business or tourist visa application restrictions for citizens of Belarus, Cuba, Egypt, Japan, Kazakhstan, Kyrgyzstan, Maldives, Serbia, South Korea, Switzerland, Tanzania, Turkey, the UAE, Ethiopia, Seychelles or the UK.

► The Kigali International Airport

reopened on 1 August 2020.

► Passengers arriving in Kigali are

required to present a negative COVID-19 polymerase chain reaction (PCR) test result, where the test was taken no more than 120 hours prior to travel to Rwanda. They must also comply with local health guidelines.

► Visitors will be taken to the

designated quarantine hotel of their choice upon arrival. At the hotel, they will be tested again for COVID-19 at their own expense. They will be required to quarantine in their hotel room until they test negative for COVID-19.

► Land borders continue to be

closed except for goods and cargo, and returning Rwandan citizens and legal residents.

► All travelers entering Rwanda by

land will be subject to mandatory quarantine in

accordance with the local health guidelines and at their own cost.

► After providing proof of a

negative PCR COVID-19 test (as outlined in the entry restrictions section), arriving passengers must then enter quarantine at a designated hotel while they await the results of a second COVID-19 test, taken on arrival. If the test results are negative, the travelers are free to leave quarantine. If the results are positive, they will be required to enter a government treatment facility.
