Over the last few years, there has been an increasing focus on how to make government agencies more efficient and transparent. Various initiatives have risen and fallen during this time, as agencies look for an effective process to make government more efficient.

But efficiency for efficiency’s sake is not the goal —agencies must be empowered to make better, more informed decisions.

Intelligent Government is about finding ways to make sense of data and use advanced analysis to support informed decision-making.

Intelligent Government means having the ability to understand, use, and protect data regardless of its volume, condition, or location —and to respond effectively to growing demands for transparency and accountability.

Although the efficiency and accountability goals of Intelligent Government are high priorities for a wide range of stakeholders (from Congress, to citizens, to agency employees), a number of obstacles stand in the way.

Organizations find themselves drowning in a sea of data, unable to make sense of the massive quantities of information at their disposal. To compound the issue, up to 80% of an organization’s data is located in unstructured and semi-structured data sources such as word-processing documents and spreadsheets. Getting actionable insight from multiple types of data sources and disparate spreadsheet- based reporting systems can be incredibly difficult. And reliance on numerous, disconnected manual processes to merge this data for analysis means that many decision-makers find they are “one step behind”—unable to quickly access the up-to-date information they need to make effective decisions.

Linking metrics to strategies, plans, and people is part of the “last mile” of business intelligence.

Data must be put into the context of how it impacts the organization, and users need to understand how their actions impact organizational KPIs. When they see a metric in an

undesired state, users should be able to initiate corrective action directly from within the display.

a true Key Performance Indicator is not merely an identified metric or important measure. it also includes a number of strategic characteristics as part of its built-in definition. These additional characteristics capture institutional standards about these key metrics so that analysis is intuitive and consistent, whether the user has been with your organization for 20 years or is a new-hire. characteristics that should be part of the definition of a real-world KPi include:

target intelligence: Definition of KPi targets should be flexible, allowing a target to be a value tracked from some authoritative data source, formulas based on values sourced from a database, a specific static value, or a value that is entered manually.

Targets should be able to vary over time, category, geography, organizational department, etc.

trend intelligence: any Bi toolset can trend data, but what does that trend mean in real-world terms? KPis should be able to determine whether a specific amount of change is a real change or simply “sampling noise”. The ability to define a change tolerance is vital to focusing your users only on those changes that matter.

goal intelligence: having a target value is only one piece of the analysis. users need to know how to apply that target in comparison to the actual value. is a bigger number better (as in revenue) or is a smaller number better (as in expenses)? or are you trying to minimize the distance from your target, so that a smaller value either above or below the target is better than a value way over the target? in other words, users need to know when bigger is not better.

hierarchy intelligence: Your organization is broken out into a hierarchy, so your KPis also need to have the ability to be related to dimensional hierarchies. You need to be able to define a KPi consistently throughout the organization and other dimensions of interest (geography, time, missions, etc.) with a single definition.

Perspective intelligence: at the end of the day, the goal of any Bi system should be to help you improve the mission success of your organization. success can be defined from multiple perspectives, depending on how your job responsibilities are related to the mission. some KPis are focused on internal processes, some on the organization’s financials, others on how the citizens are impacted by your organization. Knowing what KPis affect a particular perspective helps users focus on the items that are most meaningful to them.

relationship intelligence: no KPi exists in a vacuum. Various metrics can be affected by other related factors and also have an impact on other metrics. Knowing which factors are affecting a KPi helps users determine the actual item to “push” to really effect change on the target KPi.
