Limited technical human

resources in the organisation

Old, inappropriate legacy IT

systems

Problematic, difficult to manage

distribution systems

makes this task very difficult.

Inherent inefficiencies with:

Large losses in services such as water supply

(non-revenue water

Local Government’s Asset Management Tools and Trainings for facilitating more transparent and accountable role

Addressing the Challenges

Optimise supply Pro-active maintenance Proper asset management

Integrated billing & customer information system Dedicated call centre Improve reliability & quality of supply

Increase clients, consumption and/or tariffs Improve metering & billing Reduce non-revenue supply (unmetered & illegal consumers)

Reduce wastage, visible and non-visible leakage Optimise supply (stabilise high/irregular pressure & resolve inefficient zoning)

Increase lifespan of assets & optimise capital expenditure through dynamic master plan using live data & ongoing design standard evaluation

(5)

Utility performance assessment, through the involvement of

industry experts to help analyse the Utility’s performance and to identify appropriate remedial and proactive activities

Support for regular System audits, identifying problem areas both with regard to usage of the system and business procedures

Dissemination of a methodology to allow the generation of

Management Reports for a utility based upon technical and commercial inputs.

Assistance in creating effective management reporting at all levels

Management guidance, to interpret management reports and

formulate appropriate decisions

Municipal Management Reporting (MMR) Service

• Assists Municipalities with legal compliance • Helps improve data quality

• Addresses revenue losses

• Optimises rehabilitation expenditure

• Improves service delivery – quality and quantity

Ideal for Municipalities with limited technical capacity in terms of people and systems

Management Reporting types

The building up of a Validated Network Asset Register,

[essential for Asset & Maintenance Management &

Infrastructure Planning] - Efficient monitoring of bulk meter

operation and evaluation of bulk meter readings.

- UFW analysis of Mass Balancing Zones - “No-Drop” Legal requirement reporting

- Improvement of Commercial data Quality;

- Consumption Analysis and

Identification of problematic meters, connections and meter readings for reduction of UFW-apparent losses

- On-line reporting on maintenance issues, routine (cleaning…), preventive

(service...), reactive (fixing leaks, repairs, replacements...) and proactive (relining, rehab, replacements....).

- The computation of Replacement Costs & remaining useful life of assets for maintenance & rehabilitation planning - Financial reporting for Balance sheet purposes

- Satisfying regulatory requirements

- Build a rehabilitation plan & a maintenance plan prioritized by system risk and budgetary constrains (Reduces frequency of breakdowns, Minimizes costs of ownership, Maintains

required service levels and Sustains the infrastructure)

Example > IAWD Asset Management Regional Services Hub

The IAWD AM hub uses the latest available AM technology capitalizing on the development efforts and knowledge built in Belgrade Water Works over the last 10 years.

BWS has already a pool of available resources trained in AM

techniques and systems that can provide the services and use the existing infrastructure (EDAMS)

The AM operates primarily through cloud technology with reduced operational costs, enabling much easier participation of Utilities.

IAWD and BWS evaluate the project the development of a

business model to maintain and support the activities on a cost

The assessments indicate high levels of NRW for all the Municipalities in the range of 40% to 60% and high levels of leakage and unbilled consumption.

These results confirm that the Utility problems are not only technical but also commercial and that parallel actions will have to be implemented in term of commercial rehabilitation programs.
