Unbridled Learning (Accountability Model)-The next-generation learners accountability model is anchored in college and career readiness for all students, annually reporting the disaggregated

Performance Measures for the Next-Generation Learnersstudent outcome measures in math, reading and science, social studies, and writing to assess school performance. The model also includes student achievement growth measures,

Process:Individual student data collected from the assessment areas listed above are used to generate a numeric value in each category of Next-Generation Learners

(Achievement, Gap, Growth, College/Career Readiness and Graduation Rate). The value for each category is weighted to create a final overall score (see weighted chart below).

ACT EXPLORE-Designed to help eighth graders explore a broad range of options for their future. EXPLORE prepares students not only for their high school

8th grade students coursework, but for their post-high school choices. (Includes multiple-choice questions in English, Reading, Mathematics and Science.)

(Component-Kentucky State Assessment)

ACT PLAN-Designed as a comprehensive guidance resource that helps students measure their current academic development, explore career/training options,

10th grade students and make plans for the remaining years of high school and post-graduation years.

(Component-Kentucky State Assessment)(Includes multiple-choice questions in English, Reading, Mathematics and Science.)

ACT -Kentucky requires all juniors to take the ACT. This report displays the average scores of grade 11 tested students in English (18), Mathematics (22), Reading (21),

(11th grade students) Science (24) and the overall Composite Score. (These are ACT Benchmarks)

(Component-Kentucky State Assessment)

ACT (Benchmarks)-Kentucky requires all juniors to take the ACT. This report displays the percentage of grade 11 tested students meeting the college readiness benchmarks established by

(11th grade students) the Kentucky Council on Postsecondary Education (CPE). The CPE benchmarks for each tested subject are English (18), Mathematics (19) and Reading (20).

ACT and SAT- (Graduating Seniors, Class 2011)-College entrance exams.

21st Century Skills Assessment-Technology Assessment given to all 5th and 8th grade students. The district assessment provides data on how well elementary and middle students grasp critical technology skills for the 21st Century.

Brigance Assessment The norm-referenced Brigance assessment screens students on the following five areas: (1) Academic/Cognitive, (2) Language, (3) Fine/Gross Motor, (4) Self Help, and (5) Social Emotional.  After taking this test students can be categorized as: (a) Ready with support, (b) Ready, or (c) Ready with enrichments.

Students classified as Ready or Ready with enrichments are considered Kindergarten ready.

Non-Academic Data- Non-academic indicators-Statistic which describes school success on the nonacademic goals. (see below) (Data provided by KDE)

% Dropouts - Dropout Rate Formula: Any student enrolled in school during any part of the school year and who drops out and does not re-enter an acceptable educational

program prior to October 1 of the next school year is a dropout. Divided by School Year Fall Membership.

% Retentions - % of students retained for the school year indicated

% Attendance - Values for attendance rate shall be the actual percentage reported.

% Transition to Adult Life - Values shall be the actual percentage reported for the graduating students for school year indicated (high schools only). Graduation Rate - 2011 Averaged Freshman Graduation Rate (AFGR):

2011 graduates with standard diploma in 4 years plus 2011 graduates with standard diploma and an IEP specifying more than 4 years to graduate Membership in (Grade 9 in fall 2007 plus Grade 10 in fall 2008/2

Advanced Placement-Students can earn credit for college level courses who prove via examination that they have achieved university-level proficiency in Advanced Placement courses.

Cluster Schools (elementary only)-Schools that are "clustered" or grouped together for purposes of exchanging students.

ECE-Exceptional Child Education (Students with Disabilities).

Elementary/Middle DiversityAn equitable balance of students, utilizing a multiple criteria approach to categorize the district into two geographic areas (A/B) based on three factors (minority students, educational attainment of adults and median household income).

English as a Second Language -Limited English Proficient (LEP) students enrolled in the English as a Second Language (ESL) program.

% Free/Reduced Lunch-Percent of students at school who receive either a free or reduced priced lunch.

Homeless-Homeless: Children and youth who are sharing the housing of others including relatives and friends due to a loss of housing, economic hardships, or other similar reasons. This group includes children and youth temporarily placed by CFC or who are unaccompanied youth living in emergency runaway shelters, public or private nighttime shelters, special car facilities, spouse abuse centers, hotels or motels, and uninhabitable places such as cars, camping ground or parks, abandoned buildings, substandard housing, or bus and train stations. Highly migratory children and children awaiting permanent foster care placement are also considered homeless.

Magnet Career Academies-Program where students are provided opportunities to focus on a specific technical career along with regular studies.

Magnet Program-Unique, school wide curricula that are mandated by JCPS policy. Students are drawn from entire district.

Market Share-The % of students in a resides location attending a Jefferson County Public School.

Median Household Income-Data represents a weighted average of median household income by the total population of JCPS students in a zip code.

Mobility Index-A comparison of re-entries to total enrollment (expressed as an annual percentage).

Number 25 or More Days Absent-Number of students absent 25 or more days for the school year indicated.

Spending Per Student-The current expenditures made in a year divided by the end of year average daily attendance in the school. The dollars spent reflect actual salaries of staff. The school figure also reflects categorical programs in the school, as well as, Exceptional Child Education Programs and English as a Second Language Programs. (Per Pupil spending calculations are based on MUNIS formula provided by KDE.)

Stability-Number of students who finish a school year and enroll at the same school the following year compared to the total finishing at that school.

Student Enrollment-Includes all students enrolled in the school.

Student Transfers-Students that transfer from one school to another due to a hardship or program need.

Suspension Incidences-Number of school suspensions for the school year indicated.

(Teachers) % Highly Qualified-% of teachers with a Bachelor's Degree; full state certification and licensure, as defined by the state; and demonstrated competency in each core academic subject he or she teaches.

(Teachers) Masters Degree or Higher-Percent of Allteachers by school who have advanced their education and enhanced the professional competency of their initial teaching certification.

(Teachers) National Board Certified-Number of teachers who attain National Board for Professional Teaching Standard Certification.

(Teachers) % Attendance-% of active full-time teachers (not on long-term leave) to include: (1) Teachers that are at school (Present) OR, on professional leave (Excused)

Traditional Program-Schools that offer strong basic skills in a highly structured educational environment.

Comprehensive School Survey - Student Satisfaction-Is an average composite score based on three similar items associated with school satisfaction.

Comprehensive School Survey -Student School Climate-Is an aggregated score of multiple items reflecting different aspects of the whole-child approach to education.

Comprehensive School Survey - Response Rate-Is the percent of respondents who responded to the Comprehensive School Survey.

Kentucky’s Unbridled Learning Assessment and Accountability System

The next-generation learners accountability model is anchored in college and career readiness for all students. Like previous accountability models, it

continues annual public reporting of disaggregated student outcome measures in math, reading and science to assess school performance. However,

this more robust next-generation model also includes student achievement growth measures, emphasis on college and career readiness, high school

graduation rates, student achievement in writing and social studies, and increased focus on the lowest-performing schools. Additionally, the new

accountability model holds all schools and districts accountable for improving student performance and creates four performance classifications that

determine consequences and guide interventions and supports. School and district classifications are based on the following measures:

Achievement (

Content Areas are reading, mathematics, science, social studies and writing.)

Gap

(percentage of proficient and distinguished) for the Non-Duplicated Gap Group for all five content areas

Growth

in reading and mathematics (percentage of students at typical or higher levels of growth)

College Readiness (middle school only)

 Progressing: The 2012 Overall Score will need to improve each year, starting in 2013. The improvement goal is called the

Annual Measurable Objective (AMO). If a school meets its AMO, it will be labeled as Progressing, Meaning it is moving in the right direction

Tools to Help Schools Meet the Accountability Model:

A set of aspirational Delivery Targets for the components of Achievement, Gap, College/Career and Graduation will be created for each school. These Delivery Targets for each component will help schools stay on track to improve their Overall Scores and to meet their AMOs.
