OBJECTIVE
To obtain the services of a contractor to provide and maintain an externally hosted
online survey tool capable of meeting Canada Revenue Agency (CRA) requirements
for managing and conducting Public Opinion Research (POR).
3.0
SCOPE
Access to an online survey tool hosted on secure, Canadian based servers that must
have the functionality for:
the design of opinion surveys specific to web navigation and content using a
drag and drop interface allowing rapid creation;
the customization of Web based surveys along with personalized branding;
user management and use of an administration control panel allowing users to
administer the entire system;
the deployment of surveys on specific Web site pages, which comply with
various CRA and government policies and guidelines, for focused results.

4.0
TASKS
1. ACCESS
The contractor shall provide unlimited access (surveys must be accessible 24/7,
programming and editing capabilities must be available for a minimum of 12 hours
during standard business hours) to an online survey tool that will be used by for up to
(8) eight users within Public Affairs Branch that allows for the creation of
CRA-branded public opinion surveys. At least one account will have full user based
administration rights with the ability to assign full admin rights to the other users.
2. TRAINING
The contractor must :
Provide one full day of in- person training (equivalent to 7.5 hours), on the full capabilities of the tool at an Ottawa, ON location chosen by the Project Authority.
Training shall be in English at no additional cost to CRA. Provide training aids (online help, online manuals)
3. CLIENT SUPPORT
a. The contractor shall attend meetings with the Project Authority and other members of CRA, which will be held in Ottawa, ON. Meetings can take place by teleconference or videoconference if attendance in-person would result in travel costs to Ottawa.
b. The shall meet with the Project Authority and other CRA representatives both prior to training and following full launch, as follows:
Meeting 1: Initial Setup
Defining requirements for personalized branding, user account creation and user
management of entire system. Discussing timelines for training and date tool will be
ready for full use.
Meeting 1 will likely be 2-3 hours in length.
Meeting 2: Following initial setup, meeting 2 will be with the tool users to discuss any
issues, including timelines for resolution, and answer any questions related to the tool.
Meeting 2 will likely be 2-3 hours in length.
Help Desk
Administration users must be able to either call or email for support if encountering
any difficulties with the tool. If contacting the help desk via email, the user shall
receive a notification or acknowledgement within 24 hours that the request has been
received. At least 80% of issues must be resolved within 48 hrs of acknowledgement.
A mechanism to report urgent issues (e.g. problems arising the day of the launch of a
survey) must be addressed within 24 hours.
