Abstract:
This document presents the results of the research in the existing transport and logistics and logistics related courses given at higher educational and vocational level. The courses have been grouped in three categories: university programmes (at different level –
undergraduate, post-graduate, post-diploma), vocational training – short term professional courses and distant learning and computer-based training. Over one hundred univeristy together with 25 vocational and 35 distant learning courses from 19 countries have been reviewed and their brief descriptions are included in the Deliverable.

Purpose of the document
This document is meant to provide some of the contents to the Collaborative Work Environment in the area of multimodal logistics and supply chain management. The part of the contents of CWE, covered by this document, describes the educational programmes in transport and logistics, at different levels. These are programmes delivered by the Higher Education Institutions (HEI) as their regular undergraduate and postgraduate courses, and also vocational and distant learning courses delivered by HEIs and commercial educational companies. The report gives an in-depth covereage of the educational offer of 19 countries from all over the world and most notably form the coutries spread geographically along the route of interest in eLogmar-m project, i.e. China - Mediterranean ports – deep sea ports of Western Europe – feeder ports of CEE and Scandinavia. All the programmes are described according to an agreed pattern. Main part of the pattern, are Abstract, a short introduction to the programme and Description, full information for the user together with links to further information. Abstracts are in most cases long enough to raise the interest and short enough to be easily accessible by the mobile devices like GSM smartphones, PDAs etc. The description of the courses is much more detailed (and longer) and can form the basis for the users to dvelop their own personal agenda in terms of the educational and training requirements. In principle it is meant to be accessed by the desktop devices. At the end of the document a analysis and Recommendations chapter is provided. It gives some hints on the trends and possible future developments in the education and training in maritime logistics. Also a chapter describing the sample modular course on tranasport logistics is added in the final part of the document.

Professional Study Programme is carried out at the Faculty of Management Science and Economics in compliance with the LR IZM (Latvian Republic Ministry of Education and Science) Licence NR. 04038-1, 13.10.1999 and in full accordance with the LR Education Classifier (code - 453412 01) and the International Education Classificatory ISCED - 97 (level - 5A), Higher Professional Study Programme "Transport and Business Logistics".
Objectives of the programme: The given programme is aimed to the training in the fields of one of the most modern specialties - logistics. It is unique due to the fact that it is a unifying link of transport and industrial and commercial activity of any enterprise. The choice of the optimal routing, the effective type of transport, terminals and warehouses, modeling of the complete chain of the cargo delivery and many other is a competence of the logistics specialist. Specialists in this direction are orientated to the work in the field of organization and management of transport technologies in the inner and international markets.

Description Organization
Transport and Telecommunication Institute is the largest university-type accredited non-state technical higher education establishment in Latvia. Main academic activities: higher education, training courses, vocational training. Main directions of academic activities: Electronics and Telecommunications, Information Technologies and Computer Science, Management and Business Administration, Economics, Transport and Logistics. Almost 4000 students are studying nowadays at the Institute. Teaching is being conducted in Latvian, Russian and English languages under the supervision of about 220 teachers and tutors. More then 70 % of them have Doctoral Degrees. The Institute provides 12 academic and professional study programmes and more 30 specializations with possibility to get engineering diploma, bachelor degree (B.Sc), master degree (M.Sc) and doctoral degree (Dr. Sc). Main research activities: optimization and modelling of transport systems, logistics, navigation satellite systems, air traffic control systems, telecommunication, transport telematics, applications of information technologies, business re-engineering.
Educational programme
The "Transport and Business Logistics" and "Transport Management" Professional Studies Programs are carried out at the Faculty of Management Science and Economics in full accordance with the LR Education Classifier and the International Education Classificatory. Possible forms of education: Full-time Prof. Study Program – 4 years; Part-Full-time Prof. Study Program – 5 years; Modular form of education. All study courses of the program are divided as:
• Part A (Compulsory Courses that give theoretical knowledge needed for chosen degree scheme and that serve as the basis for further education in the higher level academic programs – 74 credit points,
• Part B (Elective Courses that supplement education with knowledge in the area of chosen specialization – 40 credit points),
• Part C (Optional Courses that ensure additional knowledge in other than those connected with the chosen academic area of science – 12 credit points),
• Practical Work (22 credit points),
• Final Examinations and Thesis (12 credit points).
The given programme is aimed to the training in the fields of one of the most modern specialties - logistics. The studying of the European Community in the fields of the transportation gives the specialist a possibility to adopt to the international requirements in the sphere of the cargo and passenger transportations in the short period of time.

Postgraduate programme
After getting Master's Degree or Higher Professional Qualification there is an option to apply for program "Telematics and Logistics" Doctoral Degree Study Program. Only graduates holding a master's degree or equivalent higher education diploma may take up doctoral studies. These last three to four years, involving advanced studies, examinations and the preparation and defence of a doctoral thesis. Before defending the doctoral dissertation, the student must publish articles on the chosen subject in internationally reviewed publications.
Duration of education: Full-time Program only available - 3 years. Awarded degree: Dr.Sc.Ing. in Telematics and Logistics.

The Faculty of Transport and Mechanical Engineering is one of eight RTU Faculties. The Faculty was founded in 1864. Now the Faculty of Transport and Mechanical Engineering

Educational programme
Master studies takes 2 years and totally 80 credit points divided as follows: mandatory subjects - 35 credit points; mandatory choice subjects - 21 credit points; the humanities - 2 credit points; economic and management subjects - 2 credit points; optional subjects - 4 credit points; practical work – 22 credit points. Awarded qualification: Master of transport and traffic science.
Doctor program studies takes 3 years and totally 144 credit points. Divided between subjects, which depend on chosen specialty. Doctor Thesis takes the major time of whole program – 102 credit points. Four directions are available: Railway transport; Air transport; Auto transport; Transport system technical support. Awarded degree: Doctor in transport and traffic science.
Requirements
Master program: To apply for a program, applicant must have a Bachelor degree.
Doctor program: To apply for the program, applicant must have Master degree in transport and traffic science or machinery science.

Since 1994 there are bachelor programs, since 1996 master studies. Trains specialists in international economic relations, customs management, transport economy and business logistics.

There are few main specialties, student receive after graduating: - Traffic manager and designer (different companies and areas).
- Business management logistics specialist (production, wholesale, retail and service areas).
- Local and international transport management specialist (export/import managing, managing stevedoring, expeditor and agent services. Positions in air ports, sea ports and other traffic flow companies).
- Transport usage, safety and ecological specialist.
Full-time Bachelor degree – 3 years, Master – 2 years, Doctor – 3 years.
A study begins in Riga Technical University at the Faculty of Engineering Economics. After 2 successful years, those, who wish to apply for selected specialty could begin studies at SESMI. After 3rd year when bachelor degree is awarded it is possible to continue study at SESMI. There are two options available: 1) Study professional (economics) 2 years education, with awarded qualification – economist.
2) Study master course for 2 years and award master degree.

University / organization: The Latvian Maritime Academy (LMA) is the first and only marine-oriented institution of higher learning in Latvia. In the beginning LMA started to operate as a Faculty of the Riga Tehnical University. As an independent educational establishment it was founded on 8 January 1993. The first students graduated from the Latvian Maritime Academy in 1994 and since then LMA has graduated about 500 students majoring in different maritime fields. They have been offered career opportunities both on the Latvian and international labour markets. The quality of maritime studies at LMA has been recognized at the national and international levels.
Objectives of the programme: The goal of the Master programme is to provide further education possibility for graduated LMA students or other transport and communication programme alumni, who have professional bachelor grade or professional higher education and 5th level professional qualification.

Description Organization
The Latvian Maritime Academy (LMA) currently offers six programmes: navigation, marine engineering, ship electrical automation, port management, port structures and hydrography. The programmes in
navigation and marine engineering are of two levels: they incorporate basic professional training and higher professional maritime education. Instruction at LMA is conducted in the Latvian language, programmes are financed from either the state budget or students themselves pay for tuiton. All the programmes are professional, with an integrated bachelor standard. LMA graduates are eligible for post-graduate studies. All the programmes include compulsory sailing practice and physical education, special emphasis is put on the English language proficiency.
Educational programme
Latvian Maritime Academy (LMA) provide part time professional higher educational studies through master programme “Maritime transport and its maintenance” in two main directions: Maritime transport management and Maritime transport maintenance. Further specialization opportunity: in management direction – logistics, quality and safety in maritime transportation, human resources management, hazardous cargo transportation, professional maritime studies, etc.; in maintenance direction – vessels power equipment diagnostics, vessels system modelling, vessels equipment technical supervisory systems, etc. All students get the feel of general pedagogy and psychology, as well as fundamentals of a scientific research methodology. They also advance in previous knowledge in quality ensure and management, information technology, management sciences un transport economics and finances. As well as, they elaborate on maritime transport achievements and problems. Students will study professional and free-choice subjects in order of chosen direction and master thesis specification that allow getting a deep knowledge and skills in chosen field. During practical work students get to know novelties and problems in the fields of industrial technology and management systems, as well as are involved in scientific projects, increase their technical intellect, managerial qualification and develop competence in human resource management, also they collect, aggregate and summarize information in order to develop a master thesis. Master thesis is students self-supporting applied research, where students demonstrate achieved results, obtained knowledge during studies, skills and abilities accordingly to master thesis requirements.
Credit points
Duration of studies – no more than 3 years. Studies volume – 60 credit points (90 ECTS credit points).
Requirements
To be admitted to the Academy candidates have to take entrance examinations in mathematics, English, and physics, provided there is no mark in physics on their secondary school diploma. Secondary school graduates who have not acquired secondary education in the Latvian language are required to have their language proficiency tested. LMA master studies could matriculate persons, who have professional bachelor grade or professional higher education and 5th level professional qualification in transport and communication field.

The TCE has 4 faculties with 10 different specialties. The mission of the Tallinn College of Engineering is to offer competitive technical education, taking into consideration the needs and requirements of Estonian's commercial and industrial life and the implementation of new, innovative ideas from on-going research.
Objectives of the programme: To prepare a student for working in the field of the chosen specialty. The graduates can work as logisticians in haulage companies, production enterprises and other institutions related to transport and logistics (spedition, customs etc). In addition to that the graduates can also find employment as sales and marketing managers in enterprises.

Curriculum level: applied higher education. Nominal time of learning (years): 4. Goals of curriculum and possibilities for specialization: The general goal of the curriculum of applied higher education is to prepare a student for working in the field of the chosen specialty. The modules of general and basic subjects serve the goal of broadening the students' scope of general education and social maturity. Professional knowledge and skills are gained in theoretical lectures and practical activities and during practice in enterprises (work environment).
The graduates can work as logisticians in haulage companies, production enterprises and other institutions related to transport and logistics (spedition, customs etc). In addition to that the graduates can also find employment as sales and marketing managers in enterprises.

University / organization: The Estonian Maritime Academy (EMA) is a state institution within the jurisdiction of the Estonian Ministry of Education and Research. The qualification of mariners produced by EMA has been accepted and recognized by several maritime nations of Europe – Holland, Denmark, Germany. In spring 2002 an international auditing committee audited the training of ship officers in EMA. As a result of their inspection, a Lloyd’s Register Certificate of Compliance was awarded to the Academy to acknowledge the compliance of its professional training with the standards of the International Maritime Organization (IMO).
Objectives of the programme: To provide quality maritime education, to guide and co-ordinate maritime instructional and development activities and to conduct applied research in the field.
Description Organization
The Estonian Maritime Academy (EMA) is a professional higher education institution, operating under the law on professional higher education institutions (the Institutions of Applied Higher Education Act, 1998). EMA educates professionals up to the level of senior officers aboard ocean going vessels of unlimited gross tonnage and propulsion power. The mission of the Estonian Maritime Academy as an internationally recognised professional higher education institution is to provide quality maritime education, to guide and co-ordinate maritime instructional and development activities and to conduct applied research in the field. Educational programme
Graduates of the line of study of Navigator are awarded a diploma of Master/Navigation Engineer. Under the curriculum, watchkeeping mates with higher education (prospective chief mates and captains) are educated to work on board vessels of any size and tonnage. Their professional training meets the requirements of IMO. The curriculum provides a solid basis for continuing studies in order to pursue an academic degree or executive degree.
Graduates of Hydrography are awarded a diploma of Hydrographer. A hydrographer is a specialist whose main task is hydrographic surveying and other marine surveys, the design and marking of waterways and the compilation of nautical charts, in order to ensure safe navigation in any given area of water. A hydrographer must have knowledge of navigation, marine physics and marine geology, geodesy and cartography, design and marking of waterways as well as strong computer skills. For specializing as coastal engineer, the hydrographic engineer will study in depth the hydrophysical processes in the coastal sea and learn about methods by which it is possible to estimate the general effect of the sea on the shoreline and waterfront structures (piers, wharfs, quays, breakwaters) and dredged navigation channels. A hydrographic engineer must be proficient in the design, construction and maintenance of coastal facilities. Knowledge about environmental risks and environmental protection connected with ports and shipping is also essential (environmental impacts in connection with the development of ports and dredging, the methods of preventing and removing pollution and effective ways of carrying out relevant activities).
Graduates of Hydrometeorology and Environmental Protection are awarded a diploma of Environmental Hydrometeorologist and can work in the field of meteorology, hydrology and nature conservation. The curriculum has been developed in accordance with the World Meteorological Organization qualification standards. The object of the curriculum is providing students with essential knowledge about the functioning of the Earth’s atmosphere and hydrosphere in the context of the Earth system and to develop
students’ ability to apply this knowledge to environmental issues and situations. The curriculum provides intermediate-level knowledge and understanding of mathematics and physical sciences necessary for an in-depth study of meteorology and hydrology. Professional training courses offer thorough preparation for employment in hydrometeorological service and environmental protection departments of different agencies. The core programme is complemented by courses in management, economics, law, foreign languages, and other general subjects.
Graduates of Port Management and Marine Transportation are awarded a diploma of Marine Traffic Manager/Port Engineer. Students learn about terminal operations and management, agencies and companies related to marine transportation, like shipping, stevedoring, brokerage and forwarding companies. Students of the specialization study brokerage, freight forwarding, technologies and organization of loading and discharging, management of marine transport companies, marketing of marine transport services, fundamentals of cargo stowage and handling, and logistics. Basic knowledge about maritime law and commercial maritime activities is also obtained. Practical training takes place in Estonian marine transportation companies.

Practical training is carried out aboard ships in international operation, and is divided into three or more periods. Description Organization
The Åland Polytechnic was founded in 1997 by the Åland Provincial Government as a co-operative network for vocational higher education certified with a polytechnic diploma. On 1 January 2003 the Åland Polytechnic became permanent, when it merged with the Åland Open University and changed its Swedish name into "Högskolan på Åland". The polytechnic offers seven degree programmes with a total of 350 students. In addition to that, the open polytechnic offers around 100 academic courses, lectures and seminars annually. Close cooperation and interaction with working life and society is essential.
Educational programme
The studies focus on four main areas: navigation, marine transport and technology, seafaring skills and management. During the course of the studies, students acquire both the practical and the theoretical proficiency required of professional seafarers. They also complete the supervised training for competency as the watch keeping officer (60 ECTS credits). Practical training is carried out aboard ships in international operation, and is divided into three or more periods. This stage of training will allow students to enhance and apply their prior practical and theoretical skills.
1st Year – STCW Support Level: The first semester of the studies provides students with the basic professional skills and safety training that are to be applied in practice during the first on-board training period. The competency level acquired after the first year of studies is that of watch crew.
2nd & 3rd Year – STCW Operational Level: During the next two years of studies students acquire competence as OOW (Officer On Watch). This period of studies involves practical training as officer. 4th Year – STWC Management level: The final 1 1⁄2 years of studies include training for the Chief Officer and Master Mariner certificates of competence, which are required of highest-ranking officers aboard merchant vessels. During this concluding period of the studies, students also complete most of the optional studies included in the degree programme; one can choose between special training for duties aboard certain vessels, advanced professional training, and improving one’s language proficiency.
Strategically chosen optional studies can benefit those interested in pursuing further academic studies. Finally, students hand in a degree thesis (15 ECTS credits).
Through successful completion of the degree programme, students obtain a Bachelor’s Degree in Maritime Studies and the competence of Polytechnic Master Mariner. The Finnish Maritime Authority on the basis of the studies and the professional training issues the certificates required for working aboard vessels. During professional training students obtain competence as Deckhand or Officer On Watch. Upon completion of the studies and working experience as officers, students obtain a certificate of competence as Chief Officer and Master Mariner.
Credit points
Duration of Studies: 270 ECTS credits / 4.5 years. Students with a Secondary Seaman’s Diploma and no less than six months of working experience aboard an internationally operating vessel exceeding 500 gross tonnage start the degree programme with 2nd year studies.

University / organization: Jyväskylä Polytechnic is one of the most popular polytechnics in Finland. Our strengths include vocationally oriented higher education, workplace-driven learning, a strong international orientation, and close cooperation with working life and business. Degree-granting education includes almost 30 interesting, high-quality degree programmes within seven fields of study. Regular degree education is applied for twice a year through the national joint application of polytechnics. Application for adult degree education, instead, takes place during a separate application period. A few degree-granting programmes are implemented entirely in English and applied for separately as well.
Objectives of the programme: The Programme offers you a competitive education in logistics engineering. The content of the studies is focused on aviation logistics following the needs of the aviation field. The major Finnish employers in aviation are Finnair, the Finnish Aviation Administration, the Air Force, Patria Aviation and the Frontier Guard. A student has still the freedom to choose his/her professional orientation towards mastering the logistics engineering tasks in the field of aviation, manufacturing industry, merchandise or logistics services. The aim of the degree programme specialized in aviation is to educate engineers with international knowledge and skills to perform demanding expert and managerial tasks in aviation logistics, operational checking and support systems. The professional
content of the programme includes, e.g aviation regulations, the operational checking of flight equipment as well as the design and management of support systems. Aviation education is carried out on the initiative of the organizations and enterprises of the field and in cooperation with them.

The studies of the programme are a good combination of technical, business and human orientated subjects. In the Degree Programme in Logistics Engineering the studies are aimed at the mastery of logistics tasks in aviation enterprises and organizations or in industry, trade and logistics service businesses. The programme is conducted in English and is the only one of its kind in Europe. A Logistics Engineer plans, implements and controls the efficient and effective flow and storage of goods, services and related information in the supply chain in order to meet customer's requirements.
An International Programme Specialising in Aviation - the aim of the degree programme specialized in aviation is to educate engineers with international knowledge and skills to perform demanding expert and managerial tasks in aviation logistics, operational checking and support systems. Requirements
The completion of senior secondary education or a pass in the Finnish matriculation examination, the equivalent International Baccalaureate examination, or the “Reifeprüfung“ provide general eligibility for polytechnic studies. Applicants who have passed the matriculation examination attach their senior secondary certificates and/or matriculation certificates to their applications. The ones currently doing the final year of senior secondary education (Finnish: abiturientit) should use their latest senior secondary
