ON CLIMATE CHANGE

In response to the emerging

environmental problems related to

climate change, former UPLB

Chancellor Luis Rey I. Velasco has

initiated the UPLB Interdisciplinary

Program on Climate Change

(IdPCC) as per Administrative Order

No. 69, Series of 2007.

RATIONALE

Policy makers are now sensitized on the need to address the impacts of climate change and climate variability on food, human and environmental security. Questions are now being more clearly stated. Conference on Climate Change Impacts and Adaptation for Food and Environmental Security 2012

OBJECTIVES

Assess the effects and impacts of climate change on different sectors (agriculture, environment, biodiversity) through R&D initiatives.

Develop and test methods for integrated assessment and

quantification of vulnerability and risks due to climate change.Document and pilot test climate change adaptation and disaster

risk reduction and management strategies.

Enhance capacity of target sectors through information,

education, and communication (IEC) and training programs for managing risks.

Establish knowledge portal for managing and easy access for information

Improve academic curriculum being offered by the university

PROGRAM COMPONENTS

1) Assessment of the effects and impacts of climate change on different sectors and systems through R&D initiatives.

2) Developing and testing methods for integrated assessment and quantification of vulnerability and risks due to climate change. 3) Document and pilot test climate change adaptation and

disaster risk reduction and management strategies.

4) Capacity development through information, education, and communication (IEC) and training programs for managing risks.

1) Synthesis of research and development activities related to climate change (past and present) of UPLB units, which

became the basis for framing an R&D agenda for climate change for UPLB (2007-2008),

2) Provided assistance to Department of Agriculture and

Department of Science and Technology in developing their own respective agenda (2007-2010), Philippine Climate

Change Commission (2008-present) and National Economic Development Authority (NEDA) (2010-2011).

3. Implementation of priority research projects such:

a)Downscaling regional and local climate scenarios for application in food, human and environmental security;

b)Developing and selecting climate-resilient varieties of crops and livestock and genetic resources conservation and marking, within the “ridge to reef” framework;

c)Identification of vulnerable and risk-prone areas to climate change associated hazards, calamities, and disasters; and

d)Development and refining responses and adaptation strategies for managing and reducing risks (e.g. documenting best practices, IKS).

4. Implementation of information, education, and

communication (IEC) program, awareness campaign, and policy advocacy.

5. Conduct of various capacity building activities for various sectors, specifically Department of Agriculture, Department of Environment and Natural Resources, Department of

Science and Technology/PCAARRD; Department of Interior and Local Government (DILG); NEDA, CHED;

6. Project development assistance and monitoring of climate change studies conducted by various units

7. Provide technical inputs to mainstream climate change and

disaster risk reduction in tertiary and graduate curricula at UPLB and other state universities and colleges and private institutions in various disciplines: agriculture, forestry, environmental science, health and medical sciences, and engineering;

8. Provide technical inputs in developing instructional materials for basic and secondary schools in the Philippines; and

9. Enhance knowledge portal on climate change and DRR based in UPLB for easy access and retrieval and foster collaboration.

Research endeavors across landscapes, local, national, global: sharing of methods, improving basic research to explore solutions to climate change Impacts; breaking barriers across disciplines to address common issues
