Nos gusta pensar que el mayor activo del barrio de San Pablo es el poder de su sociedad como identidad autoproclamada El Gancho, con mayor conciencia ciuda- dana y más vida en sus calles.

¿Qué entendemos por enganchar un espacio? Enganchar es una estrategia de acti- vación de procesos de regeneración urbana en un campo multidisciplinar que parte desde el diseño del soporte físico e inicia sinergias con lo social y lo económico: - Habitabilidad: búsqueda de una mayor complejidad social y una mejora de la

competitividad del tejido residencial mediante actuaciones tanto de renovación como de rehabilitación en criterios de flexibilidad y generación de diversidad. - Generación de nuevos espacios de relación: acordes a la realidad social e identi-

taria del barrio. Espacios por lo tanto soporte de una sociedad capaz de autoges- tionarlos y controlarlos, y que deben valorarlos como un activo más del actante de regeneración. Espacios que no tienen por qué estar ligados a las plantas bajas y pueden desarrolarse en altura en muchos casos.

- Re-activación de la actividad económica mediante la liberación de las plantas ba- jas e incluso alzadas, actuando con criterios de permeabilidad y transparencia valorando el espacio umbral que se genera entre calle y fachada. Estos criterios generarán variedad y actividad diversa en las calles.

- Jerarquía, secuencialidad y permeabilidad del espacio público con el fin de dotar de una mayor legibilidad y calidad al conjunto del mismo en relación no sólo con- sigo mismo sino con el resto de la ciudad.

We like to think that the main asset of the San Pablo neighborhood is the self- proclaimed identity of its inhabitants as El Gancho (‘The Hook’), which translates as an empowered citizen consciousness and a more active street life.

What do we understand as ‘hooking’ an urban space? Hooking is a strategy to activate processes of urban regeneration on a multi-disciplinary basis that starts by designing the physical stratum and engenders synergies on the social and economic levels: - Inhabitability: The search for a greater social complexity and an improvement of

the residential tissue by means of both renewal and refurbishing interventions that foster flexibility and generate diversity.

- Generation of new social spaces: Spaces in accordance with the social and identity realities of the neighborhood. Therefore, these will be spaces that support a society capable of self-managing and controlling them, which should regard them another asset of the regeneration agency. Spaces that do not need to be attached to the ground floors and can develop vertically in many cases.

- Re-activation of the economic activity by freeing ground and even upper floors, working with criteria of permeability and transparency, and reinforcing the value of the threshold space that appears between the facade and the street. These strategies will generate diversity and varied activities on the streets.

- Hierarchy, sequentiality, and permeability of public space with the aim of endowing the whole with greater legibility and overall quality, not only in terms of itself, but also in its interaction with the rest of the city.

Abrir puertas, redescubrir interiores

Aprovechando los solares existentes se establece una estrategia de consolidación de los mismos como generación de actividad y reclamo, a la par que se permeabiliza y se consigue nuevas conexiones y aperturas, con el fin de disolver la muralla exis- tente hacia la ribera del Ebro. Se genera nuevo espacio público, además de aprove- char recursos de espacios privados de autogestión en altura logrando siempre una mayor legibilidad del espacio y del eje en su conjunto.

Opening doors, re-discovering interior spaces

Using the existing plots, the project designs a strategy to consolidate them as a way to generate activity and attract attention, while also increasing their permeability with new connections and openings that dissolve the existing barrier towards the Ebro River bank. A new public space is generated, adding to the revaluation of the resources of self-managed private spaces, and always achieving a better legibility both of the space and of the axis as a whole.

Redescubrir la manzana

La manzana sobre la que actuar presenta un alto nivel de congestión y falta de va- cío. Además, el parcelario original encuentra aquí una irregularidad que será apro- vechada para la liberación de espacio público, a la par que se libera la edificación actual de las construcciones anexas al interior, con el fin de por una parte mejorar la habitabilidad y por otra garantizar una nueva accesibilidad generando una nue- va galería continua por la fachada interna.

Rediscovering the block

The housing block subject to the intervention presents a high level of congestion and a lack of free space. Besides, the original lot division finds here an irregularity that will be used as an opportunity to free public space. At the same time, the existing building will be freed from the annexes that have been built in the inner areas, in an attempt to improve inhabitability, on the one hand, and to guarantee a better accessibility by generating a new, continuous gallery that runs through the inner facade, on the other. Consolidar el vacío

El estado actual de solares bajo la actividad temporal de EstoNoEsUnSolar no cons- tituye una estrategia definitiva de renovación urbana. la propuesta plantea el cierre de la manzana y la liberación del espacio interior de manzana, buscando la mayor permeabilidad posible en la planta baja. Una vivienda configurada con la mayor diversidad tipológica posible ayudará a generar una mayor complejidad social. Se apuesta por la vivienda galería capaz de dar soluciones a las viviendas rehabilitadas adyacentes mejorando a su vez la accesibilidad de las mismas.

Consolidating the void

The state of the building lots currently subject to the temporary activities of EstoNoEsUnSolar does not constitute a definitive strategy of urban renewal. The project proposes closing the block and freeing the inner courtyard, searching for the greatest possible permeability on the ground floor. A dwelling system configured with the greatest possible diversity will help generate greater social complexity. We choose gallery-accessed housing as a typology able to provide solutions to the adjacent refurbished dwellings by improving their accessibility.

Criterios de proyecto

Se busca la mejora de la conectividad y legibilidad, física, social y medioambien- tal. En primer lugar para ello se ha elegido comúnmente un pavimento propio y específico para el barrio. El mismo aporta nuevas direccionalidades, que desde su discretización y discontinuidad, son capaces de adaptarse a cada una de las situa- ciones particulares.

Un segundo objetivo es la no especialización de la calle. Para ello, se considera que este pavimento discontinuo debe generarse como un tapiz neutro definido pero no específico consiguiendo así un lugar donde la no definición de actividades concretas da opción a una mayor adaptabilidad del espacio. El espacio y el diseño del mismo se llena de “obstáculos”, es decir, el mobiliario urbano se diseña de acuerdo a un criterio de fun- cionalidad máximo, y capacidad estética básica, para dejar que en la acción de “apro- piación” de cada usuario pueda establecer el uso del mismo que considere oportuno. Otro criterio pasa por la mejora de la convivencia de usuarios de la vía a través de un diseño que frente a la delimitación de los mismos, sea capaz de delimitar las velocidades que cada usuario deba tener.

Por último se mejora la conectividad de zonas verdes, estudiando la posibilidad de cada una de las calles en pormenorizado. Se es consciente de que una nueva gestión de los recursos hídricos y de riego debe ser exigible. Se opta así por una solución más eficiente desde el diseño de la sección del vial y la elección de la plantación mejorando el ciclo del agua, siempre de acuerdo a las lógicas del propio lugar.

Project criteria

The goal is to improve physical, social, and environmental connectivity and legibility. The first step has been choosing a specific, common pavement for the neighborhood. This pavement provides new directionalities, which, by means of its ‘discretization’ and discontinuity, are able to adapt to every specific situation. A second goal is the non-specialization of the street. In order to achieve this, we consider that this discontinuous pavement has to appear as a neutral, defined but not specific tapestry, thus generating a place where the non-definition of specific activities endows the space with a greater adaptability. Space and its physical design are filled with ‘obstacles’; that is: urban furniture is designed following maximum-functionality/ basic aesthetic capacity criteria, in order to let each user establish its most convenient use by his own action of ‘appropriation’.

Another criterion focuses on the improvement of the cohabitation of different users within the streets, by using a design which, instead of delimiting those, has the ability to delimit the different speeds each user may have.

Finally, the project improves the connectivity of green areas, studying the possibilities of each street in detail. We are aware that a new management of hydrological and irrigation resources would be required. Thus, we choose a solution that is more efficient by using the design of the street’s cross section, and by choosing the planted vegetation, which will improve the water cycle, always following the internal logic of the specific site.
