Background: The Superintendent’s contract makes provisions for travel and conferences.
Current Considerations: Per Section 10 – Professional Activities – of the Superintendent’s Contract, “…Prior approval of the Board shall be obtained when the Superintendent attends functions outside of Tulare County requiring overnight stay…”, the Superintendent is requesting Board approval for overnight conferences for 2021-2022 to maintain professional growth and development.
Fiscal Implications: The estimated cost for the enclosed list of travel and conference requests is $5,000.
This will be paid out of and Superintendent Travel.

Consortium Memorandum of Understanding (MOU)
Background: The Tulare Joint Union High School District has participated in a consortium with the
Tulare County Office of Education in the Tobacco Use Prevention Education (TUPE) program in past years. Funds were used for anti-tobacco education and for the administration of the California Healthy Kids survey.
The TUPE funds will be utilized to focus on:
1. District Tobacco-Free Policy enforcement and policy communication to students, parents, staff and others; and
2. Administration of the California Healthy Kids Survey to students in specific grade levels every two years.
Current Considerations: Approve the Memorandum of Understanding with the Tulare County Office of
Education for the Tobacco Use Prevention Education (TUPE) Tier 2 grant.
Fiscal Implications: There are no fiscal implications to the district.

TO: MEMBERS OF THE BOARD OF TRUSTEESRECEIVE: Disposal of Surplus or Obsolete Property (Textbooks)
Background: We have surplus and obsolete instructional materials that need to be disposed. Our
comprehensive sites are requesting to dispose of the following World Language books that are not being utilized: ¡Exprésate! 1, ¡Exprésate! 2, ¡Exprésate! 3 and Así se Dice. We are also requesting to dispose of the book: Video Digital Communication and Production. We would like approval to attempt to sell these obsolete books under Education Code § 60510 which permits the Board of Education, by unanimous vote, to authorize the disposal of instructional materials by selling or donating such instructional materials. For those books that cannot be sold or donated we would like approval to dispose of these textbooks under Education Code §60530, which permits the Board of Education to authorize disposal of these textbooks by having them discarded if they cannot be disposed under Education Code § 60510.
Current Considerations: The number of World Language books being requested to discard, donate, or
sell, total 3,076 books. Tulare Union High School and Mission Oak High School may use the ¡Exprésate! 2 and ¡Exprésate! 3 books for a portion of the school year, as they transition to the new textbook adoption. The number of Video Digital Communication and Production books being requested to discard, donate or sell total 32 books. All textbooks will be disposed of by June 30, 2022. Please see the complete list on the attachment to this memo.
Fiscal Implications: There will be no cost to the district. The textbook clerks will make every effort to
sell or donate the textbooks before deciding to discard them. The textbook clerks will contact used textbook dealers to attempt to sell them and will also contact other districts to see if they will take them as donations.

Background: Education Code Section 42127(h) states, “Not later than 45 days after the Governor signs the
annual Budget Act, the school district shall make available for public review any revisions in revenues and expenditures that it has made to its budget to reflect the funding made available by that Budget Act.” The Governor signed the Budget Act on June 28, 2021, making the 45-day deadline to make those revisions available to the public August 30, 2021.
Current Considerations: The 2021-2022 Budget Revision Report has been included with notations below.
General Fund:
#1. Local Control Funding Formula has been increased by $778,544 to reflect changes in State Aid and Prop 98 funding (Page 1 of 16).
#2. Federal Revenues have been increased by $2,849,805 to reflect changes in ESSER 2 and Title 3 funding (Page 1 of 16).
#3. Other State Revenue has been increased by $1,139,121 to account for additional funding from STRS on Behalf (Page 1 of 16).
#4. Certificated Salaries have been increased by $2,034,886 to reflect changes in categorical funds and for negotiated salary increases (Page 4 of 16).
#5. Employee Benefits have been increased by $1,262,807 to reflect adjustments to certificated salaries (Page 10 of 16).
#6. Books and Supplies have been increased by $835,614 for categorical funds (Page 10 of 16).
#7. Services & Other Operating Expenses have been increased by $1,224,105 for school site travel, categorical funds, deferred maintenance and major projects (Page 11 of 16).
#8. Capital Outlay has been increased by $118,140 for pool maintenance and site improvements (Page 11 of 16). #9. Other Financing Sources/Uses have a zeroed out (Page 11 of 16).
Fiscal Implications:
#10. Revenue increased $4,767,470 (Page 1 of 16).
#11. Expenditures increased a total of $5,475,552 (Page 11 of 16).
#12. Total adjustments to the General Fund unappropriated fund balances is a decrease of $708,082 (Page 12 of 16).
#13. Budgeted Unappropriated Fund Balance after the adjustment is $14,436,784 (Page 12 of 16).
#14. The cumulative change from the original budget on the General Fund’s ending fund balance is a decrease of $708,082 (Page 12 of 16).
#15. Fund 110 had a decrease of $38,240 due to adjustments made to certificated salaries and benefits (Page 14 of 16).
#16. Fund 400 had a decrease of $645,000 due to an adjustment for the MO pool complex (Page 15 of 16). Summary sheets showing adjustments to all funds and details of the specific account lines adjusted are attached.

School District
Background: Section 53060 of the California Government Code authorizes public school districts to
contract for special services and advice in financial, economic and administrative matters with specially trained, experienced and competent persons. Pursuant to Education Code Section (EC) 41024, the District’s project is subject to a performance audit of the project by a local auditor that is in accordance with the Guide for Annual Audits of K-12 Local Education Agencies and State Compliance Reporting. A project that receives any School Facility Program (SFP) funds after June 30, 2017 is subject to an audit.
Current Considerations: Tulare Joint Union High School District would like to contract with M. Green
and Company LLP to conduct a performance audit of the School Facility Program Bond Funds. Mission Oak High School received its final fund release on January 15, 2019. Pursuant to SFP regulation 1859-104, a project shall be deemed complete 4 years from the date of the final fund release for a high school. This going straight to action in order to comply with the requirements from the California Department of General Services. A copy of the agreement is attached for your review.

APPROVE: Amended Agreement for the Career Technical Education Incentive Grant (CTEIG) with
the Tulare County Superintendent of Schools

Background: On July 9, 2020 the board approved the original contract with the Tulare County
Superintendent of Schools to belong to the consortium where the Tulare Joint Union High School District was allocated $343,135.31. Due to COVID-19, many of the schools in the consortium were unable to expend all of the funds granted. This amended contract will allow us to continue to expend the funds through October 31, 2021 instead of July 31, 2021 as previously stated.
Current Considerations: Approval of the Amended Agreement with the Tulare County Superintendent of
Schools to extend the CTEIG spending period from July 31, 2021 to October 31, 2021.
The contract is coming directly to Action to meet the terms of the agreement needed to continue in the spending of the CTEIG funds through October 31, 2021.
Fiscal Implications: The total allocation remaining is approximately $90,000.

Background: TJUHSD currently provides services for approximately 500 students who qualify for special
education services. Many of these students are served in a variety of environments where various accommodations and/or modifications are provided. This ranges from academic support, blending of the general education and special education setting as well as more restrictive environments. Some of these students, in accordance with their Individualized Educational Plan (IEP) , require additional services that may include placement in an alternative program to provide services as prescribed in their individual education plan.
Current Considerations: The Tulare Joint Union High School has recently enrolled a student who requires the services of the Alternative Achievement Program. Due to this need we have enrolled this student with the AAP program for the 2021-22 school year. Cost of a current enrollment is $3,450 per month per student enrolled.
Fiscal Implications: The cost of enrollment with the AAP program for this student will not exceed at
$41,400. This would be paid for out of Special Education Funds.

Activities that can be claimed for Medi-Cal program include; Medi-Cal Outreach, Facilitating the Medi-Cal application, emergency & non-medical transportation of Medi-Cal eligible individuals to Medi-Cal covered services, contracting for Medi-Cal services, program planning and policy development, SMAA coordination and claims administration, applicable training, and general administration of SMAA related claims.
Current Considerations: Approval of the 2021 MCSOS Contract for SMAA activities will allow the
TJUHSD to more adequately recover some of the costs associated with the services listed above.
Fiscal Implications: MCSOS charges 7% for all services (see exhibit A). MCSOS will deduct from the
claims paid by the Department of Health Care Services (DHCS).

4.2 Correspondence The Accrediting Commission for Schools, Western Association of Schools and Colleges, have determined Sierra Vista Charter High School meets the ACS WASC criteria for accreditation. Sierra Vista Charter High’s accreditation is now reaffirmed through the end of the current accreditation cycle ending on June 30, 2024. The Board and Dr. Van Scyoc extended congratulations to Principal Dereck Domingues and his team.
Cathy Mederos shared a “Save the Date” flyer about an upcoming event hosted by the Tulare County School Boards Association. The event will take place on July 28, 2021 from 11:30 am – 1:00 p.m. via zoom
platform and will feature keynote speakers Cecilio Barrera and Tim Hire.

Visit to Reedley High School Aquatics Complex
Dr. Lucy Van Scyoc shared information on a visit to Reedley High School Aquatics Complex that took place on June 28, 2021. The following individuals were part of the visit: Kelley Nicholson, Cathy Mederos, Isidro Carrasco, Daniel Pierotte, Dr. Lucy Van Scyoc and Bobby Richardson (driver). She explained the purpose of the visit was to tour the facility and learn about the aquatics complex built in 2014. Reedley High School is able to host NCAA and CIF competition in men’s and women’s water polo, diving, and long- and short-course competitive swimming.
The feedback from the visit was the aquatics complex is state of the art, something to strive for, and well used by the community including TNT Swimming from Tulare. Chris Haile, from CM Construction, was available to answer questions about Myrtha pools and pool projects in the Central San Joaquin Valley managed by CM Construction. The Board thanked Mr. Haile for attending the meeting and recognized him as being a valuable resource.
The Board held a discussion on collaboration, timelines and funding options and Dr. Van Scyoc responded to questions from the Board. The Board would like more Community involvement in the planning stages of the pool. They discussed scheduling a special meeting and extending an invitation to College of the Sequoias, Tulare City Schools, the City of Tulare, and swim clubs in the surrounding areas. Dr. Van Scyoc

Governmental Affairs event on Monday, July 12. Dr. Van Scyoc will present feedback to the Board at the next meeting.
6.2 2021-2022 MCSOS Region 7 Service
Agreement
Jason Edwards presented the Board with an agreement to contract with Madera County Superintendent of Schools (MCSOS) for School-Based Medi-Cal Administrative Activities (SMAA). He said approval of the 2021-2022 MCSOS Contract for SMAA activities will allow the Tulare Joint Union High School District to more adequately recover some of the costs associated with these services.
6.3 2021-2022 Contract with Tulare County Superintendent of Schools for AAP
Jason Edwards presented the Board with information on a contract with the Tulare County Superintendent of Schools for Alternative
Achievement Program (AAP). He said the Tulare Joint Union High School District has recently enrolled a student who requires the services of the Alternative Achievement Program (AAP). The student came to the district from a more restrictive environment out of state. The cost of enrollment in AAP for this student is $3,450/month per student enrolled not to exceed $41,400. The Board held a discussion and Mr. Edwards responded to questions from the Board.
6.4 Facilities Update Report
The Board received the Facilities and Transportation Update report for their review. In addition to the report, Daniel Pierotte reported on new updates occurring on campuses. He provided clarification between the Masterplan Highlight and the Facility Update report and how projects move from priority to completed. Vivian Hamilton informed the Board that maintenance expenditures for the opportunity education sites are included in the comprehensive school sites budgets. Dr. Van Scyoc stated she and Daniel Pierotte will better communicate facility information to the Board either at regular board meetings, a special board meeting or via the Friday Board Update from the Superintendent. 7.1 Hold Public

Substantiating the Need for Assigned & Unassigned Ending Fund Balances
Board President Craig Hamilton opened the public hearing. There being no public comments, the hearing was closed.
Vivian Hamilton stated at the June 17, 2021 meeting, the Board adopted the budget and approved the original calculation. She said a correction made by Tulare County Office of Education (TCOE) to the beginning fund balance in 2020-2021 resulted in an increase in the unassigned ending fund balance in 2021-2022. Because of this, administration is required to present the new calculation to the board for public hearing and approval.
On a motion by Cathy Mederos and second by Tyler Ribeiro the Board voted to Hold the Public Hearing and Approve Substantiating the Need for the Assigned and Unassigned Ending Fund Balances in Excess of Minimum Recommended Reserves for 2021-2022 by the following 5-0 vote:

rubberized sports surfaces located at Tulare Joint Union High School District’s three comprehensive sites. He said the repairs and preventive maintenance will help increase the longevity, safety and provide warranties where applicable of the existing rubberized surfaces. She said Board approval of the resolution allows the District to apply for the grant. If the District receives the grant, administration will present the Board with the agreement.
