A database of high-impact weather events in Greece: a descriptive impact analysis for the period 2001–2011

The continuous monitoring of weather-related damages is considered of great importance by both the scientific and end-user communities worldwide, as well as at European and national level. Collection of data and information con- cerning the impact of weather events at local or cross-border level are very useful in both disaster risk management and long-term statistical study of weather-related disasters. In 2006, the European Severe Storms Laboratory (ESSL) ad- dressed the need for a homogeneous data format for re- porting disastrous weather events, aiming at producing ba- sic and statistical climatology and hazard assessment in Eu- ropean level. The ESSL recently proceeded to developing the first pan-European database of severe thunderstorm re- ports (Dotzek et al., 2009), available “on-line” to the pub- lic and designed to cover all local severe storms with a high level of meteorological detail. Large flood events are also the subject of the Dartmouth Flood Observatory of the Uni- versity of Colorado, which created a global active archive filled with information derived from news, governmental, in- strumental and remote-sensing sources. The database pro- vides geographical data, the duration of the event, the exact cause of the flood and an estimated severity index based on the recurrence interval (http://floodobservatory.colorado.edu/ Archives/index.html). One of the most important and open to the public databases, with wide geographical coverage, is the EM-DAT database (http://www.emdat.be), which is operated by the Centre for Research on the Epidemiology of Disas- ters (CRED) at Leuven University (l’Universit´e catholique de Louvain) in Belgium and focuses on very large events with significant losses (more than 10 fatalities and over 100 peo- ple affected), thus, excluding events with smaller losses, the overall cost of which can be also significant. Similar is the NatCatService database (MunichRe, 2012), which, though, applies lower criteria for the entry of an event and pro- vides economic damage costs and mortality rates (Kron et al., 2012). The NatCatService is accessible to the public, but information about small events is not available.

Scientific Papers Retrieval with an Emphasis on Graph-based Structural Information

methods have been proposed to restore more and better scientific documents according to the needs and requests of users. Since there is no complete information for some documents, users have to access the metadata including the name of authors and their affiliation, the publication date, and references used for the document by accessing to the documents. Therefore, extraction of information based on the structural and geometrical characteristics of the document can be very helpful in retrieving relevant and required documents. In this paper, after extracting metadata using geometrical features of documents and graph-based model, the relationships between different entities such as documents, authors, journals, and conferences are modeled for more efficient information retrieval. The extracted and refined data, stored in the graph model, are available in a web-based user interface. To produce the results of each query, the related documents are retrieved based on the graph’s relationships, the quality of each document, and their citation score. To evaluate the proposed method, the PubMed and D2SPR databases are used. The results from the experiments show that the number of retrieved documents in the proposed method is 60% higher than the PubMed database search engine and 80% higher than D2SPR. Moreover, nDCG with an average of 0.824 in the proposed approach has a significant distance with the average of 0.30 in Pubmed search engine. While the average of F-measure on D2SPR dataset is 0.834 for the suggested system, the value is 0.71 in the current study.

The operation of the IEMS system is shown in Fig.1. This approach ensures that the optimized load sharing level decided by the IEMS could be updated to a new value in the event of an interruption in the form of traffic conditions. This ensures that for the current node where the vehicle is operating the load sharing is dynamically updated thereby ensuring the objectives of minimization of fuel cost and emission levels are maintained. With increase in altitude there occurs variation in atmospheric pressure which causes reduction of air density. This would affect the Air/fuel ratio of the engine. Consequently, there is an enrichment effect to the combustion mixture with an increase in altitude. If an engine tuned at sea level is operated at high altitude, there will be a reduction in power and fuel economy. Moreover, severe Carbon Monoxide and Hydro Carbons exhaust emissions are expected. Various tests conducted on a vehicle equipped with a sea-level carburettor would experience some 6 percent enrichment in air/fuel ratio upon driving from sea level to an altitude of 1200 m[13]. The enrichment in air/fuel mixture at altitudes substantially increased the bsfc of the engine. The sample case study has been done for a journey of 5 km between Kengeri and Varahasandra, Bangalore, India, as shown in Fig.3. The elevation profile has been obtained from the Google Earth map and is used to create and test the database. The entire distance profile and the corresponding elevation profile for the distance of 5 km is divided into 100 nodes. Therefore, the load sharing for each of the node is predetermined by the IEMS to facilitate dynamic operation of the vehicle.
